Ordinance 92-070 FILED 0c 21 I ORDINANCE 92- ?0 COLLIER COUNTY CONSTRUCTION$~A~~ AN ORDINANCE ESTABLISHING THE "COLLIER COUNTY CONSTRUCTION CODE" ADOPTING: THE 1991 EDITION OF THE STANDARD BUILDING CODE WITH CERTAIN AMENDMENTS, ADDITIONS AND EXCEPTIONS SPECIFIED HEREIN; THE 1991 EDITION OF THE STANDARD PLUMBING CODE WITH CER~FAIN AMENDMENTS, ADDITIONS AND EXCEPTIONS SPECIFIED HEREIN; THE 1991 EDITION OF THE STANDARD MECHANICAL CODE WITH AMENDMENTS, ADDITIONS AND EXCEPTIONS SPECIFIED HEREIN; AND THE 1991 EDITION OF THE STANDARD GAS CODE WITH AMENDMENTS, ADDITIONS AND EXCEPTIONS SPECIFIED HEREIN; AS PUBLISHED BY THE SOUTHERN BUILDING CODE CONGRESS INTERNATIONAL INC. DELETING CHAPTER ONE IN ALL OF THE ABOVE CODES IN ITS ENTIRETY; REPEALING ORDINANCES 91-58, 91-59, 91-60, AND 91-61; PROVIDING FOR CONFLICT AND SEVERABILITY, AND PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, Chapter 125, of the florida statutes, authorizes the Board of County Commissioners to adopt a building code, and WHEREAS, Section 553.73 (1) (a), Florida S~atutes requires local governments with building construction regulation responsibilities to adopt a building code covering all types of construction, and WHEREAS, the State of Florida has adopted the 1991 Edition of the Standard Building Codes pertaining to building, plumbing, mechanical and gas, as the minimum state building code. NOW THEREFORE, BE IT ORDAINED BY ~H~ BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY FLORIDA THAT: SECTION ONE: The "Standard Building Code 1991 Edition" including Appendices A, C, J, and M, the "Standard Plumbing Code 1991 Edition" including Appendices B, C, D, G, I, J, and K, the "Standard Mechanical Code 1991 Edition" the "Standard Gas Code 1991 Edition" including Appendix A, as published by' the Southern Building Code Congress International Inc., and as amended herein, are adopted by reference as the "Collier County Construction Code" to protect the health, safety, welfare, common interest, and convenience of the citizens, visitors and residents of Collier County, Florida. 'SECTION TWO: The "Standard Building Code, 1991 Edition", including Appendices A, C, J, and M, is hereby amended as follows: CHAPTER I ADMINISTRATION Chapter i is omitted in its entirety. Refer to the Collier County Building 'Construction Administrative Code for administration of this Code. All references to Chapter I shall be interpreted to mean the Collier County Building Construction Administrative Code Ordinance 91-56 as amended or superseded. CHAPTER 2 DEFINITIONS 202 DEFINITIONS Amend Section 202 by adding the following definitions: "A" ZONE - A flood zone as established by the Federal Emergency Management Agency (FEMA). CANOPY - A roof-like structure projecting from a wall or supported on columns or pillars. Building roof systems that project more than three (3) feet past the exterior wall are considered canopies by this Ordinance. CHICKEE - A Seminole and Miccosukee word for house (home) used today to identify an open-type tropical structure generally used as an exterior roofed recreational area. (See subsections 706.9 and 709.5) MINI-STORAGE - The use of a~building divided into storage compartments. These units or compartments are for dead storage only. These units shall not be occupied for business purposes. Telephones are prohibited and only minimum electrical service is allowed, limited to a switched fixture for lighting electrical receptacleW' ~re not permitted. Plumbing for individual units is prohibited, but may be required for the overall complex. The storage unit or compartment shall not exceed 200 square feet. ONE (1) HOUR PROTECTED - Construction in which the fire resistance of the major structural members is attained by the nature of the product (Type I & II), the size of the members (Type III) and/or the protection of the members by coating, wrapping or isolating with a fire resistant material. (See SBC Section 1003, Fire Resistance References) PORCH - A roofed platform forming the entrance to a house. SPEcIALTy ENaINEER - A Florida Registered Professional Engineer, not the Structural Engineer of Record, who undertakes the design of structural components or structural systems for a specific project. The Specialty Engineer will generally fall into one of these three categories: 1. An employee or officer of a fabricator. 2. An employee or officer of an entity supplying components to a fabricator. 