EXECUTIVE SUMMARY
Recommendation to authorize the creation of two (2) additional Full-Time Equivalent positions for
the Marco Island Executive Airport to allow for hiring and training of Line Staff prior to the FY22
budget year, and to authorize any necessary Budget Amendments.
OBJECTIVE: To provide the Airport Authority the ability to hire and train new Line Staff at the Marco
Island Executive Airport prior to the FY22 budget year.
CONSIDERATIONS: The Collier County Airport Authority is seeking permission to advertise and hire
positions described below in advance of funding in FY22. The Collier County Airport Authority recently
completed construction of a new fixed base operation and passenger processing terminal facility at the
Marco Island Executive Airport. The new terminal facility is a significant expansion over the previous
facility that also incorporates an expanded aircraft parking area that will allow airport staff to service
additional transient and based aircraft. The new terminal facility is approximately five times the size of
the previous facility and the expanded aircraft parking area allows for approximately 50% increase in
transient aircraft parking. In addition to the expanded terminal footprint and the expanded aircraft parking
area, the Marco Island Executive Airport has experienced a progressive growth in based and transient
aircraft activity over the previous five years without the additional staffing necessary to supplement the
operational growth which will only be magnified with the recent commencement for construction of
multiple commercial hangar facilities by a private entity that has engaged the Airport Authority for a
long-term lease of aeronautical use property south of the new terminal facility. While this commercial
development is managed by a private party, the responsibility for servicing the aircraft that will be housed
falls on Airport Authority staff.
The Following FTE positions are being sought:
• Two (2) Line Service Technician II
FISCAL IMPACT: Assuming a start date of July 1, 2021, costs to fund these positions in FY 2021 is
estimated at $30,000. Funds are currently available within Airport Operating Fund (495), if required,
budgets amendments will be utilized to transfer funds between cost centers within the fund.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal
issues and requires majority vote for approval. -JAK
