Resolution 1996-300 JUN 2 5 1996 RBSOLUTION NO. "--3QQ A RESOLUTION ORDERING AND CALLING A REFERENDUM ELECTION TO BE HELD NOVEMBER 5, 1996 WITHIN COLLIER COUNTY TO DETERMINE IF THE QUALIFIED ELECTORS APPROVE AN ADDITIONAL ONE-HALF OF ONE PERCENT LOCAL GOVERNMENT INFRASTRUCTURE DISCRETIONARY SALES SURTAX FOR A PERIOD OF THREE YEARS TO FUND THE CAPITAL IMPROVEMENTS OF CONSTRUCTING AN EXPANSION TO THE COLLIER COUNTY JAIL AND CONSTRUCTING A WORK RELEASE AND RESTITUTION CENTER. WHEREAS, the Board ot County Commissioners on June 25, 1996 adopted Collier County Ordinance No. 96-jUl, which provides tor an additional one-halt ot one percent local government intra structure discretionary sales surtax to be collected tor three years, commencing February 1, 1997 and ending January 31, 2000; and WHEREAS, pursuant to Section 212.055(2), Florida statutes, and Collier County Ordinance No. 96-~, such additional one-halt ot one percent local government infrastructure discretionary sales surtax levy is subject to referendum approval by a majority vote of the qualified electors ot Collier County voting in a referendum election to levy such additional one-halt ot one percent sales tax to fund the capital improvements of constructing an expansion to the Collier County Jail and constructing a Work Release , Restitution Center; and WHEREAS, the Board of County Commissioners of Collier County, Florida, tinds it to be in the best interests of the citizens of Collier County to call a reterendum election. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: BBC'l'IOH OD. RI!J'IlRBllDUII BLBC'l'IOH CALLED A reterendum election be and is hereby ordered and called to be held on November 5, 1996 for the purpose ot submitting to the qualitied electors ot Collier County the question ot whether the levy of an additional one-halt ot one percent local government intrastructure surtax shall be approved. IlLIlCTIOH OPPICIALS AIID HOURS OP IlLIlC'1'IOH The election shall be held at the polling places designated in each precinct within Collier County, Florida, as a county-wide election. The election shall be conducted by election officials appointed by the Supervisor of Election pursuant to applicable general law. The polls shall be open at the voting places from 7:00 A.H. to 7:00 P.H. on the day ot the election. BIlC'1'IOH POUR. PORK OP BALLO'1' A) The ballot to be used in said election shall be in substantially the following form: OFFICIAL BALLOT REFEREllDUH ELECTION ON ADDITIONAL ONE-HALF OF ONE PERCENT LOCAL GOVERNKENT INFRASTRUCTURE DISCRETIONARY SURTAX (SALES TAX) Shall an additional one-half ot one percent surtax (sales tax) pursuant to Ordinance No. 96- 3l be levied in Collier County tor a period of 3 years, commencing February 1, 1997 and ending January 31, 2000, to fund the capital improvements of constructing an expansion to the Collier County Jail and constructing a Work Release , Restitution Center? FOR the One-Halt ot One Percent Sales Tax AGAINST the One-Half of One Percent Sales Tax B) The Supervisor of Elections shall include on all ballots and absentee ballots such instructions to voters as are necessary and required pursuant to general law. BIlC'l'IOH PIVIl. 1I0000ICIl OP IlLIlC'1'IOII The Clerk of this board shall publish a notice of the referendum election in the Naples Daily News, a newspaper ot general circulation published in Collier County, Florida. There shall be at least thirty (30) days notice of said election, with pUblication to be made at least twice, once in the fifth week and once in the third week prior to the week in which the referendum is to be held. The election shall be conducted by election officials appointed by the Supervisor of Elections pursuant to applicable general law. The polls will be open at the polling places on the date of said referendum election from 7:00 A.H. to 7:00 P.H. on the day of the election. All qualified electors residing within Collier County are entitled to vote in said referendum election. Absentee voting may be permitted upon compliance with applicable provisions of State law.