3. An independent consultant. STAIRS - Means three or more risers. "~' ZONE - A flood velocity zone as established by Federal Emergency Management Agency. 202 DEFINITIONS Amend the following definitions to read as follows: BUILDING OFFICIAL - See Administrative Code for Building Official definition. STRUCTURE - Anything constructed or erected, assembled or built, which requires a fixed location on or in the ground, or is attached to something by any means having a fixed location on or in the ground. CHAPTER $ SPECIAL OCCUP]tNCY REQUIREMENTS $07.9 Fire Extinguishers Amend subsection 507.9 to read as follows: Fire extinguishers shall be provided in accordance with the National Fire Protection Association (NFPA), Standard 10, relating to portable fire extinguishers. 508 ACCESSIBILITY FOR THE PHYSICALLY HANDICAPPED Amend section 508 to read as follo.~s3 Florida Statutes, Chapter 553, Dart Vend the interpretations of the Florida Board of Building Codes and Standards are adopted as part of this Ordinance. CHAPTER 6 CLASSIFICATION OF BUILDINGS BY CONSTRUCTION 610 BUILDINGS LOCATED ON THE SAME LOT Amend section 610 by adding the following exception: EXCEPTION: One story bu~ldings used exclusively for mini-storage located on the same' lot may use the requirements of Table 600. The horizontal separation will relate to the distance between buildings rather than property lines or assumed property lines. CHAPTER 7 FIRE PROTECTION 702 INTERIOR WALL AND PARTITION FIRE SEPARATION REQUIREMENTS Add subsection 702.1.6 to read as follows: · . ,oo 73' 702.1.6 XUTOHATIC FIRE SUPPRESSION SYSTEM ALTERNATIVESS When an approved automatic fire suppression system is installed, when not a requirement of Table 400, or other portions of this Code or other ordinances or laws, and supervised in accordance with Section 901.8, a fire resistance rating for exit access corridors within a tenant space is not required in Occupancy Class B, F, M, and S. In Occupancy Class A, I (unrestrained) and R, the corridor enclosure walls and dwelling unit separation walls which are also corridor walls, shall have fire resistance rating of not less than 1/2 hour, with 20 minute doors, constructed tight to the underside of the ceiling directly above. 706 ROOF COVERINGS 706.6 Woo~ Shingles an~ Shakes Amend subsection 706.6.1 by adding the following exceptions: EXCEPTION= Ail multi-family (triplex and above) using wood shingles or shakes shall use Class "C" or better fire resistant wood shingles or shakes unless restricted by other code requirements. EXCEPTIONs Group housing projects consisting of single-family units or duplex units with units or buildings less then 15 feet apart must use Class "C" or better fire resistant wood shingles or shakes unless restricted by other code requirements. Add subsection 706.9 to read as follows: 706.9 TREATED PALM FRONDS 706.9.1 Ail palm fronds and/or reeds etc. used for chickees and chickee type structures shall be t~ted with an approve~ fire retardant treatment material. The fire retardant treatment shall cause the treated fronds, etc. to self- extinguish when the test torch is removed. EXCEPTIONs Palm fronds and/or reeds for roofs need not be treated on chickee structures on a lot zoned for single family when distances to property lines and other buildings are maintained at ten (10) feet: or more. 706.9.2 Frond and or reed roofs shall not be installed on structures other than open chickee structures, unless the roof system has been tested and approved in accordance with Section 706 of this Code. CHAPTER 9 SPRINKLERS~ STANDPIPES AND ALARM SYSTEMS 902 STANDPIPES 902.3 Standpipes Required Amend subsection 902.3.1 by adding subsection 902.3.1.1 to read as follows: 902.3.1.1 Ail buildings three stories in height that do not have a Class III standpipe system shall have a Class I dry standpipe. EXCEPTION: A Class I standpipe shall be permitted in basements equipped with an approved automatic sprinkler system. EXCEPTION: A Class I dry standpipe shall not be. required to have a hose valve on a floor, which does not have a common element area (i.e., elevator lobby, corridor, public balcony or porch). 