EXECUTIVE SUMMARY
Recommendation to authorize the electronic submission of the County Incentive Grant Program
(CIGP) Application with the Florida Department of Transportation to fund a phase of Immokalee
Rd. and Livingston Rd. major intersection improvement in the amount of $2,500,000.
OBJECTIVE: To receive authorization from the Board of County Commissioners (Board) to submit a
County Incentive Grant Program (CIGP) application to the Florida Department of Transportation (FDOT)
for a phase of the Immokalee Rd. and Livingston Rd. major intersection improvement in the amount of
$2,500,000.
CONSIDERATION: On January 29, 2021, Collier County was informed that FDOT was requesting
projects for CIGP priorities for fiscal year 2026/27. FDOT will consider projects submitted before July 1,
2021, for CIGP funding. CIGP funds are awarded to projects which relieve congestion on the State
Highway System and are consistent with established plans in the area. The design of a major intersection
improvement at Immokalee Road and Livingston Road is eligible for CIGP funding.
In 2020, Collier County initiated the Immokalee Road Corridor Congestion Study (Study) which analyzed
intersections along Immokalee Road from Livingston Road to Logan Boulevard. The Study analyzed both
conventional and innovative intersection alternatives along Immokalee Road, to accommodate future
roadway volumes for 2025 and 2040, including the intersection at Livingston Road. The Study is divided
into several sections based on project phasing, timing, and funding. One of the proposed
recommendations in the Study includes an overpass at the existing intersection of Immokalee Road and
Livingston Road, where Livingston Road will be bridged over Immokalee Road. This grant application is
due before the presentation of the Study to the BCC and therefore is consistent with the Study’s proposed
recommendation of an overpass as the major intersection improvement at the project location. Should the
BCC make a different recommendation when the study is presented, that recommendation will be pursued
if the grant is awarded.
An improved roadway network is not only needed for commuting purposes, but also critical to improve
access for emergency responders including fire departments, medical services, and law e nforcement. The
additional capacity provided by the improvements to the intersection will provide for a more efficient
connection between many community resources including existing neighborhoods, churches, a nearby
hospital, and commercial businesses. Further, the proposed intersection improvements would relieve
traffic congestion on I-75 and US 41, and provide for the efficient movement of people, goods, and
services, as well as improve the multimodal connections inside the County’s urbanized area. This f acility
will improve travel reliability by decreasing travel times, reducing vehicle miles traveled, reducing
congestion, and reducing emissions from idling vehicles. There will also be a reduced need for road
maintenance, as reduced vehicle miles traveled on the roads means less maintenance, operations, and
improvement costs to the parallel facilities.
The project is fully funded through the Construction phase in the Collier Metropolitan Planning
Organization (MPO) 2045 Long Range Transportation Plan (LRTP) Cost Feasible Plan between FY2026-
2030. Further, the congestion study along Immokalee Road, as well as Advanced Construction of the
proposed project is currently in the County’s 5-Year Work Program FY2021-2025. The 5-Year Work
Program is tied to the County’s Capital Improvement Element (CIE), which will be amended or updated as
necessary, should this project be awarded CIGP grant. The project will meet all applicable federal, state
and local requirements, including Americans with Disabilities Act (ADA) requirements.
Approval of this item will authorize the Deputy Department Head of Growth Management to
electronically submit all required documents.

FISCAL IMPACT: The projected design costs are estimated at $5,000,000. The Project is currently in
the County’s FY2021/2025 5 Year Capital Work Program. The grant amount requested is $2,500,000 or
50% of the project costs for the design phase. The County is required to provide a local match of
$2,500,000 (50%) from one or more of the following sources: impact fees, gas taxes, sales tax and/or
general fund revenues. Source of funds will be determined at the time of the award and budget
amendments will be brought to the Board for approval.
GROWTH MANAGEMENT IMPACT: This project is consistent with the County’s Growth
Management Plan and the MPO’s Long Range Transportation Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and required majority vote
for Board consideration. -JAB

Project Details: Clearly describe the existing conditions and the proposed project and desired

