(Commissioner McDaniel’s request) Time Certain Items: Item 9A & 9B and companion items to be heard at 10:00am - Longwater and Belmar items with companion items   6/8/2021 8:33 AM 06/08/2021 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairperson to sign the Fourth Amendment between Collier County and Prestige Home Centers, Inc. to extend the agreement term and increase funding in the amount of $30,000 for the State Housing Initiatives Partnership Demolition and/or Replacement of Manufactured Housing program. OBJECTIVE: To continue to promote affordable housing strategies for low- to moderate-income persons through the State Housing Initiatives Partnership Program (SHIP). CONSIDERATIONS: The William E. Sadowski Affordable Housing Act provides funding to local communities to promote and advance affordable housing initiatives. Funds are generated through documentary stamp tax on real estate transactions. Under the SHIP Program, Collier County and the City of Naples receive funds from the State of Florida through the Florida Housing Finance Corporation to undertake eligible activities. On May 8, 2018, Agenda Item #16D8, the Board of County Commissioners (Board) approved an Agreement with Prestige Home Centers, Inc. (Prestige) for site-built manufactured housing. The strategy allows the County to use SHIP funds for the demolition and/or replacement of manufactured/mobile housing. The First Amendment was approved on August 14, 2018, Agenda Item #16D2. The amendment included additional terminology, added agreement language, and clarified allowable expenditures. The Second Amendment was approved on October 23, 2018, Agenda Item #16D5. The amendment included additional terminology, increased funding, and added additional allowable activities. The Third Amendment was approved on April 9, 2019, Agenda Item #16D8. This amendment allowed for partial payments and language was added to change the Financial and Compliance Reporting to 180 days after the end of the fiscal year. The Fourth Amendment increases the award to allow Prestige to complete and install the final two (2) manufactured homes. Due to an increase in the costs of construction materials as a result of the pandemic, it is necessary to increase the contract sales price for certain manufactured housing units. Staff proposes to increase the contract award by $30,000 by adding FY 2020/2021 funding and extend the expenditure deadline to December 31, 2021. FISCAL IMPACT: The proposed action has no adverse Fiscal impact. The funding source for this grant is Florida Housing Finance Corporation. Funds are budgeted in the SHIP Grant Fund (791), Projects 33467, 33525, 33569, and 33686. LEGAL CONSIDERATIONS: This item has been approved for form and legality and requires a majority vote for Board approval. - JAB GROWTH MANAGEMENT IMPACT: Approval of the amendment will facilitate the County’s goal to expand affordable housing for its citizens and further the goals of the Housing Element of the Collier County Growth Management Plan.