902.6 Standpipes During Construction Amend section 902.6 to read as follows: Refer to NFPA Standard 14, Chapter 9; referring to Standpipe Installation in Buildings Under Construction. this standard is adopted as part of the Collier County Fire Prevention Code, Ordinance No. 86-54 as amended or superseded. CHAPTER 11 MEANS OF EGRESS 1105 SPECIAL EXIT REQUIREMENTS 1105.4 Emergency Egress Openings Amend subsection 1105.4.1 to read as follows: 1105.4.1 In any dwelling or living.unit of two or more rooms, every bedroom and living area shall have either a second means of escape, such as emergency egress openings or alternative protection. The second means of escape or alternative protection shall be one of the following: 1. A door, stairway, passage or hall providing a way independent of and remote from the primary means of escape, of unobstructed travel to the outside of the dwelling at street or g=ound level; or 2. A passage through adjacent non-lockable spaces independent of and remote from the primary means of escape to any approved means of escape; or 3. An approved outside window or door operable from the inside without the use of tools providing a clear opening of not less than 20 inches (50.8 cm) in width, 24 inches (61 cm) in height and 5.7 square feet (.53 sq. m) in area. The bottom of the opening shall not be more than 44.inches (112 cm) off the floor. Such means of escape shall be acceptable if: ~' a) The window is within 20 feet (6 1 m) of grade; · or b) The window is directly accessible to fire department rescue apparatus as approved by the authority having Jurisdiction; or c) The window or door opens onto an exterior balcony. 4. The bedroom or living area shall be separated from all other parts of the living unit by construction having a fire resistance rating of at least 20 minutes and shall be equipped with a door that will resist passage of fire for at least 20 minutes, and is designed and installed to minimize smoke leakage. A means of providing smoke venting and fresh air to the occupants shall be provided. EXCEPTION NO. 15 A second means of escape or alternate protection is not required if: a) The bedroom or living area has a door leading directly to the outside of the building at or to grade level; or b) The dwelling unit is protected throughout by an approved automatic sprinkler system in accordance with NFPA Standard 13, Standard · " of the Installation of Sprinkler System in One and Two Family Dwelling and Mobile Momes, as applicable. EXCEPTION NO. 22 Existing approved means of escape may be continued i~.u~e. 1108 gTAIRFAY CONSTRUCTION 1108.3 Treads and Rissrs Add subsection 1108.3.1.1 and 1108.3.1.2 to read as follows: 1108.3.1ol Stairs shall be in accordinance with the above subsection in its entirety, or shall m~et the rquirements of NFPA Standard 101, Life Safety ~ode, Section 5-2.2.2, Types of Stairs. .. 1108.3.1.2 Only one of the above stair design standards will be permitted in a structure or building. 7 ~113 DOOR8 1113.5 Hpeolal Doo~va¥ Recluiremen~s Add subsection 1113.5.3 to read as follows: 1113.5.3 Hinged shower doors must swing out. 1114 RAMPB 1114.3 Ramps for the Physically Handicapped Delete 1114.3 in its entirety. The Handicapped Accessibility Requirements within Chapter 553 Part V, Florida Statutes are adopted herein. CHA~TER 12 MINIMUM DESIGN 1205.4 OTHER STRUCTURES Amend subsection 1205.4 to include satellite dishes. CHAPTER 13 FOUNDATIONS 1302 FOOTINGS AND FOUNDATIONS 1302o2 Soils Investigation Amend subsections 1302.2.1, and 1302.2.3 to read as follows: 1302.2.1 Concrete, MasonL7 or Timber Footings Footings shall be so designed that the allowable bearing capacity of the soil is not exceeded. If structural plain concrete, masonry or timber .footings are used, they shall rest on undisturbed or minimum ninety five (95) percent compacted soil of uniform density and thickness. Compaction shall meet a minimum requirement of 95% of Modified Proctor, ASTM D-1557. In monolithic slabs a minimum of three tests shall be provided for buildings up to 2000 sq. ft. in area. Buildings larger than 2000 sq. ft. in area will require one additional test for each additional 2000 sq. ft. of building area or fraction thereof. In stem wall construction a minimum of three tests shall be provided for the first 300 lineal feet of footing. Buildings with more than 300 lineal feet of footing will require one additional test for each additional 300 lineal feet of footing or fraction thereof. If fill is less than 18" deep, tests shall be provided for the full depth taken at finish grade. If fill is greater than 18" deep, tests shall be provided for each 12" lift. 78' 13~2.2.3 Natural Soli4 Ground or Piles Foundations shall be built upon natural solid ground. Where solid natural