know that you kind of got relaxed when Commissioner Saunders and
I were the only ones up here, and that is a period of time when you
should have been really nervous with just he and I, so...
We have a special meeting this morning, and I don't have the
agenda up in front of me just yet.
Troy, would you put that up on the main screen, please, if you
can.
MR. MILLER: Hold on. It will take me a minute.
CHAIRMAN McDANIEL: I do know for a fact that
we -- okay. I do know for a fact that we are going to do a
moment -- do we have a clergy here to do the prayer?
MS. PATTERSON: No.
CHAIRMAN McDANIEL: No. Okay. We're going to do a
moment of silence, and then we're going to do the Pledge of
Allegiance.
Good morning, Mr. Sheriff.
SHERIFF RAMBOSK: Good morning.
CHAIRMAN McDANIEL: How are you, sir? Good to see
you.
If everyone would rise, please. If you would, with me -- we
don't have a clergy this morning, but if you would, with me, bow
your heads, give a moment of thanks for all that we have going on in
our lives, pray for those folks that are suffering in and around our
world and certainly within our country. If you would, please, a
moment of silence.

COMMISSIONER SAUNDERS; SECONDED BY
COMMISSIONER SOLIS NOMINATING AMY PATTERSON AS
THE COUNTY MANAGER AND HAVE THE COUNTY
ATTORNEY AND THE CHAIRMAN TO WORK TOGETHER
AND BRING BACK A CONTRACT ASAP – APPROVED
MS. PATTERSON: Commissioners, Item 2A is to select a
County Manager. It's the subject of the special meeting.
CHAIRMAN McDANIEL: And there you go. So our first
deliberation this morning is to go through that process.
COMMISSIONER SOLIS: It's a really difficult decision.
CHAIRMAN McDANIEL: It is. And I'm -- you know, if
you -- if you want to -- if you want to hear my thoughts on it, I'd be
happy to share. I think Commissioner Saunders -- well, just a
prelude, and then you can share what you wish.
COMMISSIONER SAUNDERS: Yeah -- no, I wasn't going to
say anything. I was just waiting to hear your words of wisdom.
COMMISSIONER LoCASTRO: And then we'll --

down? Okay, okay, okay.
You can -- folks, you can tell that this is an uncomfortable spot
for us. I think Commissioner Saunders summed it up on Tuesday
after we had gone through the interviews and the questioning and so
on and so forth. We're in the unenviable position of having to make
a decision, but we really cannot make a wrong one. All of the six
candidates that came through, did their interviews, are certainly
qualified.
So having said that, this is an extremely difficult position. This
is a very arduous process for us. For those who don't know, we're
barely allowed to say hello to one another when those cameras are
not on and Terri's not down here typing down all my misspoken
words. We're not allowed to have discussions about how we're
feeling and what we're thinking outside of these chambers in an open
advertised public meeting. So you're going to get to hear, hopefully,
what we are thinking. And I, for the first time, am going to get to
hear what my colleagues are thinking.
So nobody's lighting up.
COMMISSIONER LoCASTRO: I thought Burt had
something.
CHAIRMAN McDANIEL: So do you want to say -- do you
want to go first?
COMMISSIONER SAUNDERS: We're obviously not
thinking, then.
CHAIRMAN McDANIEL: Do what?
COMMISSIONER SAUNDERS: No, I was going to say you
said you wanted to hear what we were thinking, and no one said
anything. So you made it sound like nobody was thinking.
CHAIRMAN McDANIEL: No, no, no.
COMMISSIONER SAUNDERS: I guess one issue is, do we
want to have some sort of a procedure to go forward, or do you just

want to entertain a motion? Because I'm prepared to make a motion,
but I'm happy to hear some discussion of the candidates in advance of
that.
COMMISSIONER LoCASTRO: Do you want to say
anything?
COMMISSIONER SOLIS: Go ahead. I'm not sure. I'd be
open to a procedure, but --
CHAIRMAN McDANIEL: This is the procedure.
COMMISSIONER SOLIS: I don't know how we could make
this better.
CHAIRMAN McDANIEL: And, Commissioner Taylor, we
don't have the ability to see you raising your hand or hitting your
button to let us know you wish to speak. If you do, please -- please
interject at some stage.
I am -- Commissioner LoCastro, you look like you're ready to
say something, and then I'll follow up as well.
COMMISSIONER LoCASTRO: Okay. I'll open it by saying
I think everybody up here has made difficult decisions before. So I
don't take anything away from what the Chair has said, that this is a
difficult decision, but that's why we run for office. That's why we've
all run big companies. That's why we've hired and fired hundreds,
maybe thousands of people over our careers.
So I look at this as an opportunity, certainly one that I'm
disappointed in that we're doing so quickly, but such is the nature of
business. People move on. People move themselves on. They do
all kinds of things. So I'm encouraged that today is an exciting day
to move forward.
And I agree, I interviewed all six candidates for well over an
hour, some maybe even longer than that, and was impressed with
everybody for different reasons. You can make a case for bringing
in an outside person who, you know, they were all very impressive

