EXECUTIVE SUMMARY
Recommendation to approve the “After-the-Fact” electronic submittal of a grant application to the
Florida Department of State Division of Historical Resources in the amount of $522,952 for
restoration of the historic cottages at Mar-Good Harbor Park in Goodland with a required one-to-
one match and authorize the Chairman to sign a Resolution documenting confirmed match.
OBJECTIVE: To leverage state grant funds to complete the required restoration of the historic cottages
at Mar-Good Harbor Park in Goodland.
CONSIDERATIONS: The Florida Department of State Division of Historical Resources offers Special
Category Grants for the purpose of providing funding to assist local, regional, and statewide efforts to
preserve significant historic structures and archaeological sites and promote knowledge and appreciation
of the history of Florida. The Department of State issued a funding notice on April 1, 2021 with a due
date of June 1, 2021.
Applications are evaluated on a competitive basis at a public meeting in the fall by the Florida Historical
Commission. Projects are ranked and then receive funding in the state budget in accordance with the
legislative allocation beginning on July 1, 2022. Projects must be completed within two (2) years. Should
the grant be awarded, staff will bring the grant contract and required ten (10) year restrictive covenants to
the Board of County Commissioners (Board) for approval.
Mar-Good Harbor Park was acquired in 2005 through a Florida Communities Trust (FCT) reimbursement
grant. The park has been developed with a community building, playground, canoe/kayak launch,
pathways and pavilions, and other recreational amenities and is operated by the Parks and Recreation
Division. The park received a local historic designation in 2015 (Resolution 15-15). Restoration of the
cottages is a condition of the 2005 FCT grant. Architectural work toward this end was completed through
a Division of Historical Resources Small Matching Grant in 2020.
The Museum Division has prepared an application for a project to restore the cottages at Mar-Good
Harbor Park in Goodland. Work will include: 1) demolition of the existing Cottage No. 4 to be replaced
by a new outdoor pavilion/classroom; 2) repair to the existing cistern; 3) exterior res toration of Cottage
Nos. 1, 2, and 3 to include repair and stabilization of foundations, repair and restoration of the existing
deteriorated/missing siding, replacement of all the existing metal roofs, repair and restoration of all
existing windows and doors, and repainting; 4) interior restoration of Cottage No. 1 and removal of its
concrete porch/landing to be rebuilt with new ADA accessible ramp and handrails; and 5) installation of
new concrete sidewalks and landscaping.
Due to the short turnaround, CMA#5330 authorizes the County Manager to approve the submittal of grant
applications followed by “After-the-Fact” approval by the Board at the next available Board meeting. The
County Manager approved the submittal of the application on May 27, 2021.
FISCAL IMPACT: There is no Fiscal impact associated with applying for this grant. Should the grant
be awarded, staff will bring back Budget Amendments. The total project cost and grant application
request is in the amount of $522,952. The grant amount is $261,476 and requires a 100% match of
$261,476. A portion of the grant cash match of $241,476 is currently identified in Parks Capital
Improvements Fund (306) Project 80421 supported by a transfer from General Fund (001). In addition,
match funds in the amount of $20,000 cash and $5,000 in in-kind will be provided by the Marco Island
Historical Society. In-kind services will include providing research, sourcing images, and writing copy for
interpretive signs. If the in-kind match is provided and properly documented the transfer from the Parks

Capital Improvement Fund will be reduced accordingly. The $20,000 cash match will be provided to fund
the production and installation of signage.
GROWTH MANAGEMENT IMPACT: Mar-Good Harbor Park is inventoried in the Parks and

