EXECUTIVE SUMMARY
Recommendation to approve an agreement, FPID #444856-2-52-01, Transportation Off System
Post Project Maintenance Agreement between the Florida Department of Transportation and
Collier County, relating to school zone warning signs.
OBJECTIVE: To complete an Agreement with the Florida Department of Transportation (FDOT) for the
maintenance of new assets following the installation and upgrades to school zone warning signs at various
schools within Collier County by FDOT.
CONSIDERATIONS: This Florida Department of Transportation project provides for the installation
and upgrade of school zone warning signs to meet new standards that will go into effect in 2023. The
project effects school zones at the following schools that currently do not meet the new standards:
a. East Naples Middle School
b. Golden Terrace Elementary School
c. Lavern Gaynor Elementary School
d. Golden Gate Elementary School
e. Golden Gate Middle School
f. Herbert Cambridge Elementary School
g. Sea Gate Elementary School
h. Manatee Elementary School
i. Manatee Middle School
Per this Agreement the Collier County Transportation Engineering Division will assume maintenance of
the new assets following the installation.
FISCAL IMPACT: This FDOT Project will provide school zone warning sign installation and upgrades
at no cost to Collier County. At the end of the Project, the county will be responsible for the maintenance
cost of the installed assets. The cost to maintain the additional 34 school zone warning sign flashing
beacons in this project is estimated at $13,600 per year. Each school zone warning sign flashing beacon is
estimated to have a life expectancy of 20 years.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners approve and authorize the Chair to
sign the attached agreement, Exhibit “A”, of FPID #444856-2-52-01, Transportation Off System Post
Project Maintenance Agreement between the Florida Department of Transportation and Collier County.

A RESOLUTION BY THE BOARD OF COUNTY COMMISSIONERS,
COLLIER COUNTY FLORIDA, APPROVING AND AUTHORIZING ITS
CHAIRMAN TO EXECUTE A TRANSPORTATION OFF SYSTEM POST
PROJECT MAINTENANCE AGREEMENT WITH THE STATE OF
FLORIDA DEPARTMENT OF TRANSPORTATION FOR THE
MAINTENANCE OF CERTAIN SCHOOL ZONE WARNING SIGNS (FPID
#444856-2-52-01 FAP# D121-035-B).
WHEREAS, the State of Florida Department of Transportation (FDOT) is willing to enter into
a Transportation Off System Post Project Maintenance Agreement (the “Agreement”) with Collier
County, wherein FDOT will install or upgrade, and Collier County will maintain, school zone
warning signs in proximity to certain public schools in Collier County (FPID #444856-2-52-01
FAP# D121-035-B).
WHEREAS, the Collier County Board of Commissioners finds that the Agreement is in the
public interest and benefits the citizens of Collier County.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Board of County Commissioners approves and authorizes its Chairman to sign the
Agreement pertaining to FPID #444856-2-52-01 FAP# D121-035-B.
2. The Collier County Clerk is directed to forward a certified copy of this Resolution along with
the Agreement for execution by FDOT.
3. This Resolution shall take effect immediately upon adoption.
THIS RESOLUTION ADOPTED after motion, second, and majority vote favoring same,
