RESOLUTION MODIFYING DOG/CAT NEUTER/SPAY AND PRE-
ADOPTION HEALTH CARE PROGRAM FOR IMPOUNDED DOGS AND
CATS; PROVIDING FOR CONTINUED FUNDING OF THE EXISTING
NEUTER/SPAY TRUST FUND; PROVIDING FOR SERVICE FEES TO
PARTICIPATING VETERINARIANS AS ESTABLISHED BY WRITTEN
AGREEMENTS; CONTINUING A $1.00 SERVICE FEE FOR EACH
DOG/CAT LICENSE SOLD; REPEAL OF RESOLUTION NO. 91-214
WRlRBAB, the Board ot County Commissioners wants to continue to
actively encourage adoption ot cats and dogs trom the custody ot the
Animal Control Department; and
WRlRBAB, Section 823.15, Florida Statutes, requires that dogs
and cats that are adopted from the County must be starilized (spayed
or neutered); and
WRlRBAB, subject to the terms of written agreements,
participating veterinarians who practice veterinary medicine in
Collier County want to neuter/spay dogs and cats under the County's
neuter/spay program to foster adoptions from the County; and
WRlRBAS, County Resolution No. 91-214 established the County's
policies regarding license and adoption fees for dogs and cats,
sterilization fees, examination/treatment fees, and other directly
related matters, all of which policies are now specified in eithe,-
the County's Animal Control Ordinance (No. 93-56 as ,mended by
Ordinance No. 94-10), in Resolution No. 93-404, in R""Jolu\:ion No.
95-107, or in this ReSOlution; and
WRlRBAB, this Resolution establishes the County's revised policy
regarding its neuter/spay trust fund, payment of neuter/spay fees to
participating veterinarians, and continuation of a $1.00 service tee
for selling dog/cat licenses.

1. The County's neuter/spay program for all dogs and cats to be
adopted from the County's Animal Control Department shall be funded
in part trom deposits into the county's neuter/spay trust tund
account as follows:
A. $2.00 from each non-neutered and non-spayed animal license
sold.
B. $25.00 neuter/spay fee for each dog adopted from the County.

C. $20.00 spay/neuter fee for each cat adopted from the
County.
2. Upon verification that authorized services have been
rendered by the veterinarian, fees from the spay/neuter
trust fund are to be paid to the veterinarian, subjoct to
availability or runds in that trust rund. The amount or
the fee(.) to be paid to the veterinarian for .ervices
rendered shall be as specified in the written agreement
between the County and the veterinarian.
3. The administration of the neuter/spay program shall be
under the direction of the County's Director or Animal
Control. Accounting for the disbursement or the
spay/neuter fees shall be in accordance with procedures of
the County's Finance Department. The spay/neuter program
must cease at those times, if any, that there are both (a)
insufficient funds in the spay/neuter trust fund to pay the
fees and (b) the Board of County Commissioners has not.

4. The sale of dog licenses and cat licenses }-1 veterinarJ.,:.na

will be furnished by the County to veterinarians.
5. This Resolution repeals County Resolution No. 91-214.