1.2. Historical Designation details. Provide the name of the property, site or district (as it is listed in the
National Register) and the date of designation or listing.
The Collier County Board of County Commissioners designated Mar-Good Harbor Park as historically
significant under Section 2.03.07.E of the Collier County Land Development Code on January 13, 2015
(Resolution No. 15-15, Petition HD-2006-AR-10679).
2. Historical Significance:
2.1. Explain the historic significance of the property, site, or resource(s) that is the subject of the
proposed project (Maximum characters 1500).*
Historically, there were three settlements on Marco Island, the largest of the Ten Thousand Islands in
Southwest Florida: Marco, Caxambas, and Goodland. Goodland, a forty-acre shell mound, was used for
farming from the 1870s until the 1950s, when the Pettit family subdivided their land to sell lots to
people who wanted to build a house in Goodland or move one from Caxambas. By 1952, Rex and Ruby
Johnson, former traveling performers who wintered in Florida, purchased 2.5 acres from the Pettits and
began to operate Mar-Good Cottages and Trailer Park. The Johnsons constructed cottages and
amenities for winter visitors and acquired three 1920s-era cottages from Kelly Gantt’s Fish House &
Cottages in Caxambas and moved them to Mar-Good in the late 1950s.
The three cottages form Kelly Gantt’s are one-story, frame vernacular shotgun-style structures with
gable metal roofs, clapboard exteriors, and concrete-pier foundations. Windows are three-over-one,
double-hung in wood sashes on three sides of the house. Although they were moved from their original
location, the cottages were always used for recreation and tourism. The cistern on site met needs of
early tourists were met before public utilities were available. Together, these structures demonstrate
how tourism developed in the far reaches of Florida through the creation of tourist parks offering only
the most basic amenities and the importance of this burgeoning industry when travel was difficult and
services were few.

Cottage Nos. 1, 2, and 3 were constructed in the 1920s and moved to Mar-Good in the late 1950s. Each
has two additions of a shower and a hot water heater enclosure (date unknown). Cottage No. 4 and its
cistern were constructed on site in the early 1950s. A garage was attached to the southeast elevation
(date unknown).

The Mar-Good cottages are in Mar-Good Harbor Park. The park combines historic interpretation and
passive recreation, including a canoe/kayak launch, playground, and pathways. A previously restored
structure on site serves as a community center and museum.

This site was occupied by the Glades culture from 500 BC into the colonial period and was part of a
known shell midden.
D - Project Specifics
1. Scope of Work (Maximum characters 5000)*
In the space provided below, briefly describe the scope of work for the project for which funding is
requested. List the work items that will be completed during the grant period using the funds requested
and the required match.
The scope of work includes a restoration of the cottages, restoration of a cistern with modifications for
irrigation use, and the creation of ADA accessible outdoor and indoor exhibits. The exterior of three
cottages will be restored to their 1920s fish camp architectural style, removing several later additions
while restoring original elements or replacing with similar materials.
All three cottages will have their roofs replaced with new 5 V crimp metal roofing. Non-visible structural
elements, like rubberized underlayment, will be added to improve the life expectancy of the roof. The
three cottages will have a non-historic bathroom shower addition removed, returning the cottages to
their original 1920s footprint. The wall will be in-filled. Restoration, and where necessary, replacement
of the siding will be made. The windows and doors will be restored, salvaging the original pieces as
much as possible. A fresh coat of paint in a period appropriate color will be applied. The foundations will
be stabilized, including tuck pointing. Finally, the stairs will be removed to make way for ADA-compliant
ramps, landings, and rails.
One of these cottages, at the north-end of the lot, will have the interior restored. This will include
restoration of the floors, walls, and ceiling. Casework restoration of built-in cabinets will occur. Fixtures
from the 1920s era will be used, along with beadboard cladding for the walls to help tell the story of the
1920s South Florida fisherman. Signage will be used in this interior space to interpret that era.
A fourth cottage in this lot was created in the 1950s. It is structurally unsound and clad in asbestos
shingles. It will be demolished. Hazardous waste material removal and abatement is included in the
budget and schedule for this work. In its footprint an open-sided pavilion will be added. This open-sided
classroom will provide a space for community engagement and stewardship.
Adjacent to the pavilion is a cistern that will require light structural restoration. The interior will be
coated, and new plumbing and a pump brought in to restore usage to the cistern. It will be used to
provide irrigation to the site. Besides being a sustainability measure, the cistern will actively
demonstrate its purpose. Signage will provide further context.
The ADA accessible ramps and paths previously mentioned will create a loop through the classroom
space and around the cistern and three cottages. Each location will provide an opportunity to interpret