and, you know, some new blood with two solid deputies and putting
together a team.
I don't know that I'm ready to -- I do want to hear what my
colleagues think and, you know, as the newest commissioner here,
I've worked the least with the internal candidates but -- as far as
seniority, but I feel like I know them both -- or all three of
them -- Dr. George, are you in the back there -- so all three of you,
you know, personally, and have watched your excellence, you know,
over my time in the seat.
But I think this should be a -- and it is -- a positive day to move
forward to lock in, you know, somebody and then have everybody
fall in lockstep. And, you know, we heard the strategic ideas of all
the candidates, and in some cases they mirrored each other and in
some they were different.
So I think we've got a great opportunity here to move forward
with someone. All six candidates, extremely professional. One of
the questions I asked all six candidates is -- and I did it last time, too,
when we interviewed, you know, a little bit over a year ago -- if you
were not hired to be the county manager and a deputy position was
opened, would you be interested in applying?
And what I wanted to hear was a resounding "yes," because
something that really resonates positive with me is a person who
says, I just want to be part of the county team. So it's not county
manager or nothing. I want someone that says, hey, if you think I'd
be a better deputy or you've got somebody more qualified than
me -- and I was impressed that all six candidates basically said I'd be
honored, you know, to be the deputy to whoever is picked if I wasn't
selected, and I think that says a lot about our six candidates, that they
want to join the team, they see the opportunities in Collier County,
and to be part of the decision process.
And so I think we're in a good position to hire somebody very

strong and then to immediately look and see, do we have a hole in the
deputy position. If we don't because an outsider got the position or,
you know, maybe Dr. George did, then we're in an even better
position.
I just think -- in summary, the takeaway is the lessons that I
think I've learned in this seat since being elected in November 2020
is you can never have too deep of a bench. And, you know, when
we had people that exited here unexpectedly -- and some were
disappointed by that, even concerned and worried -- that should
concern us that we don't have a deep bench. We should have people
fighting for these positions, you know.
On any given day somebody can get struck by lightning, hit by a
car, offered a better job, come down with COVID, all kinds of things,
and the organization can't crash and burn and tumble or even take a
huge hit. And I'm not saying we have done those things, but I think
what we've learned here is we've got to make sure we build a deep
bench, continuously train and mentor folks to replace, you know,
those who exit.
It sounded like you-all are prepared to make a motion. I wanted
to -- maybe Commissioner Solis -- or I wanted to give my colleagues
a chance to all speak, but I think this is a -- is a great opportunity, and
we should leave here and -- you know, nobody's coming in second
place after today's selection, but we've got to continue to build a deep
bench. And I hope whoever is selected, that is one of their
number-one priorities is to find talent. And sometimes talent isn't
the number-two person. Sometimes the best person in a department
is the number six person doing all the heavy lifting, and the top five
people are all coasting because that person is doing the bulk of the
work. And we need to find those diamonds in the rough and pull
them forward to make our county stronger.
And I believe whoever we pick today as a deputy has that ability

