Resolution 1996-573 16C 1 RESOLUTION NO. 96-~ A RESOLUTION DESIGNATING THE COLLIER COUNTY PARK ENFORCEMENT OFFICERS (PARK RANGERS); PROVIDING FOR THE TRAINING AND QUALIFICATIONS OF COUNTY PARK ENFORCEMENT OFFICERS (PARK RANGERS); PROVIDING THE POWERS AND DUTIES OF THE COUNTY PARK ENFORCEMENT OFFICERS (PARK RANGERS); PROVIDING THE CITATION FORM, NOTICE TO APPEAR; PROVIDING PENALTIES; DESIGNATING THE COLLIER COUNTY PARK SITES AND PROVIDING FOR RESOLUTION NOS. 91-462 AND 92-504 TO BE SUPERSEDED. WHEREAS, Chapter 89-449, Laws of Florida, authorizes the Board of County Commissioners of Collier County to designate employees of the Collier County Department of Parks and Recreation as County Park Enforcement Officers (Park Rangers); and WHEREAS, Chapter 89-449, Laws of Florida, further provides that it is the intent of the Legislature of the State of Florida that County Park Enforcement Officers (Park Rangers) be empowered to issue citations to enforce any County ordinance duly enacted by the Board of County Commissioners to regulate acts within the County parks, including, but not limited to, ordinances which regulate the use of County parks, protect sea turtles and prohibit the operation of motor vehicles in, on or across the beaches of Collier County in order to promote, protect, and enhance the health, safety, and welfare of the citizens of Collier County; and WHEREAS, the Board of County Commissioners has adopted parking fees for various County Parks throughout Collier County. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: SECTION ONE. Designation of County Park Enforcement Officers (Park Rangers) The following employees of the Collier County Department of Parks and Recreation have completed the required Collier County Park Enforcement Officer (Park Ranger) training and are hereby designated as County Park Enforcement Officers (Park Rangers): Lori Piche, Nannette Gerhardt, Joseph Boscaglia, Mary Marta Einang, David 1 16C 1 Holobinko, Andrew Rennig, John Pear, Roger Riech, Charles Human, Jose Quintanilla, and Janet Powers. SECTION TWO. Training and Qualifications of County Park Enforcement Officers (Park Rangers) A. County Park Enforcement Officers' (Park Rangers') qualifications shall include a high school diploma or its equivalent, possession of a valid Florida driver license and one year experience in park patrol or in public service, the ability to comprehend and enforce Collier County Ordinances with firmness and impartiality, explain regulations to the public with tact and courtesy, the ability to establish and maintain working relationships with the public and fellow employees, and the ability to use independent and mature judgment in fulfilling the requirements of the assignments. B. Collier County Park Enforcement Officers (Park Rangers) shall attend and successfully complete the following: 1) Parking Enforcement training (40 hours) and certification as approved by the Criminal Justice Standards and Training Commission for Parking Enforcement. 2) Level I training (40 hours) and certification from the Florida Association of Code Enforcement. To maintain certification, (16 hours) of continuing education classes must be completed during every two (2) year period. 3) Training (8 hours) and certification in Community CPR and First-Aid. 4) Training (4 hours) and certification in defensive driving as outlined by the National Safety Council. SECTION THREE. Powers and Duties It shall be the duty of those persons designated in this Resolution as County Park Enforcement Officers (Park Rangers) to issue citations for any offenses which occur within a County park boundary and which are either prohibited by ordinance enacted by the Board of County Commissioners of Collier County or are specifically prohibited by the provisions of Chapter 89-449, Laws of Florida. Nothing herein contained shall be construed to authorize or permit County Park Enforcement Officers (Park Rangers) to perform any function or duties of a law enforcement officer other than as 2 16C l' specified herein. County Park Enforcement Officers (Park Rangers) shall not make physical arrests or take any person into custody. SECTION FOUR. Citation Form, Notice to Appear The Citation and/or Notice to Appear issued by County Park Enforcement Officers (Park Rangers) shall be in substantially the form which is attached hereto as Composite Exhibit "A" and said citation form shall state the date and time of issuance, name and address of the person in violation, the date of the violation, description of the violation, the Collier County ordinance and section violated, name of the citing County park enforcement officer, and a date and time at which the violator shall appear in County Court. SECTION FIVE. Penalties Penalties for violations of county ordinances and/or the provisions of Chapter 89-449, Laws of Florida. shall be in accordance with Section 125.69, Florida Statutes. SECTION SIX. Collier County Park Sites The geographic areas designated as Collier County Park Sites are: Barefoot Beach Access Barefoot Beach Preserve Bayview Park Clam Pass Cocohatchee River Park North Gulfshore Access Vanderbilt Beach Aaron Lutz Lake Avalon Coconut Circle East Naples Community Park Estates Community Park Golden Gate Community Park Gulf Coast Community Park Jane's Scenic Drlve Palm Springs Pelican Bay Community Park Poinciana Village Veterans Community Park Vineyards Community Park Naples Park Elementary School Pine Ridge Middle School Caxambas Park South Marco Beach Access 951 Boat Ramp Tigertail Beach Collier County Racquet Center Frank E.