various topics including Florida architecture, Goodland’s history, sustainability, and the typical life of a
South Florida fisherman. There will be a total of eight interpretative signs – 7 exterior signs and 1
located inside the cottage with a restored interior. To develop the interpretation a combination of
research, primarily through the Marco Island Historical Society, and input from the Goodland
community will be deployed.
Since the location is a known archaeological site, test sites and monitoring will be deployed, especially
focused on the ground disturbances caused by the ramp pilings. Additionally, environmental monitoring
will be used.
2. Tentative Project Timeline (remember this is a 24 month grant period)*

Mar-Hood Harbor Park is on 2.5 acres, the lot the cottage and cistern sit on is a .23 acre parcel of the
park.

1 cistern, approx.144 sq ft, will be restored and returned to use, providing irrigation for the park. The
interior will be coated with a waterproof sealant and a new irrigation filter and pump installed and
connected to existing irrigation system.
1 additional cottage (c 1950s) is to be demolished due to structural issues. Lead abatement will be
conducted for this cottage.
The 3 cottages will have their roofs and awning eaves removed and replaced with the same-style 5V
crimp roof panel with improvements to include a synthetic waterproofing underlayment, self-adhesive
rubberized asphalt underlayment, and new prefinished aluminum edging to increase the lifetime and
durability of the structure.
The 3 cottages will have the existing novelty cove shiplap siding restored. Loose cracked paint will be
scraped, sanded, primed, and painted with any damaged/deteriorated siding replaced with like shiplap.
Related soffits and wood details will also be cleaned, primed, painted and replaced where needed.
Fourteen windows will be restored with the paint on the windowsills, rails, muntins, and sashes to be
scraped, sanded, primed, and painted. Damaged and deteriorated wood will be replaced. The glazing on
all windows carefully removed and replaced.
Three doors will have their loose cracked paint scraped, sanded, primed, and painted. Damaged and
deteriorated wood will be replaced. One door, on the fully restored interior cottage, will be replaced
with an ADA-compliant 36” wide door.
The 3 cottages will have their interiors stabilized. One cottage will have the interior fully restored, with
period fixtures added and current casework, like kitchen cabinets restored. Interpretation of the space is
included along with the additional outdoors signs (see below).
ADA compliant pathways and ramps will be placed using concrete slab with embedded rebar for
sidewalk and wood planks with concrete post supports for the ramps. New stainless-steel pipe handrails
will be added. Old stairs will be removed, and new concrete slab stairs will replace their location. This
allows for a wide-enough landing to accommodate a wheelchair.
Site lighting will be added to assist with accessibility, safety, visibility, and provide security on site.
Eight interpretative signs will be installed to provide perspective on Goodland’s history, early
commercial fishing, early Florida tourism, and architectural elements of the cottages.
One outdoor classroom will be built over the footprint of the demolished cottage. The open-sided
enclosure will include a covered roof, wood posts for supports, and a floor of concrete slabs reinforced
with rebar.

The Marco Island Historical Society (MIHS) collects and displays objects from the history of the entire
island, including the Goodland community. The research, images, and copy for the interpretation
signage will be provided by MIHS. Additionally, they are providing financial support for the purchase of
signage. The contribution of in-kind and cash donations is a minimum of $25,000.

Collier County has been steadily working towards the commitments outlined in our Florida Communities
Trust (FCT) grant and to the Goodland community for the restoration and development of the Mar-Good
property. Between 2009 and 2012 the County invested over $1.7 million to open the site to the public as
a historic interpretation and passive recreation space. However, in the intervening years, time and a
direct impact from Hurricane Irma have cause significant deterioration to the not-yet-restored cottages.
In the past two years, 26 services requests have been placed for maintenance at the park. Of these,
many are routine proactive management or break-fix, but about 30% represent threats to the historic
resources. They include hurricane damage, security camera outages, vandalism, broken windows, and
pest control issues. One service request notes the district Commissioner was receiving comments on the
property. The newly elected commissioner of the district recently commented on social media, that the
Cottages need to be refurbished and sat empty over recent years. Restoration of these important
reminders of Florida tourism’s fish-camp beginnings is needed before a groundswell of public opinion
supporting demolition can form.