Immokalee Road (CR 846) in the only major east-west arterial corridor that serves both urban and
coastal Collier County, as well as the areas of Golden Gate Estates and Immokalee. Immokalee Road is
approximately 40 miles long and connects US 41 to SR 29 and Hendry County. Further, Immokalee Road
serves as one of only three major east/west arterial corridors that provides a direct connection to one of
four I-75 interchanges within Collier County, and is categorized as a Freight Distribution Route and a
High Crash Corridor by the Collier MPO. Livingston Road (CR 881) is a major north-south arterial corridor
between US41 and I-75 is a major north-south arterial connecting Collier County to Lee County where it
continues as Imperial Parkway. Both roadways are designated as Collier County Emergency Evacuation
Routes, and critical in facilitating movement of local and regional traffic (including truck traffic) in
northern Collier County. Both roads are classified as Urban Major Arterials and have an existing posted
speed limit of 45 mph. Immokalee Road is currently a 6-lane facility with three lanes in each direction.
Livingston Road is currently a 6-lane facility with three lanes in each direction. The intersection of the
two roads (project location) expands to include one right-turn lane and dual left-turn lanes in all
directions. Sidewalks are present on the south side of Immokalee Road, and both sides of Livingston
Road. The Cocohatchee Canal is located on the north side of Immokalee Road. The attached table

(Attachment 3) presents pictures of the existing intersection taken in February 2021 along with a Collier
County aerial from 2020.
In 2020, Collier County initiated the Immokalee Road Corridor Congestion Study which analyzed
intersections along Immokalee Road from Livingston Road to Logan Boulevard. The study analyzed both
conventional and innovative intersection alternatives along Immokalee Road, to accommodate future
roadway volumes for 2025 and 2040, including the intersection at Livingston Road. The draft study
summary report indicates that in 2019, 7 out of 12 intersection movements operate at Level of Service
(LOS) F in the AM Peak Hour and 8 of the 12 intersection movements fail in the PM Peak Hour, with
delays ranging between 1.5 to 2.5 minutes per movement. By 2025, the No-Build analysis indicates
failure at 9 and 8 intersection movements in the AM and PM Peak Hours, respectively. Delay times in
the No-Build condition continue to increase to as much as 4.5 minutes in 2025 and more than 15
minutes by 2040. The study recommended adding an overpass to the existing intersection at Immokalee
Road and Livingston Road, where Livingston Road will be bridged over Immokalee Road. Livingston Road
will be converted to a 4-lane bridge over Immokalee Road with an at-grade north-bound through lane to
provide local access to properties located on the northeast quadrant of the intersection. An additional
southbound left-turn lane will be added to Livingston Road to provide a triple left movement from
southbound Livingston Road to eastbound Immokalee Road. Along Livingston Road, the northbound
right-turn lane will be redesigned to provide a free-flow right-turn movement with channelized yield
control. Along southbound Livingston Road, the right-turn lane will be redesigned to provide a
channelized free-flow right-turn movement. Attached are the concept details (Attachment 4), and
typical sections (Attachment 5), north and south of Immokalee Road. Access management to Carlton
Lakes Boulevard will be further evaluated during design. In addition the Collier County Immokalee Road
Corridor Congestion Study, the Florida Department of Transportation (FDOT) is conducting the
Southwest Connect I-75 South Corridor Planning and Feasibility along I-75 from south of Collier
Boulevard to north of Bayshore Road to evaluate strategies for improving mobility, access, regional
transportation options, and safety. Collier County has been coordinating its congestion study along
Immokalee Road with the FDOT I-75 study, understanding that proposed improvements to I-75 have a
direct impact on Livingston Road due to their proximity.
Within Collier County, west of I-75, there are only a few north-south roads that have regional
connectivity to Lee County including Livingston Road, US 41, and Vanderbilt Drive, which is a mostly 2-
lane constrained coastal roadway. Due to its proximity to I-75 and US 41 and its regional connectivity to
Lee County, Livingston Road acts as a parallel reliever to State Highway System facilities I-75 and US 41.
Relieving traffic congestion along Livingston Road provides an alternative to I-75 and US 41, which are
the only other north-south regional facilities in the area. An improved roadway network is not only

network (Bonita Springs to Collier – FPL) is planned on the west side of Immokalee

Florida Greenway and Trail System Opportunity Trail along Immokalee Road from
Livingston Road to SR 82.

