EXECUTIVE SUMMARY
Recommendation to award a Work Order under Agreement No. 16-6663 to Ajax Paving Industries
of Florida, LLC., for construction of the “Goodlette Road Paved Shoulder Improvements” project,
in the amount of $279,066.52, and authorize the necessary budget amendments. (Project 60118)
OBJECTIVE: To approve a Work Order for the paved shoulder along the west side of Goodlette Road
from Vanderbilt Beach Road north, approximately 3,900 feet.
CONSIDERATION: On March 3, 2021, Transportation Planning staff sent construction plans and a bid
schedule to the four construction companies under contract with the County under Agreement No. 16 -
6663 for Roadway Contractors. Staff requested quotations from those contractors for construction
services for the Goodlette Road Paved Shoulder Improvements project.
The County received four bids by the March 19, 2021 deadline, as follows:

2 Preferred Materials, Inc. $352,779.80
3 Wright Construction Group, Inc. $377,226.79
4 Bonness, Inc. $387,932.66
Staff determined the lowest bid is fair and reasonable and recommends awarding the Work Order to Ajax
Paving Industries of Florida, LLC. Although the low bid is 20.4% higher than the engineer’s estimate of
$231,778.73, the Procurement Services Division concluded that the bidding was competitive. The low
bid price exceeded the engineer’s estimate due to the rise in milling and asphalt prices. The work order
and bid analysis are attached. As required by Section 2.2 of the Agreement, the contractor will be
required to provide payment and performance bonds within 10 business days after notification of the
award.
FISCAL IMPACT: The anticipated cost for this intersection improvement project is $279,066.52. A
budget amendment is required to transfer $72,783 within Transportation Capital Fund (310) to project
60118, $12,489 from Project 69334 and $60,294 from 69331. Source of funds are ad valorem tax revenue
and payment in lieu revenues.
The estimated useful life of the roadway improvements is 20 years with minimal to no repair cost during
that duration of time.
GROWTH MANAGEMENT IMPACT: This project is consistent with the Transportation Element of
the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
RECOMMENDATION: To award a Work Order to Ajax Paving Industries of Florida, LLC., under
Agreement No. 16-6663, for construction of the “Goodlette Road Paved Shoulder Improvements” project
in the amount of $279,066.52, authorize the Chairman to sign the attached Work Order, and authorize the
necessary budget amendments.