The Marco Island Historical Society had pledged an in-kind and cash contribution for the project. In-kind
services will take the form of providing research, sourcing images, and writing copy for the interpretive
signs (estimated at $5000). The balance of their commitment will be made in cash to fund production
and installation of the signage, to a total minimum of $25,000.

Collier County Parks and Recreation Division operates and maintains the location, with an annual
expenditure of approximately $33,000 for utilities, maintenance, landscaping and exotics removal, and a
seasonal part-time park assistant. The source of operating funds is ad valorem taxes. Completion of the
restoration of the cottages will create a de minimis increase in annual operating expenses.

This estimate is based on visitation to the Museum (open Nov to Apr, Thurs to Sun) of 1,150 people and
several annual events (Holiday Bazaar, Arts Festival, and Spring Fling) of 1,750 people.
3. Anticipated Economic Impact (Maximum characters 1500)*
Explain the direct economic impact this project will have on the surrounding community. Include any
information regarding number of jobs it will provide, if known.
Goodland’s economy is tourism based, with commercial and charter fishing, kayak/canoe tours, and
local restaurants as the primary economic drivers. Since 2012, the park has hosted arts festivals in the
“shoulder season” months of November and March. Renovation and interpretation of the cottages will
invigorate tourist visitation to the festivals and to the village. Heritage tourists, with interests in local
history, architecture, and Florida heritage themes, will be a previously untapped visitor sector.
The Greater Naples Chamber of Commerce provided an IMPLAN model economic impact analysis for the
grant project. Based on inputs enumerated in this grant application, the model predicts that the grant
project will result in $831,037.93 of total economic output ($522,952.00 direct and $308,085.92 indirect
and induced), new employment of roughly 8 (6 direct), and total taxes of $108,345.23 ($78,734.58
direct).
4. Benefit to Minorities and the Disabled (Maximum characters 1500)*
Describe any direct benefit the project will have on minority groups and/or the disabled. Include any
alterations to the site that will make the site more accessible to the public. If project includes media
content, describe accessibility methods to be used (e.g. voice over, closed captioning, etc.)
Part of the restoration of the Mar-Good cottages is the improvement to the site with the addition of
interpretative signage, pathways, and lighting. As a part of the Mar-Good Harbor Park, the addition of
these improvements will align the parcel of land with the rest of the park’s amenities and ADA-
compliance. This inclusion of sidewalks, ramps, and site lighting will greatly improve the accessibility of

the site and cottages by providing a sidewalk and ramps to each cottage, sidewalks to the cisterns,
classroom space, and the related interpretative signage. These sidewalks provide an even surface for
those with low mobility, while the sidewalks and ramps will provide ADA-compliant access to those who
are wheelchair-bound. Site lighting will also improve visibility for those with low vision and other sight
challenges when navigating the area and reading the signs.
The current interpretative signage plan will provide the signs in English. Considerations for providing a
verbal and alternate language options are being discussed. This includes using a QR code where visitors
would scan with their phone to hear the text spoken. This same system could provide the text in other
languages, like Spanish, French, and Creole. Given the areas’ popularity with European tourists and the
scalability and low cost of this project, it is viable option even if it lies outside the current scope of work.
5. Educational Benefits and Public Awareness (Maximum characters 1500)*
Explain how the proposed project will educate the public on issues related to historic preservation,
Florida history and/or heritage preservation.
The restoration of the Mar-Good cottages will be in a publicly accessible site as a part of the Mar-Good
Harbor Park in Goodland, FL. Improvements to the site provide educational content through outdoor
signage for visitors about Goodland’s history, early commercial fishing, and early Florida tourism. A
classroom space is planned as a part of the improvements, which provide a location for teachers,
homeschooling parents, and the county Park Rangers to expand upon the interpretation. The cottages’
location in a public (and beloved) park already ensures regular visitation by the local community. The
community relies on tourism and fishing tours as an economy, which brings a steady stream of local and
foreign tourists. The cottages’ restoration will be another draw to the village. Additionally, festivals in
the park will raise awareness about the cottages’ existence on an ongoing basis.
The completion of the restoration and interpretation will promote the preservation of Florida’s heritage
by illuminating the state’s early commercial fishing role and will provide an example of early tourism in
the state. Besides being an asset to a tourism-based community, the cottages will draw heritage tourists
who are interested in Florida’s history and architecture.