ground does not occur at the foundation depth, such foundation shall be extended down to natural solid ground or piles shall be used. Foundations may be built upon mechanically compacted earth or fill material subject to approval by the Building Official upon submittal of evidence that proposed load will be adequately supported. Such evidence shall be as outlined in Section 1302.2.1 above. Monolithic foundations are not permitted in the "V" Zone. Monolithic foundations may be used in the "A" Zone if the fill is 24" or less and the following conditions are met: (Bee EXHIBIT "B" WHICH IS HEREBY INCORPORATED HEREIN) 1. All obJectional material is removed from the area to receive fill. 2. All fill material is clean. 3. All fill is installed in twelve (12) inch lifts. 4. Each lift is mechanically compacted. 5. A density test is taken at each lift and certified by a Florida Registered Engineer. 6. Density test reports identify each lift. 7. Building pad (area of compacted fill) is extended five (5) feet outside of building perimeter. 8. Angle of repose of balance of fill to toe of slope shall not exceed thirty (30) degrees from the horizontal. 9. Density test reports are given 'to the Building Official at rough plumbing inspection. 10. No significant storm water run-off is permitted to flow from the subject pre~i~es onto abutting properties. " Reinforced masonry (stemwall) construction is required in the "A" Zone if over 24" of fill is. required to the bottom of the footing and any of the above ten (10) minimum requirements cannot be met because: 1. The finished floor must be 18" above the crown of the paved road; or 2. Limited sideyard separation prohibits water control. Monolithic foundations will be approved outside the Flood Zone if the above ten (10) conditions are met. Reinforced masonry (stemwall) construction is required outside the Flood Zone if any of the above ten (10) minimum requirements cannot be met because limited sideyard separation prohibits water control. (Bee EXHIBIT ~'E"&"F't WHICH ]tRE HEREBY INCORPORATED HEREIN) 1302.S Concrete Footings Add subsection 1302.5.3 to read as follows: 1302.5.3 The minimum requirements for footings for one and two family homes less than three (3) stories in height and not designed by an architect or engineer are as follows: 1. Monolithic footings for a single story residence shall be as follows: WOOD FRAME - at least 18 inches deep by 12 inches wide with two (2) #5 reinforcing bars at bottom. CBS - at least 16 inches deep by 12 inches wide with two (2) #5 reinforcing bars at bottom. 2. A monolithic footing for a two-story building shall be at least 24 inches deep by 16 inches wide with three (3) #5 reinforcing bars at bottom. 3. Reinforced masonry (stemwall) footing for single story residence shall be 10 inches deep by 16 inches wide with two (2) #5 reinforcing bars at bottom. 4. Reinforced masonry (stemwall) for a two story residence must be at-least 12 inches deep by 24 inches wide with three (3) #5 reinforcing bars. 5. All monolithic footings - slab systems shall be formed to the bottom of the footing. (See EXHIBIT "A", "C" & "D" WHICH-A~ HEREBY. INCORPORATED HEREIN) CHAPTER 17 WOOD CONSTRUCTION 1707 VERTICAL FRAMIN~ 1707.7 Cutting, Notching and Bored Holes Add subsections 1707.7.4 and' 1707.7.5 to read as follows: 1707.?.4 Notches used for plumbing, electrical pipes, cables or wire requires a steel strap no less than. 1/16 inch (1.59mm) thickness covering the notch. (See EXHIBIT "G" & "H' WHICH ARE HEREBY INCORPORATED HEREIN) 1707.7.5 Top plates in nonbearing walls may be interrupted (eliminated) between, studs for the purpose of plumbing vents (stacks), dryer vents, mechanical ducts, limited to 28 inches maximum in any one wall, provided wall is securely anchored on both sides of cutout. 10 , m L708 ROOF ~ CEILING FI~ZNG X708.1 Roof ~oists Add subsection 1708.1.10 to read as follows: 170S.1.10 Notches used for plumbing, electrical pipes, cable or wire requires a steel strap of no less than 1/16 inch (1.59 mm) thickness covering the notch. (See EXHIBIT t'G" & "H" WHICH IS HEREBY INCORPORATED HEREIN) CHAPTER 21 SAFEGUARDS DURINa CONSTRUCTION 2101.9 Safety Requirements During Construction Add subsections 2101.9.2.1, 2101.9.5, and 2!01.9.6. to read as follows: 2101.9.2.1 Adequate sanitary facilities for the convenience of all workers shall be provided in the following ratio: Minimum of one (1) water closet and urinal for each fifteen (15) workers. 