A RESOLUTION APPROVING THE TRANSMITTAL OF THE SEVEN
YEAR EVALUATION AND APPRAISAL REPORT (EAR) OF THE
COLLIER COUNTY GROWTH MANAGEMENT PLAN TO THE
SOUTHWEST FLCRIOA REGIONAL PLANKING COUNCIL
(SWFRPC) FOR SUFFICIENCY REVIEW ACCORDING TO THE
PROCEDURES AND CRITERIA OUTLINED IN SECTION
163.3191, FLCRIDA STATUTES AND RULE 9J-5.0053,
FLCRIDA ADMINISTRATIVE CODE, EVALUATION AND
APPRAISAL REPORTS.
WHEREAS, the Local Government Comprehensive Planning and Land
Development Regulation Act of 19S5, as amended, (Section 163.3191 ~
~., Florida statutes (1994) and Rule 9J-S.0053, Florida
Administrative COde, Evaluation and Appraisal Reports and Evaluation
and Appraisal Amendments, require that a local government periodically
update its comprehensive plan through the preparation and adoption of
an Evaluation and Appraisal Report and adoption of Evaluation and
Appraisal Report-based plan amendments; and
WHEREAS, the Southwest Florida Regional Planning Council (SWFRPC)
did formally request and entered into a contract with the Department
of Community Affairs (DCA) to conduct Rule 9J5.5.0053, F.A.C.
eufficiency reviews of local government Evaluation and Appraisal
Reports upon ,request of the local government; and
WHEREAS, Collier County did formally request the delegation of the
Collier County Evaluation and Appraisal Report review to the Southwest
Flor:da Regional Planning Council by the Department of Community
Affairs; and
WHEREAS, the Department of Community Affairs approved the County
request for delegation of the Evaluation and Appraisal Report
sufficiency review to the Southwest Florida Regional Planning Council.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLCRIDA, that:
1. Collier County has prepared the Evaluation & Appraisal
Report including the various analyses required to meet the
criteria of Rule 9J-5.0053, Florida Administrative Code using
the best data currently available from sources inside and
outside of the County government, including state agencies.

2. Collier County has not prepared and will not submit the
Evaluation , Appraisal Report-based amendments at the tima of
adoption and transmittal of the Evaluation and Appraisal
Report, but haa prepared a schedule for transmittal and
adoption ot the amendment. identitied as needed or desired in
the Evaluation and Appraisal Report.
3. The Board of County Commissioners hereby approves the
transmittal of the adopted Evaluation , Appraisal Report of
the Collier County Growth Manaqement Plan for SUfficiency
review to the Southwest Florida Reqlonal Planning Council
with a courtesy copy to bo forwarded to the Department of
Community Aftairs.
4. The Board of County Commissioners hereby adopts the
Evaluation and Appraisal Report and requests that the
Southwest Florida Regional Planning Council review the
Collier county Evaluation and Appraisal Report to the Growth
Management Plan and issue a finding of SUfficiency.
