Pur{uant to Chapter 125 of the Florida Statutes, the Riviera Golf Unit 2 Street Lighting Hunicfpal Service Taxing Unit ia hereby created for the purpose of providing street lighting to the residents of the taxing unit, the boundariea of which are hereinafter deacribad: Ail of Riviera Golf Estate~ Unit 2 aa recorded in Plat Book 12, Page~ 96-98, inclusive, of the public recorda of Collier County, Florida. Section Two: Governing Body. The governing body of the Unit ~hall be ex-officio the ~oard of County Commi~eloner~ of Collier County, Florida. Section Three: ~urpo~e} Powers. The Unit ie formed for the purpoae of providing ~treet lighging within the boundariem of the above-deacribed eubdivi{ion and to that end ehall po~aee~ all the power~ to do all thing{ reasonably necessary to prov~d~ {uGh including ~w~ership or rental of property, polea, wire~, comduit~, lightm, metera, and the power to ma£ntain the ~ama and to enter int~ contracta for providing the aame and the electric current to operate any lighting ~yatem therein inetalled. Section Four: Annual Emtimatem of Expen~ea~ Taxation Rate. ' For the purpose of carrying int~ ~ffect thi~ Ordinance, the Board of County Con~i~$ionerm ~hall annually, at the time required by general budgetary law~ make an itemized e~timat~ of the amount of money required to carry out th~ bueine~a of the Uni~ for the 'next fiacal year, which ehall ba from October 1 to and including September 30 following. The aatimate ahall have for what purpose the m~nie~ are required and the amount necessary to be rain, ed by taxation within the Unit. At the tim~ and place for fixing the annual rate of taxation for county purpo~em, the Board ~hall fix and ceuae to be levied on all property within the Unit ={ubJect to taxation a millag~ ~ufficlent to meet the requ£rements of the esti~ate; provided, however, the total millage shall not exceed the millage authorized by law for municipal flea;ice taxing or benefit units. Section Five: tax Assessment And Collection, Taxes herE:in provided for shall be assessed and collected in the same manner and form as provided for the assessment and collection of general county taxes and subject to the same fees for assessing and collecting as general county taxes. Section Six: Construction. This Ordi':ance shall be liberally construed to effectuate its public purpose. Seetion Seven: Effective Date.