COUNTY COMMISSIONERS AUTHORIZING THE PROPER
OFFICERS, OFFICIALS AND REPRESENTATIVES OF THE
COUNTY TO APPLY FOR A SPECIAL CATEGORY GRANT IN
THE AMOUNT OF FIVE HUNDRED TWENTY TWO THOUSAND
NINE HUNDRED FIFTY TWO ($522,952) DOLLARS, FROM THE
FLORIDA DEPARTMENT OF STATE, DIVISION OF
HISTORICAL RESOURCES; AUTHORIZING THE USE OF THE
GRANT FUNDS TO RESTORE AND INTERPRET THE
MARGOOD COTTAGES TO SUPPORT THEIR USE AS A
CULTURAL FACILITY; COMMITTING TWO HUNDRED SIXTY
ONE THOUSAND FOUR HUNDRED SEVENTY SIX ($261,476)

RESERVES TO COMPLY WITH THE CASH MATCH
REQUIREMENT OF THE GRANT; PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the Collier County Board of County Commissioners has been
advised that the Florida Department of State, Division of Historical Resources, is offering
Special Category Grants to units of government; and,
WHEREAS, the Collier County Board of County Commissioners acquired the
property known as “Margood Cottages” to preserve this significant historical site and to
develop the historic Margood Cottages into a cultural facility focused on the Pre-
Columbian, pioneer, and early tourism history of the Marco Island area; and,
WHEREAS, the Collier County Board of County Commissioners is proposing
the stabilization and rehabilitation of the Margood Cottages to support the continued
interpretive use with the available grant funding; and,
WHEREAS, the Collier County Board of County Commissioners is willing to
commit from the Parks Capital Projects Reserves Fund 306 the required cash “match” in
the amount of two hundred sixty-one thousand four hundred seventy six ($261,476)
Dollars for the proposed grant request; and,
WHEREAS, the Collier County Board of County Commissioners has determined
that it is in the best interests of the County and its citizens to apply for Special Category
Grant support.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA AS FOLLOWS:
Section 1: That the Board of County Commissioners of Collier County hereby authorizes
the proper officers, officials and representatives of the County to execute all documents

necessary to apply for a Special Category Grant in the amount of Five Hundred Twenty
Two Thousand nine Hundred Fifty Two ($522,952) Dollars from the Florida Department
of State, Division of Historical Resources.
Section 2: That the Board of County Commissioners of Collier County hereby
acknowledges and agrees that it will use the requested grant funds for the restoration and
interpretation of the Mar-Good Cottages to support the intended cultural museum use for
the enjoyment of the public.
Section 3: That the Collier County Board of County Commissioners hereby
acknowledges that it will commit a required “match” no less than 50% of the grant
request amount including Two Hundred Sixty-One Thousand Four Hundred Seventy Six
($261,476) Dollars from Parks Capital Projects Reserves Fund 306 during the grant
period beginning after July 1, 2022 and ending on June 30, 2024 to fulfill the match
requirements of the grant.
Section 4: Effective Date. This resolution shall take effect immediately upon its adoption
by the Collier County Board of County Commissioners.
This Resolution is hereby adopted after motion, second and majority vote this
22nd day of June 2021
