EXECUTIVE SUMMARY
Recommendation to provide an after-the-fact approval for the submittal of West Goodlette-
Frank Road Area Joint Stormwater-Sewer Project Amendment No. 3 for South Florida Water
Management District Agreement No. 4600003762 to extend the agreement through October 30,
2021.
OBJECTIVE: To receive after-the-fact approval from the Board to extend the South Florida Water
Management District Agreement through October 30, 2021 for the West Goodlette -Frank Road Area
Joint Stormwater-Sewer Project.
CONSIDERATIONS: On November 14, 2017 (Agenda Item 16.A.13), the Board of County
Commissioners (Board) approved entering into a funding reimbursement/Partnership Agreement
No.4600003762 with the Big Cypress Basin/South Florida Water Management District (SFWMD) for
stormwater and related construction costs for the West Goodlette Frank Road Joint Stormwater-Sewer
Project. The funding Agreement was for a forty percent (40%) reimbursement of eligible expenses, up
to a maximum of eight hundred thousand dollars ($800,000).
On March 26, 2019, (Agenda Item 16.A.13), the Board of County Commissioners approved
Amendment 1, which provided an updated construction time frame, also allowed the County to seek
reimbursement funding at the sixty percent (60%) level of construction completion that was not
included in the original Agreement. A project manager staff change at the SFWMD is also noted in
this Amendment 1.
On January 26, 2021, (Agenda Item 16.A.12), the Board of County Commissioners approved
Amendment No. 2, which included new terms of the Agreement, extending the term of Agreement to
June 30, 2021 and completion date of 100% of Construction Activities extended to May 28, 2021.
The project is still currently under construction and is nearly complete. Unfortunately, there were
several delays not anticipated in the estimated schedule and this Amendment provides an updated
construction time frame.
The anticipated project completion and grant close-out dates have been discussed and reviewed by the
South Florida Water Management District and have been incorporated in the attached amended agreement
for this project.
The following is the key change for Amendment No. 3:
4600003762 West Goodlette-Frank Road Area Joint Stormwater and Septic Tank Replacement:
Extending term of the Agreement to October 30, 2021 and completion date of 100% of Construction
Activities extending from May 28, 2021 to September 1, 2021.
Collier County CMA #5330 authorizes the County Manager to approve the submittal of grant
applications with subsequent Board of County Commissioners action at the next available Board
meeting to ratify the approval as “after-the-fact.”
FISCAL IMPACT: There are no fiscal impacts associated with the approval of this Amendment.

Grant funding in the amount of $800,000 and match funding in the amount of $1,200,000 has been
previously appropriated within Growth Management Grant Fund (711) and Growth Management
Match Fund (712) respectively under project 60142.
GROWTH MANAGEMENT IMPACT: There is no Growth Management Impact caused by these
Amendments
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved
as to form and legality and requires majority vote for approval. -JAK
RECOMMENDATION: To approve an after-the-fact submittal of West Goodlette-Frank Road Area
Joint Stormwater-Sewer Project Amendment No. 3 for South Florida Water Management District
Agreement 4600003762 to extend agreement through October 30, 2021.
