EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairperson to sign a State Housing Initiatives
Partnership Sponsor First Amendment with Housing Development Corporation of SW Florida, Inc.
d/b/a HELP for the SHIP Purchase Assistance Program strategy.
OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income
persons through the State Housing Initiatives Partnership (SHIP) Program.
CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local
communities to promote and advance affordable housing initiatives. Funds are generated through
documentary stamp tax on real estate transactions. Under the SHIP program, Collier County and the City
of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to
undertake eligible activities.
On April 26, 2016 (Agenda Item #16D4), the Board of County Commissioners (Board) adopted the SHIP
2016-2019 Local Housing Assistance Plan (LHAP). The LHAP identifies eli gible strategies and serves as
a guideline for the use of all SHIP funds. The purchase assistance strategy provides an interest -free loan
of up to $55,000 to assist qualified first-time homebuyers purchase a home in Collier County, based on
income and eligibility criteria.
HELP is a HUD-approved non-profit housing counseling agency that offers credit and financial
counseling and educational services to existing and prospective homeowners. The Sponsor Agreement
provides for HELP to assist applicants with the SHIP down payment process. The purchase assistance
will be provided in the form of a zero-interest loan, and a fifteen (15) year subordinate lien will be
recorded in favor of Collier County on each transaction. Funds may be used for down payment and/or
closing and settlement charges on an approved primary residence purchase transaction.
The agreement requires HELP to serve in an advisory role for the SHIP applicant and implement the
Purchase Assistance program strategy through the following tasks: Identifying and meeting with
prospective applicants, completing detailed income certification and pre-purchase counseling, preparing a
complete application package, and delivering to a designated point-of-contact to County staff, assisting
with the delivery of conditions items to obtain approval for funding, ensuring funds are delivered to
closing and the lien in favor of the County is properly recorded. To date, HELP completed its role as an
advisor for seven (7) homeowners participating in the SHIP program. T he funding did not pass through
HELP but was paid directly to the homeowner by means of a check/wire transfer from Collier County to
the closing agent. These purchases took place in late 2019 and 2020. It was determined after the
agreement was written that the Sponsor could not pay the lending institution directly due to cash flow
constraints. Therefore, the proposed amendment removes the funding for down payment assistance and
includes the Sponsor fee only.
The proposed amendment includes the following actions:
(a) Reduce the award amount from $200,000 to $7,000 and (b) revise the project component to allow
payment of $1,000 per approved file assisted.
FISCAL IMPACT: The proposed action has no fiscal impact. Funds are budgeted within SHIP Grant
Fund (791), Project 33569.
LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a
majority vote for Board approval. - JAB

GROWTH MANAGEMENT IMPACT: Acceptance of these funds will allow the County to expand
affordable housing opportunities for its citizens and further the goals of the Housing Element of the
Collier County Growth Management Plan.
RECOMMENDATION: To approve and authorize the Chairperson to sign a State Housing Initiatives
Partnership Sponsor First Amendment with Housing Development Corporation of SW Florida, Inc. d/b/a
HELP for the SHIP Purchase Assistance Program strategy.