The proposed improvements include adding an overpass to the existing intersection at
Immokalee Road and Livingston Road, where Livingston Road will be bridged over Immokalee
Road. Livingston Road will be converted to a 4-lane bridge over Immokalee Road with an at-
grade north-bound through lane to provide local access to properties located on the northeast
quadrant of the intersection. An additional southbound left-turn lane will be added to Livingston
Road to provide a triple left movement from southbound Livingston Road to eastbound
Immokalee Road. Along Livingston Road, the northbound right-turn lane will be redesigned to
provide a free-flow right-turn movement with channelized yield control. Along southbound
Livingston Road, the right-turn lane will be redesigned to provide a channelized free-flow right-
turn movement. Pictures of the existing intersection were taken in February 2021 and are
presented as Table 1, along with a Collier County aerial from 2020. Figure 3 presents the
concept plans for the proposed improvements. Figures 4 and 5 present the preliminary typical
sections for Livingston Road.

3. Detailed description of how the project would reduce congestion on the State Highway
System (SHS).
The project intersection is located approximately 0.5 miles west of the I-75 and Immokalee
Road interchange and 3 miles west of the US 41 and Immokalee Road intersection. Within
Collier County, west of I-75, there are only a few north-south roads that have regional
connectivity to Lee County including Livingston Road, US 41, and Vanderbilt Drive, which is a
mostly 2-lane constrained coastal roadway. Due to its proximity to I-75 and US 41 and its
regional connectivity to Lee County, Livingston Road acts as a parallel reliever to SHS facilities
I-75 and US 41. Relieving traffic congestion along Livingston Road provides an alternative to I-
75 and US 41, which are the only other north-south regional facilities in the area.
In 2020, Collier County initiated the Immokalee Road Corridor Congestion Study which
analyzed intersections along Immokalee Road from Livingston Road to Logan Boulevard. The
study analyzed both conventional and innovative intersection alternatives along Immokalee
Road, to accommodate future roadway volumes for 2025 and 2040, including the intersection at
Livingston Road. The draft study summary report indicates that in 2019, 7 out of 12 intersection
movements operate at Level of Service (LOS) F in the AM Peak Hour and 8 of the 12
intersection movements fail in the PM Peak Hour, with delays ranging between 1.5 to 2.5
minutes per movement. By 2025, the No-Build analysis indicates failure at 9 and 8 intersection

movements in the AM and PM Peak Hours, respectively. Delay times in the No-Build condition
continue to increase to as much as 4.5 minutes in 2025 and more than 15 minutes by 2040.
In addition, the Collier County Immokalee Road Corridor Congestion Study, the Florida
Department of Transportation (FDOT) is conducting the Southwest Connect I-75 South
Corridor Planning and Feasibility along I-75 from south of Collier Boulevard to north of
Bayshore Road to evaluate strategies for improving mobility, access, regional transportation
options, and safety. Collier County has been coordinating its congestion study along Immokalee
Road with the FDOT I-75 study, understanding that proposed improvements to I-75 have a
direct impact on Livingston Road due to their proximity.
Review of the Collier County Crash Data Management System (CDMS), shows that between
January 3, 2005 and March 27, 2021, there have been 817 crashes along Livingston Road in the
project area. Of those crashes, one was fatal and 54 included serious injuries. Of the total
crashes, nine involved bicyclists and two involved pedestrians. Figure 6 presents a map of the
crash locations. Figure 7 presents the CDMS report which provides crashes by year and
severity. Figure 8 presents the location of crashes on parallel facilities including Livingston
Road, US 41, and I-75, over the same time period. Since 2005, there have been 2,679 crashes on
parallel facilities, resulting in 7 fatalities and 331 injuries. Increased congestion tends to
increase traffic accident risks. The proposed overpass is expected to reduce congestion, and
therefore reducing crash risks and improve overall traffic operations along Livingston Road,
and potentially I-75 and US 41.
As presented on Figure 9, the project area serves Collier Area Transit bus service Route 27.
Based on the Collier County 2021-2030 Transit Development Plan, monthly ridership for Route
27 averages approximately 2,500 passengers. Reducing congestion in the project area improves
the reliability of the overall transit system in the County.
While not on the SHS, both Livingston and Immokalee Roads are Federal Aid Eligible, as
referenced in the FDOT Federal Aid Eligibility Map presented as Figure 10 (dated March 2,
2020). Both Livingston Road and Immokalee Road are classified as Minor Arterials on the
Federal Functional Classification Map (reference Figure 11) approved by the Federal Highway
Administration on January 23, 2014.
An improved roadway network is not only needed for commuting purposes, but also critical to
improve access for emergency responders including fire departments, medical services, and law
enforcement. The additional capacity provided by the improvements to the intersection will
provide for a more efficient connection between many community resources including existing
neighborhoods, a library, churches, a nearby hospital, and commercial businesses. Further, the
proposed intersection improvements would relieve traffic congestion on I-75 and US 41, and
provide for the efficient movement of people, goods, and services, as well as improve the
multimodal connections inside the County’s urbanized area. This facility will improve travel
reliability by decreasing travel times, reducing vehicle miles traveled, reducing congestion, and
reducing emissions from idling vehicles. There will also be a reduced need for road
maintenance, as reduced vehicle miles traveled on the roads means less maintenance,
operations, and improvement costs to the parallel facilities.

