REGARDING LOCATIONS OF ALL MECHANICAL EQUIPMENT; ADDING A NEW SUBSECTION 304.8.6.2 RELATING TO SECONDARY DRAIN SYSTEM; ADDING A NEW SUBSECTION 503.3.2.1 RELATING TO " RECIRCULATING AIR TREATMENT SYSTEMS; DELETING - SUBSECTION 604.4 RELATED TO FLEXIBLE AIR DUCT ~;'. CONNECTORS; PROVIDING FOR CONFLICT AND SEVERABILITY/j" PROVIDING FOR INCLUSION INTO THE COUNTY CODE; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, Chapter 125 of the Florida Sta~-u~es authorizes the Board of County Commissioners to adopt a building code, and WHER/a~8, Section 553.73 (1)(a) , Florida Statutes, requires local governments with building construction regulation responsibility to adopt a building code covering all types of construction, and WIIEREAB, the State of Florida has adopted the 1997 Edition of the Standard Mechanical Code as the minimum State Mechanical Code. NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY FLORIDA THAT COLLIER COUNTY ORDINANCE NO. 95-17 IS HEREBY AMENDED AS FOLLOWSt BECTION ONEs ADOPTION O1 BTANDARDMECHANICAL C0DE,'~41997 EDITION. The "Standard Mechanical Code, {~>9~ 1997 Edition" including Appendixes A and C, as published by the Southern Building Code Congress International, Inc., as amended herein, is hereby adopted by reference as the "Collier County MECHANICAL Code" to protect the health, welfare, safety, common interest and convenience of the citizens, visitors, and residents of Collier County Florida. The following text is hereby deleted from Section One of Collier County Ordinance No. 92-70, as amended= "The Standard Mechanical Code 1991 Edition..." The "Standard Mechanical Code, ~1997 Edition" including Appendixes A and C is hereb~ amended as followsz CHAPTER I ADMINISTRATION Chapter I of the Mechanical Code is deleted in its entirety. Refer to the Collier County Building Construction Administrative Code. All references to Chapter I of the Mechanical Code shall be interpreted to mean the Collier County Building Construction Administrative Code Ordinance. C~APT~R 3 GENIRAL REGULATIONS 304.2 ACCESSIBILITY FOR SERVICE 304.2.1 In a non-attic aDolication. at least the width of the unit on the service side must be accessible for service. 304.7 CONDENSER AND COMPRESSOR UNITS 304.7.1 Is hereby added to read as follows: All condensing units mounted on a roof or any other location subject to movement by winds or other forces must be tied down in accordance to Section 1205 of the Standard Building Code as published by SBCCI and as adopted and/or amended by Collier County Ordinance. 304.7.1.1 All mechanical e~uiDment must be mounted above established base flood elevation. When e~uiDment is m~unt~d on a raised platform to meet this re~uirement. both Platform and e~uiDment must be desianed. anchored and built to be able to withstand a one hundred and ten (110) MPH wind as per the Standard Buildina Code. 304.8 EVAPORATORS AND COOLING COILS 304.8.3 Condensate D~sposal Place Add a new paragraph (4} to read as follows: All condensate lines, except emergency pan drains and blow through units, shall have a trap in line. The line shall be insulated to prevent condensation. Schedule eighty (80) PVC pipe may be used without insulation. 304.8.6.2 SECONDARY DRAIN SySTEM When it is not Possible to install an auxiliary drain ~an under units containin~ coolina coils. a drainbiDe shall be connected to the secondary drain (overflow) connection so that overflowinu condensate resultin~ from flow restric~io~s in the primary drainbiDe will be carried away without causin~ damage to the unit or its surroundings. This overflowing condensate shall be drained to a COnSDiCUOUS DOint tO serve as an alarm that the primary drainbiDe has become restricted. As an alternative. overflowina condensate may be PiPed tO a g~condarv drain Dan. firmly secured and located alonaside the coolina unit. from which the condensate shall be drained to a COnSDiCUOUS Doint. SECTION TB~XEe REPEAL OF SECTION FOUR OF COUNT~ ORDINANCE NO. 92-70. Sec=ion Four of Collier County Ordinance No. 92-70, as amended, is hereby repealed in its entirety. SF~XQII I~: C~XCTRaiD SiXLiter In the event this Ordinance conflicts with any other ordinance of Collier County or other applicable law, the more restrictive shall apply· If any phrase or portion of this ordinance is held invalid or unconstitutional by any court of competent Jurisdiction, such portion shall be deemed a separate, distinct, and independent provision and such holding shall not affect the validity of the remaining portion. SECTION FIVI: INCLUSION IN TBE CODE OF tq~l raWBRaiD ORDIN3LNCES The provisions of this Ordinance shall become and be made a part of the Code of Laws and Ordinances of Collier County, Florida. The sections of the Ordinance may be renu~ered or relettered to accomplish such, and the word "ordinance" may be changed to "section", "article", or any other appropriate word. ~ECTION SIX: I~w&CTIVIDATE This ordinance shall become effective upon filing with the Secretary of State.
