Resolution 1992-102 PKbRUARY 11, 1882 RESOLUTION NO. 92-102 A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, TO AUTHORIZE SUBMISSION OF AN APPLICATION TO THE FLORIDA DEPARTMENT OF COMMUNITY AFFAIRS FOR A COMMUNITY DEVELOPMENT BLOCK GRANT UNDER THE NEIGHBORHOOD REVITALIZATION CATEGORY TO ASSIST WITH WATER, SANITARY SEWER, AND STREET IMPROVEMENTS IN COPELAND AND ANOTHER APPLICATION UNDER THE ECONOMIC DEVELOPMENT CATEGORY TO ASSIST IN FINANCING A BUILDING FOR A FIXED BASED OPERATOR, AND OTHER AVIATION BUSINESSES, TO BE BUILT IN THE INDUSTRIAL PARK AT THE IMMOKALEE AIRPORT WHEREAS, the Florida Department of Community Affairs awards grants through the Small Cities Community Development Block Grant Program of up to $650,000 to qualifying cities and counties for projects that benefit low- and mOderate-income persons, aid in the prevention or elimination of slums or blight, or meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community and where other financial resources are not available to meet such needs; and WHEREAS, a city or county may submit an application for Community Development Block Grant funds under anyone of three categories, 1) Housing, 2) Neighborhood ReVitalization, and 3) Commercial Revitalization; and, WHEREAS, a city or county may also apply each quarter for a Community Development Block Grant for Economic "'Deve1opme~t based on the number of jobs created and the amount of private capital leveraged; and WHEREAS, applications for all categories will be graded and ranked for funding by the Florida Department of Community Affairs; and WHEREAS, applications for these funds must be filed with or mailed to the Department of Community Affairs on or before February 14, 1992; 'and . BOOtlrs-.: 17R '&aRUARY 11, 1882 WHEREAS, the regulations of the Florida Department of Community Affairs and the Federal Government require that two (2) Hearings, that are open to the public, be advertised and held prior to submitting the application; and WHEREAS, the County did advertise for the first hearing on January 19, 1992, and the hearing was held in the Board room at the County Courthouse on January 27, 1992 and the second hearing was advertised on February 3, 1992, and the hearing was held as part of the regular Commission meeting on February 11, 1992; and WHEREAS, the community of Copeland has, significant probleas with the water supply and distribution system, the sanitary sewer collection and treatment facilities vacant, burned out houses and unpaved streets which threaten the health and safety of residents of Collier County while not providing incentives for area residents to maintain their property; and WHEREAS, J' S Aircraft, Inc. proposes to create at least 28 new permanent jobs over the first two years of utilization of its new building for a fixed base operator and other aviation related businesses at the Immokalee Airport; and WHEREAS, the developer, J 'S Aircraft, Inc., proposes to borrow up to $320,000 of the grant funds,. and the County vill use up to 13,000 to administer the grant; and WHEREAS, the payoff of the loan of $320,000 will bring approximately $450,000, over the next 20 years, in funds that can be used for other economic development projects. NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT: The Collier County Board of County Commissioners hereby directs the Collier County Department of Housing and Urban Improvement to prepare, or cause to be prepared, an application to the Florida Department of Community Affairs for a grant of up to $650,000'in the Neighborhood Revitalization category. The 'funds from this gr~nt are to be used to provide water lines and improvements to the water treatment _ nn" ._~ facilities; provide W&aKOARY 11, 1882 sanitary sewer lines, manholes, lift stations and improvements to the sewage treatment facility; pave the unpaved streets; and clear the shells of vacant housing units that are either burned or unoccupiable in the lumber mill section of Copeland. The Collier County Board of County Commissioners hereby directs the Collier County Department of Housing and Urban Improvement to prepare, or cause to be prepared, an application to the Florida Department of Community Affairs for a grant of up to $350,000 for an Economic Development grant through the Small Cities Community Development Block Grant Program to be used to assist in financing a building for a fixed base operator and other aviation related businesses that is to be constructed by J , S Aircraft, Inc. The Board of County Commissioners hereby authorizes the County Manager to sign the application and other documents pertaining to the application, to accept the grant funds on behalf of the County, and to act in behalf of the Board of County Commissioners to sign all documents, including" the quarterly reports, necessary for grant administration if the County receives the award of either grant. BE IT FURTHER RESOLVED that this Resolution be recorded by the Official Clerk of Courts in the Public Records of Collier County, Florida. ADOPTED this Eleventh day of February, 1992. .. .