to do that, all six of them do, and I hope that is a main focus of
whoever we select today.
CHAIRMAN McDANIEL: And with our leadership, that
bench depth will be a priority from this board as a direction. I don't
think any of us can disagree with that -- with that process or that
necessity for our community at large. We went through what we
went through a year ago, and that was duly largely to management
decisions that were made along the way. So I don't want -- I don't
want to do that twice, and so I absolutely concur with the bench
strength.
COMMISSIONER SOLIS: Yeah. I think that's -- I think
that's been identified as probably one of our biggest hurdles. And,
you know, I think it -- for me, personally, I think it is -- it is a
difficult decision. I mean, I think I've changed my mind several
times just weighing the different factors, as Commissioner LoCastro
said. And that -- having been here almost six years, I mean, I'm
friends with everybody, and so it's a very difficult decision. I mean,
I'm ready to make a motion as well. And I think that it is a tough
decision.
CHAIRMAN McDANIEL: It is. Well -- and, you know, just
to chide [sic] in a little bit.
COMMISSIONER SOLIS: It's everybody's ball.
CHAIRMAN McDANIEL: There are no losers here today.
Someone's going to be chosen. We're not mad at anybody. I
actually applaud everyone who's stepped out and actually put
themselves up for this position. There are no losers here.
COMMISSIONER SOLIS: Yeah.
CHAIRMAN McDANIEL: And we're all grownups. I
believe -- and I asked similar questions to what was asked of the
candidates on Tuesday. I asked similar questions to what
Commissioner LoCastro asked with regard to what happens if you

don't get chosen as a county manager. How are you going to go?
And so I feel certain that -- for the sake of repeating it for the last
time, maybe, we are going to go forward here.
Commissioner Saunders.
COMMISSIONER SAUNDERS: Thank you, Mr. Chairman.
I said this on Tuesday, and I'll repeat it. We had six good
candidates. We're in the great position of not being able to make a
bad decision here, but we want to make what is, in my view, the best
decision for the county.
I'm going to nominate Amy Patterson to be our manager and
open that up for discussion.
COMMISSIONER SOLIS: And I'll second that.
CHAIRMAN McDANIEL: Okay. It's been moved and
seconded that Amy Patterson be nominated as our next county
manager.
Commissioner Taylor, I'm going to go to you first since you're
not out there with a button to push and accusing me of not calling you
on. So do you have anything to say with regard to that?
COMMISSIONER TAYLOR: No, I support this nomination.
I think that Amy Patterson gives a breadth of experience. Clearly,
she's a proven leader in our government, and I would support that
nomination.
CHAIRMAN McDANIEL: Commissioner LoCastro.
COMMISSIONER LoCASTRO: Before we vote, I just wanted
to say the thing I was most impressed with, especially with our two
deputies, and Dr. George as well, but the two deputies are in a very
unique position of they're already working together, is I asked both of
them, if you were picked and your colleague wasn't, how do you
think you would work together? And the folks in this room would
be so impressed with the answers from both of them saying, you
know, we truly do have a team there, so you could -- if they were the

two finalists, say -- and I'm not saying they are. But for the sake of
argument, if, you know, Mr. Rodriguez was No. 1 and Amy was
No. 2 and going to stay the deputy, I can tell you, their answers were
so impressive in my office alone.
So if you would have -- if you were to hear each other's answers,
you should really be commended that -- hearing that from each of
you shows how well you actually are working behind of scenes and
in front of the scenes together.
I mean, you know, to summarize, Dan basically talked about
how much he respects working for you, Amy, and working with you
and how much you all have done as a team and that you're a more
integral part than maybe had happened in the past, and I think you
even said in your interviews, when one of you's not here, the other
person isn't wondering what you were doing, and it was vice versa.
And Amy said the exact same thing, you know, Mr. Rodriguez,
you know. She said, you know, I would be the best deputy that, you
know, Dan ever had, you know, in so many words, and I think that
really speaks volumes.
I think it's important here that the person that we select has a
mandate from all five of us -- and I could sit up here and make an
argument and a different motion and all that, but I don't have any
qualms at all with the motion, and I think it speaks volumes when all
five of us in, you know, 14 minutes, 16 minutes unanimously say that
the team of Amy Patterson as our county manager and Mr. Rodriguez
as our deputy county manager -- I truly think we have a 1A and a 1B,
and that's how you build a bench.
So I concur with the motion as well, and I think it speaks
volumes that in record time all five of us unanimously concur.
CHAIRMAN McDANIEL: Just one quick correction, and it's
not -- we're not picking the deputy today. That is --
COMMISSIONER LoCASTRO: Oh, absolutely.