Without State assistance, the County will be required to wait until enough local funding is
collected to fully fund the project, further delaying traffic congestion relief to I-75 and US 41.

The project is fully funded through the Construction phase (Project Number 66) in the Collier
Metropolitan Planning Organization (MPO) 2045 Long Range Transportation Plan (LRTP) Cost
Feasible Plan between 2026 and 2030 (Reference Figure 12). Further, the congestion study
along Immokalee Road, as well as Advanced Construction of the proposed project is currently
in the County’s 5-Year Work Program Fiscal Years 2021 – 2025 (Reference Figure 13). The 5-
Year Work Program is tied to the County’s Capital Improvement Element, which will be
amended or updated as necessary, should this project be awarded CIGP grant.

Prioritization Considerations
1. Regional Transportation Network
The overpass at Immokalee Rd. and Livingston Rd. improve choices for travel within the region. Traffic
along Immokalee Rd. is expected to continue to grow as it heads to and from I-75. This infrastructure
improvement will add capacity, mobility options and improve operations along Immokalee Rd. which
directly effects the operations of I-75. Improving efficiency and effectiveness of existing connections will
enhance mobility for the region. In addition, Livingston Rd. is a parallel facility to I-75 and is used for
intra-county travel. Since this project connects to a transit route with continuing connections to Lee County,
it will increase the use of the LinC system and create more regional opportunities along US41.
The Collier MPO participates in Joint meetings with its regional partner – Lee County MPO. The Lee County
and Collier MPO jointly adopted a Regional Transportation Network, which is shown below. Please also
reference the Collier-Lee Regional Roadway Network Map, Adopted by each MPO in May 2017, below.

The transit stop in the project area are part of the route that continues to the LinC transfer stop at Creekside.
At the Creekside stop, passengers can transfer to the LinC which provides regional service to Lee County.

2. Other Priorities:
• The project will provide a better connectivity to I-75 and US41. This will also provide economic
development and goods movement between Lee and Collier counties and the Southwest Florida
region.
• Immokalee Rd. is a 40-mile corridor that provides direct access to the area of Immokalee, which is a
rural area of critical economic concern and designated as a Rural Area of Opportunity (see map
below).
• The corridor falls under the Collier County Access Management Policy #13-257. The County Policy
closely follows FDOT’s access management criteria.
• There are no STRAHNET routes or military installations within Collier County. This project does
not negatively impact or provide benefit directly to the STRAHNET or STRACNET.

3. How TRIP funding will accelerate the project’s implementation?
The study, design and advanced construction of this project is in the County’s budget for the next 5 years. TRIP
funds received would provide the County with the opportunity to expedite construction of this vital capacity
improvement project.