2101.9.5 As agent of the owner, permittee acknowledges responsibility for access control and site safety at all times prior to the issuance of a certificate of occupancy. The permittee shall determine which ingress and safety measures, if any, such as temporary fencing, barricades, gates, signage, covered walkways and the like, are necessary to assure public safety on or near the site of the work under his control. 2101.9.6 In the course of carrying out inspection assignments, code enforcement pe~sqnnel may observe conditions contrary to federal, state and local safety standards. Wherever this occurs, each case will be brought to the attention of the person in charge at the site. Code enforcement personnel shall not subject themselves to unsafe conditions in order to perform building inspections. Such personnel shall advise the permittee of the inability to conduct an inspection; the subject inspection shall be considered as rejected and shall be rescheduled. However, if corrections are made immediately the inspection may then be continued. Where manifestly unsafe conditions are allowed to remain uncorrected, code enforcement personnel shall direct operations in the vicinity to cease until remedied as provided for in subsection 102.2 of this Ordinance. 2101.X1 Temporary Storage, Dispatching Office, Tool Shed and Plans Rooms On-site Add subsections 2101.11 to read as follows: 2101.11 Temporary facilities or combinations thereof, whether on wheels, skids, founded or unfounded, shall be anchored or tied down to prevent dislocation by hurricane force winds (110 mph). Tie-down criteria shall be in accordance with the Collier County Mobile Home Ordinance No. 89-45 as amended or superseded with accompanying Department of Motor Vehicle specifications. Exception~ Mobile equipment (i.e. vehicles, trailers etc.) which is currently licensed and equipped for over-the-road use and which is positioned (unattached) and maintained in a state of readiness for unimpeded drive or tow-away in case of emergency, shall be exempt from the tie-down requirements. Temporary electric service, if utilized, shall be sized and protected to carry connected loads safely. Physical protection of temporary wiring shall be used to preclude damage to insulation and other components. Temporary service shall be maintained so as not to impair safety features. inadequate tie-downs or unsafe electrical service shall be cause for rejection of any inspection of permitted work at the site. CHAPTER 28 ALUMINUM CONSTRUCTION 2802 STRUCTURAL ALUMINUM CONSTRUCTION Amend section 2802 to read as follows: The design, fabrication and assembly of structural aluminum for buildings or structures shall conform to Specifications for Aluminum Structures, Aluminum Structures Master Plan Manual, 1991 Edition. The use of aluminum alloys not listed in the manual shall be permitted, provid3d their standard of performance is not less than thbse required in. the Manual and the performance is substantiated to the satisfaction of the Building Official. CHAPTER 30 FIRE DISTRICT 3001 GENERAL PROVISIONS 3001.2 Soope Amend subsection 3001.2.1 to read as follows: 3001.2.1 The Fire District shall include' the following: 1. All industrial and Cl, C2, C3, C4, C5 Zoning as indicated on the Official Zoning Atlas of Collier County, Florida. 2.Areas identified as Cl, C2, C3, C4, C5 or Industrial in a "PUD" (Planned Unit Development). 3.All NON-CONFORMING structures identified as Cl, C2, C3, C4, C5 or Industrial. 12 3002 BUILDING RESTRICTIONS 3002.2 Other Speoif~o Requirements Amend subsection 3002.2.2 and 302.2.6 to read as follows: 3002.2.2 Group "H" Occupancy shall be permitted in the fire district in accordance with Chapter 4. 3002.2.6 Exterior walls of Type IV construction within 0-3 feet from property line or assumed property line shall have no openings and shall be of two (2) hour fire resistive construction. Other exterior walls will be in accordance with Table 600. APPENDIX C ONE AND TWO FAMILY DWELLINGS Amend Appendix "C" to read as follows: All one and two family dwellings not more than three stories in height and their accessory structures shall be designed in accordance with this Ordinance. (Sam EXHIBITS A THRU K ATTACHED TO THIS ORDINANCE) APPENDIX J HURRICANE REQUIREMENTS J102 Masonr~ Construction J102.1 Exterior Walls and Beams Amend section J102.1.2, J102.1.3 and J102.1.5 to read as follows: U102.1.2 A reinforced