CHAIRMAN McDANIEL: -- the duty of the county manager,
the new county manager. So be that as it may.
COMMISSIONER LoCASTRO: It didn't sound like Amy was
going to fire anybody at the deputy position.
CHAIRMAN McDANIEL: I don't think she's got
that -- Commissioner Solis did have a comment, and then we'll call
for the vote.
COMMISSIONER SOLIS: Yeah, and it's -- I mean, we have to
have a manager. It's -- I wish there was a way to have co-managers,
you know, because I think, really, the three people in that
position -- the manager and the two deputies is -- I mean, it really is
such a close-knit team that it has to be, that I think --
CHAIRMAN McDANIEL: I agree.
COMMISSIONER SOLIS: -- you know, it -- I wish there was
a way to have co-managers, but we have the setup that we have, so...
CHAIRMAN McDANIEL: Right. Not today.
Commissioner Taylor, somebody bumped me, and
Commissioner Saunders wished to speak, so...
COMMISSIONER SAUNDERS: I was just going to say --
CHAIRMAN McDANIEL: Commissioner Taylor first.
COMMISSIONER SAUNDERS: Oh, I'm sorry.
CHAIRMAN McDANIEL: Commissioner Taylor, please.
COMMISSIONER TAYLOR: Oh, thank you. Thank you
very much. And just a point of order, we cannot, with a capital C
and a capital N, interfere or persuade our county manager to pick his
staff. That is the purview of the county manager, whoever he or she
is, so that's just a comment. And now I'll listen to you,
Commissioner Saunders.
CHAIRMAN McDANIEL: Thank you. Commissioner
Taylor, we had -- maybe you missed that. We discussed that after
Commissioner LoCastro brought it up, but I appreciate you --

COMMISSIONER LoCASTRO: It's obvious.
CHAIRMAN McDANIEL: -- putting an exclamation point on
the process.
Commissioner Saunders.
COMMISSIONER SAUNDERS: Yeah. I was just going
to -- as part of an add-on to that motion to direct the County Attorney
to work out the contract, assuming this motion passes, and to bring
that back as quickly as possible.
MR. KLATZKOW: With the Chair.
COMMISSIONER SAUNDERS: Certainly. Whatever you
need from the Commission.
CHAIRMAN McDANIEL: Yeah. That was the process that
we used before. I'd be happy to go through that and then bring it
back. I think we can -- depending how difficult she is, we can whip
it out before our next meeting and have it taken care of, so...
COMMISSIONER SAUNDERS: And I'll just make just one
quick comment as part of my rationale for nominating Amy
Patterson. We have to look to the future of the county, and I think
that with her past experience -- and I know that she is going to be
here for a long time, so it's not like we're selecting a manager today
and then 12 months from now we're going to be looking for another
new manager. I'm confident she'll be here for a long time.
When she makes presentations -- and this is not disparaging any
of the other candidates, because I think everyone that we spoke with
is very -- is always very up-front with us. But I know when I listen
to Ms. Patterson making presentations, I know that she's telling us
what really is the case even if it's something that we don't want to
hear, necessarily. And that's what we need. We need someone in
that position who is totally honest, is willing to tell us what we want
to hear, and then tell us what we don't want to hear when it's the
wrong thing. So that's very important to me.

I know her working relationship with staff, especially with the
Clerk, has been phenomenal. We haven't always had good working
relationships with the Clerk's Office. We have for the last six years,
but I know with Amy running that relationship, that that will be
continuing to be a good relationship for the county.
I'm confident that she'll do a great job, and that was my
rationale. I'm confident that all of the candidates would have done a
great job. But I think for the future of the county, this was the best
choice, so that's why I made that motion.
CHAIRMAN McDANIEL: Commissioner LoCastro.
COMMISSIONER LoCASTRO: I was just going to say
briefly, I think every single person in this room knows how the
selection works for the county manager and how the deputies work,
so I definitely didn't need a reminder, but thanks.
But having said that, Amy, it looks like you're going to get a 5-0
vote here quickly. My last parting words to you is, the minute we do
that, take charge. Take charge, okay. We've had enough
shenanigans here with different things and whatnot. You and I had a
really deep discussion on what we could do to move forward, and
even I had it with some of the other candidates who are now at your
disposal -- I would expect would stay at your disposal. Take charge.
Take charge.
CHAIRMAN McDANIEL: Well said.
MS. PATTERSON: Thank you. Understood.
CHAIRMAN McDANIEL: My parting comments before I call
for the vote are is I'm not sorry about this decision. I'm not sorry
about this decision. I'm proud of all of you. I look forward to
working with all of you as we go along, and I think we have made a
really good decision.
So with that, I'm going to call for the vote. It's been moved and
seconded that Ms. Patterson be hired as our next county manager,
