RESOLUTION NO. 89-~O
A RESOLUTION AUTHORIZING UTILIZATION OF A
PORTION OF THE LAW ENFORCEMENT CONFISCATION
TRUST FUND TO HATCH FEDERAL GRANT FUNDS TO
PROVIDE FOR CONTINUATION OF COMPREHENSIVE DRUG
ABUSE PREVENTION, APPREHENSION AND TREATMENT
C~^LITION PROGRAM IN COLLIER COUNTY; AND
AUTHORIZING DOARD TO BE SUDGRANTEE FOR
SUBGRANT AWARD AND SEEK SUCH SUBGRANT FUNDS;
AND AUTHORIZING CH1\IRMAN TO EXECUTE DOCUMENTS
TO QUALIFY FOR SUBGRANT.
WHEREAS, the Collier- County Sheriff's Office, in conjunction
with the Naples Police Department, State's Attorney's Ottic8,
Collier County school Board, Collier County Court Counseling
Program, County and circuit Court Judges and the David Lawrence
Mental Health Center, propose the Board's support to apply for
continued funding for the second year of a two (2) year project,
to develop a Drug Abuse Prevention, Apprehension and Treatment
Coalition Program in Collier County (Program); and
WHEREAS, This Program was designed and implemented in 1988 to
target the Career Criminal ~nd provide special handling of those
individuals. ^dditionally, the Program identifies youth at riSK
of becoming delinquent (Serious Habitual Juvenile Offenders) and
those who are currently delinquent and drug involved, through the
integrated efforts of the Collier County Sheriff's Office, the
Naples Police Department and the Collier County School Board; and
WHEREAS. Early intervention, to link troubled youth with
effective tT~~tment and counseling, the utilization of a Demand
Reduction/Drug Awareness pro~-.am for abuse prevention, will
continue to be key objectives of these aforementioned offices and
institutions; and
WHEREAS, the Sheriff's Office will continue to support the
David Lawrence Mental Health Center, in its treatment and
counseling program for inmates with dependency and addiction
problems in the jail; and
WHEREAS, the Board of County Commissioners recognizes the
desirability of its continued support for continued funding to
provide for the second year of the two (2) yeZlr Comprehensiw.: Drug
Abuse Prevention, Apprehension and Treatment Coalition Program in
Collier County.

NOW. THEREFORE, DE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS or COLLIER COUNTY, FLORIDA, that:
1. The Board authorizes the utilization of such portion ot
