EXECUTIVE SUMMARY
STATUS REPORT ON PUBLIC WORKS INFRASTRUCTURE IMPROVEMENT
PROJECTS WITHIN COMMISSION DISTRICT 2
OBJECTIVE: To provide an update on the status of public works infrastructure improvement
projects within Commission District 2 for a Town Hall Meeting on September 9, 1999.
CONSIDERATIONS: The following details the current or planned status of public works
infrastructure improvements project within Commission District 2, including those projects having
an indirect affect on District 2.
North Wastewater Treatment Plant Expansion
The Collier County Water and Sewer District has a major expansion of its North Wastewater
Treatment Plant (NWTP) in progress. The Board of County Commissioners has adopted a
Resolution to award a contract to Project Integration, Inc. in the amount of $18,350,000 to construct
a 5.0-MGD expansion of the existing 8.5-MGD NWTP. This project will result in a new plant
capacity of 13.5 mgd and is supported in part by a State Revolving Fund (SRF) loan from the Florida
Department of Environmental Protection (FDEP). The project is now awaiting the FDEP's
concurrence in the bid award to Project Integration. Based on a reasonable time for FDEP
concurrence action, it is estimated that the contractor will begin work on October 18, 1999 and
complete the project in September 2001.
Current and Planned Transportation Projects
There are five major areas of interest for transportation projects within Commission District 2.
These are roadway capital projects; traffic signals; intersection improvements; traffic calming, and
landscaping projects.
Roadway projects include the Livingston Road corridor from Radio Road north to the County Line.
The segment from Radio Road to Golden Gate Parkway bid is due on September 29, 1999. The
design for segments to the north is underway and the next three segments moving north will be bid at
,about one-year intervals. The northernmost segment from Immokalee Road to the County Line is
also under design and will be bid in about six months. In addition to the Livingston Road corridor,
Airport Road from Cougar Lane to Vanderbilt Beach Road will be bid later this fiscal year.
Goodlette-Frank Road from Pine Ridge Road to Vanderbilt Beach Road is under design and will be
constructed in Fiscal Year 2002. The FDOT projects to widen U.S. 41 North are underway and
should be complete in about two years.
Three new "stop and go" traffic signals are scheduled for installation in Commission District 2 this
year: Vanderbilt Drive ~ 111th Avenue; Vanderbilt Drive ~ Wiggins Pass Road; and, Immokalee
Road ~ Creekside Commerce Park/Collier's reserve. The Countywide Computerized Signal

System - Phase I is under design and should be ready for bids by the middle of this fiscal year
(Spring, 2000).
There are four major intersection improvements also scheduled for this fiscal year. These are
Shirley Street ~ Pine Ridge Road (provide a southbound right mm lane); Pine Ridge Road ~
Naples Boulevard (extend the eastbound left turn lane); Immokalee Road ~ Riverchase Shopping
Center (median modifications); and, Golden Gate Parkway ~ Airport Road (lengthen northbound
left turn lanes).
Three Neighborhood Traffic Management Program (NTMP) Projects are currently under active
study or design: closure of 107th and 108th Avenues just west of U.S. 41 North; Burning Tree Drive
in Northgate Village, and Carica Road in Pine Ridge Subdivision.
Finally, two landscaping projects are proposed for this fiscal year: U.S. 41 North from Seagate Drive
to Gulf Park Drive; and, Goodlette Road from Solana Drive to Pine Ridge Road. In addition to the
landscaping capital projects, the Transportation Services Department continues to maintain almost
eighteen miles of landscaped medians within Commission District 2.
FISCAL IMPACT: The foregoing projects represent almost $78.5 million in total project costs.
GROWTH MANAGEMENT IMPACT: All of these public works infrastructure
improvements projects are necessary to assure that we meet the capacity and mobility requirements
resulting from growth in the county.
RECOMMENDATION: That the Board accept the foregoing status report.
