EXECUTIVE SUMMARY
Recommendation to approve proposal FL-9294, under Contract No. 19-7592 Building Automation
Energy Management Services, from Juice Technologies, Inc. d/b/a Plug Smart, and authorize the
issuance of a Purchase Order in the amount of $425,640, to replace the proprietary N2 Johnson
Controls Metasys Building Automation System with new BACnet Reliable Controls at the North
Collier Regional Park. (Project No. 50221).
OBJECTIVE: To replace the existing proprietary N2 Johnson Controls Metasys Building Management
System (BMS) for the heating, ventilation, and air conditioning (HVAC) systems at the North Collier
Regional Park with new BACnet open protocol Reliable Controls.
CONSIDERATIONS: BACnet is a communication protocol for Building Automati on and Control
(BAC) networks designed to allow communication of building automation and control systems that meet
American Nation Standards Institute (ANSI) and International Organization for Standardization (ISO)
standards.
The Building Automation Energy Management Services Contract No.19-7592 was approved by the Board
on April 28, 2020 (Agenda No. 16.C.9), awarding Juice Technologies, Inc. d/b/a Plug Smart as the
Primary vendor. Plug Smart is a North Naples based company founded in 2008 with headquarter s in
Columbus Ohio and has been a trusted vendor with Collier County on multiple previous and ongoing
projects.
On December 2, 2020 the Infrastructure Surtax Citizen Oversight Committee approved the Reliable
Building Automation Upgrades which included the replacement of the N2 Johnson Controls Metasys
Building Management System (BMS).
Facilities Management Division received a Time and Materials Not to Exceed (T&M NTE) proposal
under the terms and conditions of Contract No. 19-7592 from Plug Smart on April 1, 2021 for the North
Collier Regional Park in the amount of $425,640. Per the Contract, proposals in excess of $200,000 must
receive Board approval for Purchase Order issuance.
Using industry standards of square footage and equipment costs, Staff determined the proposal to be
fair and reasonable and recommend approving a Purchase Order to Juice Technologies, Inc. d/b/a
Plug Smart in the amount of $425,640. Payment and Performance Bonds will be obtained upon
Board approval and prior to the issuance of the Purchase Order as required by Section 22.A. of
the Contract.
FISCAL IMPACT: Funding in the amount of $425,640 is available in Infrastructure Sales Tax Fund
(318), under the Reliable Building Automation System Upgrades Project No. 50221. Source of funding is
surtax.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval.-SAA
GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan from this
action.
RECOMMENDATION: To approve proposal FL-9294, under Agreement No. 19-7592 Building
Automation Energy Management Services, from Juice Technologies, Inc. d/b/a Plug Smart, and to
authorize the issuance of a Purchase Order by Staff in the amount of $425,640.
