Resolution 1995-066 8 A EXHIBIT A RESOLUTION NO. 95-~ WORKPLAN AND SCHEDULE OF SIGNIFICN1T EVENTS FOR PREPARATION OF THE SEVEN (7) YEAR EVALUATION AND APPRAISAL REPORT (EAR) ON THE COLLIER GROWTH MANAGEMENT PLAN. TIME FRAME Jan., 95 Step 1: Growth Management Section develops and distributes Monitoring and Evaluation Report (MER) surveys similar to previous years, but customized to collect information specific to each Plan element per Rule 9J-5.0053. Feb., 95 Step 2: Departments responsible for specific Plan elements complete MER surveys and return them to the Growth Management Section. Feb., 95 Step 3: Growth Management Section develops a standard EAR format for consistency among all elements. Mar.- May, 95 Step 4: Using information collected in the MER process, departments prepare draft EARs for individual elements. June, 95 Step 5: Staff make presentations to the individual element sub-committees of the CAC to the CCPC at an advertised workshop, of draft EARs for each Element. June- Sept., 95 Step 6: The CAC reviews, comments, and makes recommendations on draft EARs and holds at least one (1) advertised public workshop, with staff liaison and assistance, resulting in proposed final EARs for presentation to the Collier County Planning commission (CCPC) . Sept.- Oct., 95 Step 7: The CCPC holds an advertised public hearing on the consolidated EAR, makes recommendations with transmittal to the Board for adoption. CCPC will contemporaneously transmit a copy of the proposed EAR to the Department as required by Rule 9J-5.0053. Oct.- Dec., 95 Step 8: Staff will present the proposed final EAR to the Board at an advertised public hearing, and the Board will adopt the EAR with or without changes on or before January 1, 1996, which will then be transmitted either to the SWFRPC or the Department for sufficiency review. 2 . 8 A 2 Jan., 96 step 9: DCAjSWFRPC conducts its sufficiency review in accordance with Rule 9J-5.0053(4). The County will request substantive comments on proposed EAR based Plan Amendments per Rule 9J-5.0053(4) (2) (b). Mar., 96- Mar., 97 step 10: Upon a finding of sufficiency of the EAR, the County will complete "Needed Actions" identified in the EAR, such as new data collection and studies, and adopt EAR based amendments as part of the FY96 Plan Amendment Cycle. ,.
