Notice of Error and Opportunity to Cure
Greetings Crystal Kinzel- Collier County Comptroller,
Our calling is Koichi Saito and Lynne'a Saito and we come in peace with clean hands and in
good faith. I'm writing to make you aware of an error that is causing us harm regarding my
private property formally addressed as 3987 31st ave NE.
I received a communication titled "summary of your property valuation and notice of proposed
ad valorem assessments" [dated 8.15.2022]. After correspondence with Abe Skinner, Collier
County Property Appraiser, it has come to my attention that an instrument erroneously filed on
the public record has caused my private property to be misidentified. The instrument is in
Official Records Book 6110 at Page 2308 under Clerk's Instrument Number 6233929.
I, Koichi Saito, a man; and I, Lynne'a Saito, a woman, do not act as legal entities. I am not a
"person" or"company" as statutorily defined. It was never my intention to pledge my private
property for use in the public municipality. I do not run a business. I do not have business tax
returns, financial records, inventory records, or profit and loss statements. Our private shelter
and private land are not "real property" as statutorily defined. Collier County has no commercial
interest or ownership of my private property. The subject property is not dedicated to any
business or commercial purpose and is exclusively for my private use.
Therefore, I require this public agency to correct the record by removing my private
property from its public records and tax roll within five (5) days of receipt of this notice.
Hopefully, now that all interested parties are aware that there is an error on the record, this can
quickly be corrected by those who have a duty to do so.
To aid this simple correction, I have included:
• affidavit of publication of a legal notice referencing my private property
• records disposition document
All responses may be sent by mail or email. I truly appreciate your prompt attention to the
matter and your willingness to prevent any additional damage caused by this error.
