Agenda 06/22/2021 Item #16D16 (Florida DCF 3-Year Grant Award)06/22/2021 EXECUTIVE SUMMARY Recommendation to approve a 3-year Florida Department of Children and Families Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant award in the amount of $1,200,000 with a $1,200,000 match obligation; authorize the County Manager to sign the agreement upon arrival; and authorize the necessary Budget Amendments. OBJECTIVE: To engage inmates in the jail and those exiting the jail system in medication-assisted treatment (MAT) to reduce re-incarceration. CONSIDERATIONS: The Department of Children and Families (DCF) announced funding for the Criminal Justice, Mental Health, and Substance Abuse Reinvestment Grant on January 20, 2021. Collier County applied for this grant in collaboration with the David Lawrence Center (DLC) and the Collier County Sheriff's Office (CCSO) to expand and enhance substance abuse treatment services for inmates who are currently participating in Medication Assisted Treatment (MAT) at the time of arrest and provide community treatment and integration services at the time of release. The goal of the MAT program is to keep those currently on MAT to remain on MAT, so no detoxification is needed in the jail. The program will provide MAT to individuals who are addicted to opioids at the time of their arrest so they will not need to be detoxified in jail; funding will allow for ongoing treatment upon their release from jail. On March 23, 2021 (Agenda Item #16D10), the Board of County Commissioners, (Board) approved the submittal of an “After-the-Fact” grant application to DCF for a 3-year Criminal Justice, Mental Health, and Substance Abuse Reinvestment grant. On June 2, 2021, County staff received notification of award from DCF in the amount of $1,200,000. The grant requires a one -to-one match of $1,200,000 for a total of $2,400,000 over a three-year period. Most of the match will be met through the participating partner agencies, DLC, and CCSO. Any remaining match by the County will be met through the Community and Human Services (CHS) annual General Fund support. Approval of this Item will authorize the County Manager to sign the agreement upon arrival. The award allocation document is attached to this item for the Board’s consideration. FISCAL IMPACT: A Budget Amendment is required in the amount of $1,200,000 to recognize grant funding in CHS Grant Fund (705) Project 33766. A Budget Amendment is required to recognize the CHS match portion in the amount of $10,863 in CHS Match Fund (706) Project 33766. Matching funds are available from the CHS Client Assistance Cost Center 155930 in the General Fund (001).