tie beam shall be placed around the perimeter at each floor and roof level on exterior walls of masonry units. Reinforcing shall be.._not less than 4 reinforcing bars. Reinforcin~' bar placement, shall be two bare top and two bars bottom of beam, the minimum thickness of concrete cover to the reinforcing steel shall be i 1/2 inches. Beam size shall not be less than 8 inches wide by 10 inches deep. Beam shall be poured with minimum 3000 pound per square inch concrete mix. Openings below this minimum tie beam 5 feet or less in load bearing walls are allowed without additional reinforcement. Openings 11.5 feet are permitted in non-load bearing walls and nine (9) foot hip 'supporting end walls. Every opening twelve (12) feet and over shall have the blocks on each side of the opening filled with concrete and reinforced with I S5 bar. When the tie beam is interrupted, the block shall be filled with poured concrete 2 cells back from the termination, both cells shall be reinforced with i #5 bar. Vertical reinforcing bars shall run from the footing steel to the tie beam steel. J102.1.3 Walls in all buildings (except one and two family residences) of non-reinforced masonry construction, hollow masonry units, masonry bonded walls and cavity walls shall not exceed 144 square feet without approved vertical and horizontal support where the nomina% wall thickness is eight (8) inches and units are laid in Type M, S, OR N Mortar. Such walls with a nominal thickness of 12 inches and laid in Type M, N or S mortar shall not exceed 192 square feet without approved vertical and horizontal support. J102.1.$ R-3 occupancy stem wall construction shall comply with all of the aforementioned requirements. Add section J102.1.7 to read as follows: J102.1.? An optional bond beam with precast lintels shall be permitted in lieu of a formed tie beam. Only an approved engineered bond beam system will be permitted. SECTION THREE: The "Standard Plumbing Code, 1991 Edition-, including Appendix B, C, D, G, I, J and K is hereby amended as follows: 14 CHAPTER 1 - ADMINISTRATION Chapter i is deleted in its entirety. Refer to the Collier County Building Construction Administrative Code for administration of this Code. All references to Chapter i shall be interpreted to mean the Collier County Building Construction Administrative Code Ordinance 91-56 as amended or superseded. CHAPTER 4 - GENERAL REGULATIONS 417.2 Drainage and Vent Tests Amend section 417.2.1 to read as follows: 417.2.1 A water test shall be applied to the drainage system either in its entirety or in sections. If applied to the entire system, all openings in the piping shall be tightly closed, except the highest opening and the system filled with water to point of overflow. If the system is tested in sections, each opening shall be tightly plugged except the highest openings of the section under test, and each section shall be filled with water, but no section shall be tested with less than 5 ft. head of water. In testing successive sections, at least the upper 5 ft. of the next preceding section shall be tested, so that no joint or pipe in the building (except the uppermost 5 ft. of the system) shall have been submitted to a test., of less than a 5 ft. head of water. The water shall be kept in the system, or in the portion under test, for at least 15 minutes before inspection starts; the system shall then be tight at all points. 417.2.5 Building Sewer Amend Section 417.2.5.1 to-read .a~'fDllows: 417.2.5.1 Gravity sewer tests shall consists of plugging the end of the building sewer at the point of connection with the public sewer, filling the building sewer with water and testing with not less than a 5 ft. head of water, and maintaining such pressure until backfill is completed. In lieu of a test, a visual inspection may be accepted when all Joints for plastic pipe and' fittings are installed with the application of a proper colored cleaner prior to the application of solvent cement. CHAPTER 9 PLUMBING FIXTURES 910 Shower Receptors and Compartments Add subsection 910.4 to read as follows: 910.4 Hinged shower doors shall swing outward. This valve shall not be located behind any fixtures or appliances. Easy access shall be maintained on all supply valves. CHAPTER 3 - AIR CONDITIONING~ HEATING .AND VENTILATION EQUIPMENT 308 EXHAUST SYSTEMS 308.9 Clothes Dryers Amend subsection 308.9.1 by adding Provision 5 to read as follows: 5. In all buildings