EXECUTIVE SUMMARY
Recommendation to approve Change Order No. 2 to Agreement No. 16-6700 with Cardno, Inc., in
the amount of $67,973.32, add 365 days to the Agreement to address pre-existing conditions related
to the Stan Gober Memorial Bridge Repair and Rehabilitation Project, and authorize the Chair to
sign the attached Change Order. (Project No. 66066)

OBJECTIVE: To approve additional design services to the Stan Gober Memorial Bridge Repair Project
to address the scour protection system, which has shifted according to the findings in the Bridge
Inspection Report- possibly during Hurricane Irma.
CONSIDERATIONS: On May 8, 2018, the Board approved Agreement No. 16-6700 (the
“Agreement”) with Cardno Inc., for the design of repairs needed for the Stan Gober Memorial Bridge.
Per the original scope of work for the Agreement, Cardno Inc. prepared a thorough Bridge Inspection
Report (“BIR”) for Structure No. 030184.
Findings in the Cardno’s BIR indicated that the depth measured from the left bridge rail at Pier 13 during
the 2017 bridge inspection may have exceeded the scour critical depth by 1.3 feet. The concern is that the
original revetment system, which was installed to protect the pier against scour, may have been moved by
Hurricane Irma.
On January 14, 2020, the Board approved Change Order No. 1, and staff directed Cardno to prepare an
assessment detailing the findings of the inspection and the condition of this scour countermeasure system
for a not-to-exceed fee of $18,049.16 and added 72 calendar days to the engagement. Change Order No.
1 provided that a second Change Order would be needed once the results of the assessment were known.
Change Order No. 2 includes a not to exceed dollar amount ($67,973.32) and time needed to design the
countermeasure system repairs (365 days), as memorialized in Exhibit A - Scope of Services to Change
Order No. 2. Cardno will design scour countermeasures, as well as provide require d permitting services,
under the attached Change Order No. 2.
FISCAL IMPACT: Funding for this change order, in the amount of $67,973.32, is available in Gas Tax
Fund (313), Project 66066. Approval of this item will not have an impact on operational and maintenance
costs; however, the completed project can be expected to have the following operational and maintenance
impacts: minimal to no maintenance costs are expected to be incurred within the first 5 to 7 years of
service for the new bridge and roadway features, and will be absorbed into the regular maintenance
schedule thereafter; the new stormwater features will require minimal maintenance that will be absorbed
into the regular maintenance schedule resulting in minimal cost impact.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This is consistent with objectives identified within 1, 2, and
10 of the Transportation Element of the Growth Management Plan.
RECOMMENDATION: To approve Change Order No. 2 to Agreement No. 16-6700 with Cardno, Inc.,
in the amount of $67,973.32, add 365 days to the Agreement to address pre-existing conditions related to
the Stan Gober Memorial Bridge Repair and Rehabilitation Project, and authorize the Chair to sign the
