Agenda 06/22/2021 Item #16A27 (ACUNE GeoTool Expenditure)06/22/2021 EXECUTIVE SUMMARY Recommendation to authorize an expenditure to allow the University of Florida to update and provide maintenance for the Adaptation of Coastal Urban and Natural Ecosystems (“ACUNE”) GeoTool as an exemption to the competitive procurement process. _____________________________________________________________________________________ OBJECTIVE: To complete requested updates and provide maintenance for the ACUNE GeoTool. CONSIDERATION: The University of Florida, with funding from NOAA, has developed the ACUNE GeoTool for Collier County and municipalities within the county to develop adaptation strategies for its infrastructure. The ACUNE GeoTool contains the following products: (1) probabilistic coastal flood maps for the current climate, 2030, 2060, and 2100, including the effects of sea level rise and storms predicted by climate models (these maps are in GIS format to enable ease of use by Collier County and the municipalities); (2) numerous asset layers for infrastructures with the County (e.g., wetlands, buildings, bridges, roadways, highways, stormwater systems, cultural sites, archeological sites, etc.); (3) nuisance tide flood maps, which include the highest twice-a-year tides and sea level rise); (4) bathtub flood maps by applying sea level rise values over the entire County assuming the coastal flood plain is a bathtub; and (5) potential residential structural damage for the current climate and future climate scenarios. To ensure ease of use by Collier County and the municipalities for adaptation planning, several training workshops and vulnerability training workshops have been conducted throughout the County. As a result of the workshops, the County received numerous comments on ways to improve the ACUNE GeoTool. Since these requested improvements are not within the scope of the NOAA projects, funding in the amount of $49,897 will be required for the University of Florida to produce an improved version of the ACUNE GeoTool and provide necessary maintenance and upgrades of the tool throughout the year. Section 8, subparagraph 1 of Collier County Procurement Ordinance 2013-69, as amended, provides that purchases from another government agency or from a nonprofit organization authorized to do business in the State of Florida are eligible for exemption from the competitive process upon the determination that approval of the exemption is in the best interest of the County. The approved exemption form is attached. Staff requests that the Board approve this expenditure to allow the Universi ty of Florida to update and provide maintenance for the ACUNE GeoTool as an exemption under the Procurement Ordinance. FISCAL IMPACT: The total cost will be $49,897 and funding is available Stormwater Capital Fund (325), Project 51144. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this Executive Summary. RECOMMENDATION: To authorize expenditures in the amount of $49,897, as an exemption to the competitive procurement process, to retain the University of Florida to update and provide maintenance for the ACUNE GeoTool. University of Florida will invoice Collier County every quarter according to progress of various tasks listed below. Task 1. Address ALL comments on the ACUNE tool so far (7/1/21-9/30/21) Description: We will address the comments (about 100 in total) about the tool. Some will be addressed through app improvements, others by adding extra metadata, interface improvements, etc. Deliverable: Updated ACUNE Tool. Cost: $2995.85 Task 2. Develop a comprehensive user’s manual with help materials (7/1/21-10/31/21) Description: We will develop a comprehensive user’s manual to guide a user through the ACUNE tool and provide additional information about products, how products were produced, how products can be used and what are the potential limitations. Deliverable: ACUNE user’s manual published on the ACUNE website. Cost: $3365.00 Task 3. Produce a list of FAQs with Answers (8/1/21-9/30/21) Description: Based on the comments and additional feedback and questions we will produce a list of frequently asked questions with answers. Improve authentication system and provide password protection on asset layers (7/1/21-9/30/21) Description: add authentication layer to the ACUNE tool allowing for customization of layers per user or user group. This will allow not only protecting some of the sensitive layers but creating different experiences for different groups of users. Deliverable: Updated ACUNE tool. Cost: $1712.60 Task 9. Keep the system running all the time (server maintenance) (7/1/21-6/30/22) Description: Perform necessary server maintenance (OS upgrades, ArcGIS server maintenance and upgrades, security patches). Add additional asset layers provide by the stakeholders. Deliverable: A working ACUNE tool. Cost: $3992.70 Task 10. Produce maps for 2040 and 2070 per requirement by State of Florida (7/1/21-6/30/22) Description: Per State of Florida announcement, future flood maps should be developed for 2040 and 2070, instead of the 2030 and 2060 within the current ACUNE and ACUNE+ projects. This task will use the NOAA SLR values for 2040 and 2070 at Naples, along with future storms for 2040 and 2070, to produce revised probabilistic flood maps for Collier County.
