If any phrase er portion of the Ordinance is held invalid o~ unconstitutional by any court of competent jurisdiction, such person shall be deemed · sepzrate, distinct and independent provision and such holding shall not affect the validity of the remaining portion. ~;~.~: EFFECTIVE DATE This Ordinance shall become eiTectiv~ October 1, 1998, and the Clerk is instructed to file this Ordinance with the Department of State within I0 days at~er its adoption.
