The above-referenced property is being valued based on the prior home, which was
demolished per the attached permit application in 2019. The valuation was never changed.
The Property Owner's new home has been under construction since that time per the new
construction permit application also attached. The Property Owner has a valid issue here,to which
we have not received a response. We would respectfully request that this property be revalued
under the circumstances for reasons outlined our prior correspondence.

Explanation The instant petition was dated 11/22/21, postmarked on 11/22/21 with
a projected delivery date of 11/25/21 (Thanksgiving?), and the instant
petition was received by VAB Administration on 11/30/21. The
deadline for filing VAB petitions in Collier County was 9/10/21,
therefore, this petition is untimely filed, and petitioner must submit a
good cause statement in order for this petition to be considered for
acceptance. Petitioner submitted a good cause statement, advising that
the property owner did not timely receive the TRiM notice because the
property owner has been living in Boca Raton, that the property owner
only travels to Naples every two months, confirming the property
owner's mailing address for the TRiM notice as the Naples address,
and that the property owner was not aware of the time-line for filing a
VAB petition until the property owner received their tax bill. The tax
bill is not the triggering event for VAB petition filings, it is the mailing
of the TRiM notice (mid-August, 2021) which would be the triggering
event for a VAB petition filing, and which would set forth the VAB
filing deadline (9/10/21). The property owner's lack of knowledge
regarding the filing deadline for a VAB petition is considered mistake
in law or process. Mistake in law or process cannot be considered good
cause for a late filed petition. It is the property owner's responsibility
to ensure that the property appraiser's office and the tax collector's
office have accurate mailing address information, including any
updates thereto. The VAB must rely on F.A.C. 12D-9.015(14)(a) for
qualifiers for good cause determinations for late filed petitions.
Petitioner has failed to show good cause for the untimely filing of this
petition pursuant to F.A.C. 12D-9.015(14)(a), and as such, this petition
must be rejected. The property owner is further directed to contact the
Collier County Property Appraiser's Office and the Collier County Tax
Collector's Office immediately with regards to property owner's
mailing address in the respective databases, to prevent any further
issues with TRiM notice and/or tax bill mailings.
