RESOLUTION NO. 89 .15
JANUARY 17, 1989
A RESOLUTION AUTHORIZING THE COUNTY MANAGER TO SUBMIT AN
APPLICATION FOR FUNDING UNDER THE FLORIDA RECREATION
DEVELOPMENT ASSISTANCE PROGRAM FOR PHASE I PART II
DEVELOPMENT OF EAST NAPLES COMMUNITY PARK; DESIGNATING
THE COUNTY MANAGER OR HIS DESIGNEE AS THE LIAISON AGENT;
CONFIRMING THE AMOUNT OF FUNDS REQUESTED IN THE GRANT;
CONFIRMING THE AVAILABILITY OF THE REQUIRED MATCHING
FUNDS; CONFIRMING TOTAL COST OF THE PROJECT; CONFIRMING
THE COUNTY'S RESPONSIBILITY TO DEVELOP, C';:>ERATE l\ND
MAINTAIN THE PROJECT; CONFIRMING THAT THE COUNTY OFFERED
ALL CITIZENS THE OPPORTUNITY TO PARTICIPA'i'E IN THE
PLANNING PROCESS RELATIVE TO THE ADOPTION OF THE
RECREATION AND OPEN SPACE ELEMENT; CONFIRJHNG THE
COUNTY'S ONGOING CONCERN FOR CITIZEN PARTICIPATION IN
PLANNING AND SELECTION OF RECREATION PROJECTS; PROVIDING
FOR AN EFFECTIVE DATE.

WHEREAS, the Board of County Commissionern adopted
Resolution No. 88-263 on October 11, 1988, authorizing
Collier County to make application for grant funds for
development of the East Naples Community Park project and
execute such further and additional documents as requested to
secure the designated funds for said project; and
WHEREAS, the County of Collier has prepared a grant
application for the development of Phase I Part II of.East
Naples Community Park under the Recreation Development
Assistance Program; and
WHEREAS, the Florida Department of Natural)Resources has
sinca requested that Collier County provide additional
authorizations and documentation pursuant to Chapter 160-5,
Part V of the Rules of Department of Natural Resources
Division of Recreation and Parks; and
WHEREAS, it is a Florida Department of Natural Resources
requirement that this Resolution be adopted and become an
official part of said application.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS, COLLIER COUNTY, FLORIDA, as follows:
Section One: That the County Manager is authorized to
submit an application for funding under the Florida
Recreation Development Assistance Program for the Development
of Phase I Part II of East Naples Community Park.

Section Two: That tha county Manager or his dasignee is
hereby dasignatad as tha Offi?ial liaison agant and is
authorized to execute all appropriate documents and contracts
for the purpose of administering the grant for Collier
County.
section Three: That the County of collior is hereby
requesting funds not to excaed $120,000 from the Florida
Recreation Development Assistance Program.
section Four: That the required matching funds totaling
$240,000 are available in the form of cash from the Collier
County Fund 306 East Naples Community Park Construction and
will remain available until needed.
section Five: That the total cost of the project shall
not exceed $360,000.
Section six: That Collier County is fiscally and
legally responsible to satisfactorily develop, operate and
maintain the project site in accordance with the program
requirements.
Section Seven: That Collier County of Florida adopted a
Local comprehensive Plan which includes a Recreation and Open
Space Element pursuant to the Local Government Comprehensiva
Act of 1975, and all segments of the public were offered an
opportunity to participate in the planning process leading to
the adoption of the the Documents; and
Section EiGht: That Collier County will continue an
on-going program of citizen participation which encourages
involvement by all segments of the popUlation within the
County in planning for the selection of recroation projects;
and
Section Nine: That tha Florida Recraation Development
Assistance Program application bacome part of this
Resolution.
BE IT FURTHER RESOLVED:
that this Rasolution shall
become effective upon its adoption.
