A RESOLUTION OF THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF COLLIER,
FLORIDA, APPROVING A TARGET PROTECTION
AREA MAILING STRATEGY FOR THE
CONSERVATION COLLIER LAND ACQUISITION
PROGRAM'S TENTH PROPERTY SELECTION CYCLE;
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, Collier County has recognized the need to plan for future growth and
has initiated a long-term program, known as Conservation Collier, to acquire, protect,
restore, and manage environmentally sensitive lands in perpetuity and to provide public
open space for the benefit of present and future generations; and
WHEREAS, the Conservation Collier Program includes identification and
protection of Collier County's natural resources, including upland and wetland
communities, native plant communities, endemic species, endangered species habitat,
water resources, and outstanding aesthetic or other natural features; and
WHEREAS, protected lands include those that provide appropriate natural
resource-based recreational and educational opportunities, protect local water resources,
provide flood control; and
WHEREAS, the Conservation Collier Implementation Ordinance (hereafter
referred to as Ordinance No. 2002-63, as amended, has described Target Protection
Areas (TPAs); and
WHEREAS, Section 13 (1) of Ordinance No. 2002-63, as amended, provides that
county staff will send letters of inquiry to all property owners within these TPAs.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA,that:
SECTION I. Findings.
It is found and declared that:
(A) A proposed tenth cycle targeted mailing, to criteria-based properties from
identified TPAs and other areas that meet program goals and criteria as shown on
attached maps, will cost $500.
(B) Many undeveloped properties within TPAs are small lots within established
subdivisions and would not be appropriate for acquisition by Conservation
Collier.
(C) Using estimated rates of return of positive interest generated by property owner
interest letters in previous selection cycles, it has been determined that mailing
606 interest letters will result in approximately 15-20 parcels for review and

ranking on the Active Acquisition List. Staff anticipates some additional number
of owner and public nominations as well.
(D) There has been an Outreach Subcommittee recommendation that was reviewed
and revised by the CCLAC. On April 12, 2021, the CCLAAC unanimously
approved the strategy for a targeted mailing outreach effort. This strategy is to
more specifically target lands that are likely to contain high quality
environmental resources and to enlarge current land holdings.
(E) The CCLAAC is authorized by Ordinance No. 2002-63, as amended to
recommend an update to the TPAs List and selection strategy to the Board of
County Commissioners to fulfill the purposes of the Conservation Collier
Program.
(F) This resolution is adopted pursuant to applicable provisions of law.
SECTION II. Be it also resolved that Collier County Board of County
Commissioners adopt the following tenth cycle TPAs mailing strategy:
1. Staff shall send interest inquiry letters to owners of 606 undeveloped
properties within the following areas:

Dear Readers:
I am writing in support of Conservation Collier's proposal to purchase and preserve undeveloped
land in Collier County, and specifically in support of acquisition and preservation of Areas 4 and
6 in East Naples. The East Naples Community Development Plan has a mid-term (3-5 years)
goal of creating additional public green spaces to enhance the quality of life of our residents and
improve access to parks, recreation areas and green spaces by non-motorists (pedestrians, bikers
etc.). The acquisition of Areas 4 and 6 fits nicely with this goal. Although I am writing as a
private citizen, please know that I serve as President of the Lely Country Club Property Owner's
Association representing 709 residents who live along St. Andrews and Augusta Boulevards. I
plan to bring this matter to the attention of our board at our next public meeting on June 15 and
will recommend that we vote to endorse the County's acquisition of Areas 4 and 6. Assuming
we vote our support we will announce our vote, and the potential for this acquisition, in our next
newsletter.
I have spoken with many residents in our neighborhoods who desire walking and bicycle trails
that connect our community with recreational and open spaces such as the Gordon River
Greenway, Baker Park, Picayune Strand, Eagle Lakes Park, Serenity Walk and so on. The ideal
would be greenways that buffer non-motorized travelers from the very busy and hazardous
roadways.
I respectfully request that the Commissioners give this matter careful consideration. I authorize
Gordon Brumwell, who has signed below,to represent me at Tuesday's Collier County
Commissioner's meeting and read my remarks into the record.