exceeding ~h~e stories in height, clothes dryer exhaust systems must be d~signed and sealed by a registered Professional Engineer or Architect. CHAPTER 4 - REFRIGERATION 404 INSTALLATION REQUIREMENTS 404.1 CONDENSOR AND COMPRESSOR UNITS Amend subsection 404.1.1 to read as follows: 404.1.1 Foundations and supports for condensing units or compressor units shall be of substantial construction sufficient to support the load. When used, wood exposed to the weather shall be pressure treated or approved wood of natural resistance to decay in accordance with the 1991 ,Edition of the Standard Building Code as amended by this Ordinance. All condensing units mounted on a roof or any other locatfon subject to movement by winds or other forces must be tied down at two corners with a minimum of 20 gauge hot dipped, galvanized strap or other method approved by the Mechanical Official. 16 CHAPTER $ - DUCTS AND DUCT SYSTEMS 504 DUCT CONSTRUCTION AND INSTALLATION Add subsection 504.10 to read as follows: $04.10 Closure System The closure system must have an approved listing and shall be used in accordance with the listing and the recommendations of the board manufacturer. 505 FLEXIBLE AIR DUCT CONNECTORS Amend subsection 505 by adding provision 5 to read as follows: 5. Ail flexible ducts shall meet UL181 Class i duct specifications and shall be so labeled. All horizontal runs of flexible ducts shall be supported a minimum of every three (3) feet. All vertical runs of flexible ducts shall be supported a minimum of every six (6) feet. All connections of flexible ducts, plenums, trunks, systems or mixing boxes shall use a mechanical connector and shall be air tight. When Class i flexible ducts are installed in accordance with the above specifications there shall be no length limitation. $09 PLENUM CHAMBERS Add Section 509.3 to read as follows: 509.3 All supply and return plenum chambers shall have a minimum clearance of 4" on all sides for accessibility. CHAPTER 6 PIPING 603 CONDENSATE DIe, IN PIPING Add subsection 603.6 to read as fq~l~ws: 603.6 INSULATION " All condensate lines, except emergency pan drain'~ and blow through units, shall have a trap in line. The line must be insulated to prevent condensation, schedule eighty (80) PVC pipe may be used without insulation. All references to Chapter I shall be interpreted to mean the Collier County Building Construction Administrative Code Ordinance 91-56 as amended or superceded. 17 CIlAPTEI~ 3 gAS PIPINg INSTALLATIONS 309 INSTALLATION OF PIPES Add subsection 309.15 to read as follows: 309.15 Protection Against Physical Damage to Piping Where soil conditions are unstable and settling of piping or foundation walls or heavy vehicular traffic may occur, adequate measures shall be provided to prevent excessive stressing of the piping. Piping shall be buried a sufficient depth or covered in a manner so as to protect the piping from physical damage. Consideration should be given to protecting the piping from physical damage when it passes through flower beds, shrub beds and other such cultivated areas. &. Cover Requirements~ Underground piping systems shall be installed with at least 18 inches of cover. The cover may be reduced to 12 inches if external damage to the pipe is not likely to result. If a minimum of 12 inches of cover cannot be maintained, the pipe shall be installed in conduit or bridged (shielded). b. Trsnches~ The trench shall be graded so that the pipe has a firm, substantially continuous bearing on the bottom of the trench. o. Backfilling~ Where flooding of the trench ks done to consolidate the backfill, care shall be exercised to see that the pipe is not floated from its firm bearing on the trench bottom ...... SECTION SIX~ REPEAL OF PREVIOUS ORDINANCES Collier County Ordinances No.'s 91-58, 91-59, 91-60, and 91-61 are hereby superseded and repealed in their entirety as of the effective date of this Ordinance. SECTION SEVEN~ CONFLICT AND SEVERABILITY In the event this Ordinance conflicts with any other Ordinance of Collier County or other applicable laW, the more restrictive shall apply. If any phrase or portion of this Ordinance is held invalid or unconstitutional by any court of competent Jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portion. 18 f SECTION EZaHTZ EFFECTZVE DATE This Ordinance shall become effective upon receipt of notice from the Secreta~ of State that this ordinance has been filed with the Secreta~ of State.
