Dear Grant Administration Manager,
In regards to the above referenced subject matter, please accept this brief letter of explanation
regarding the project for the removal of 3 (three) bulk derelict vessels that are currently
situated in the waters of Collier County. The assigned project manager that will oversee the
execution of this project is Chris D'Arco, Sr. Field Inspector.
The scope of work associated with this grant request includes the removal of three identified
beached vessels located within the Collier County Coastal System situated along the waters
and shoreline of Marco Island, Keewaydin Island, and Haldeman Creek East of Naples Bay.
The marine contractor will be responsible for the vessel crane extraction and offshore removal
to an approved disposal site as per Federal, State, and local laws, codes, ordinances,
standards and regulations.
The assigned project manager will coordinate with the contractor and remain on site during the
removal process. Photographs of the project progress will be properly taken for each vessel
that is removed. The Project Manager will also map the removal locations using GIS
coordinates. The Project Manager will also coordinate the services with FWC staff to be on site
for the removal process upon availability. All documentation will be furnished to the Grantor
upon request of the final payment for the grant.

The scope of work associated with this grant request includes the removal of three identified

III. JUSTIFICATION FOR RAPID REMOVAL GRANT REQUEST VS.BULK DERELICT VESSEL GRANT
REQUEST
Describe how the vessel to be removed meets the rapid removal criteria listed in Section VI of the Derelict Vessel
Removal Grant guidelines using specific conditions which demonstrate it is in danger of imminent sinking, breaking
apart,or is a critical danger to public safety or the environment.
This is a Bulk Derelict Vessel Grant Request.

IV. PROJECTED OUTCOMES
a. How many total derelict vessels are there in the project's jurisdiction? What percentage of the total derelict
vessels located within the project's jurisdiction will be removed by this project? (Limited to those listed in
the Statewide Derelict Vessel Database).
There are a total of 3 derelict vessels authorized for removal.
b. Describe the system to be used in demonstrating complete removal and destruction of the removed vessel(s).
Include the procedure to verify contractor's completeness in removal of the vessel(s).
The project manager will coordinate with the contractor and remain on site during the removal
process. Photographs and/or will be taken for each vessel as removal progresses. The Project
Manager will also map the removal locations using GIS. The Project Manager will coordinate with
FWC staff to be on site for the removal process upon availability. All documentation will be furnished
to the Grantor upon request of the final payment for the grant.

Project Proposal
The scope of work associated with this project includes the removal of three (3) identified
beached navigational hazardous vessels located within the Collier County Coastal System
situated along the waters and shoreline of Marco Island, Keewaydin Island, and Haldeman
