EXECUTIVE SUMMARY
Recommendation to appoint two members to the Affordable Housing Advisory Committee.
OBJECTIVE: To appoint two members to the Affordable Housing Advisory Committee, to serve the
remainder of vacant terms expiring on October 1, 2023.
CONSIDERATIONS: This committee was created by Ordinance No. 91-65, as amended, which was
repealed and replaced by Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27.
The purpose of this 11 member committee as required and described by 420.9076 Fla. Stat. is to review
policies, procedures, ordinances, land development regulations, and the adopted local government
comprehensive plan, and to recommend specific actions or initiatives to encourage or facilitate affordable
housing. The committee is required to submit an annual report to the Board of County Commissioners
that includes recommendations on, and evaluates the implementation of, affordable housing incentives as
required by 420.9076(4) Fla. Stat. Terms are three years. A list of the current membership is included in
the backup.
Membership must consist of one elected official and ten citizens from at least six of the following
categories:
(a) One citizen who is actively engaged in the residential home building industry in connect ion
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home building
in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection
with affordable housing.
(e) One citizen who is actively engaged as a for-profit provider of affordable housing.
(f) One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with affordable
housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
(j) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel, as defined in the local housing
assistance plan.
There are currently two vacancies on the committee, in the categories of: F.S. 420.9076(2)f. - non-profit
provider of affordable housing, and F.S. 420.9076(2)j. - employers within the jurisdiction. The vacancies
were advertised and applications were received from the following:

COMMITTEE RECOMMENDATION: The committee met and reviewed applications for its
vacancies on March 1st, April 5th, and May 3rd. On May 3, 2021, the committee voted to recommend that
Joseph Trachtenberg be appointed to fill the vacancy in the F.S. 420.9076(2)j. - employers within the
jurisdiction category, and that Bernardo Barnhart be appointed in the category of F.S. 420.9076(2)i. -
resident within the jurisdiction. Mr. Barnhart’s appointment would be the second member of the
committee appointed as resident within the jurisdiction, and the category of F.S. 420.9076(2)f. - non-
profit provider of affordable housing would remain unrepresented. A recommendation memo is included
in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointments.

Monday, May 3, 2021.

Jessica Brinkert, Administrator
Moorings Park at Grey Oaks
Jessica Brinkert, Administrator, is an elder care professional at Moorings Park at Grey Oaks, a
luxury life plan community located in the heart of Naples. A full charge administrator, Jessica is
responsible for dayto-day operations at the 5O-bed assisted living and memory care facility,
dedicated to providing high quality, person-centered care for older adults. Resident care, nursing,
physical plant and regulation compliance all fall within her purview.
Ms. Brinkert is a graduate of Florida Gulf Coast University, where she earned a B.A. in
communication and a Master's degree in public administration. She holds a Graduate Certificate
from the University of Florida in geriatric care management. A certified Memory Trainer
through the University of California, Jessica is also a Master Trainer in the Best Friends
Approach, which redefines how we can enhance the lives of individuals living with Alzheimer's
and dementia. She agrees with Andy Rooney, the American television personality who famously
said, "the best classroom in the world is at the feet of an elderly person." She has received her
most valuable and impactful life and work lessons from the residents she serves.
Jessica is currently serving a two-year term as a volunteer member of the School Advisory
Council for Osceola Elementary School. The council assists with preparation, evaluation and
implementation of the School Improvement Plan (SIP), as well as the annual school budget.
Happily married for nine years, Jessica and husband Jeff are blessed with two beautiful children,
Jenna (6) and Luke (4). Originally from Longboat Key, Jessica is a true Florida native and
enjoys spending time walking the beach, boating and practicing yoga.

My name is Jacqualene R. M. Keay and I am originally from the Bahamas. I also spent some
years living in the Turks & Caicos lslands. My life and experien@s are unique in that I can rebte
to and connect with people of various cultures, educational levels, and socioeconomic stat'lses'
I have leamed not to jud'ge or discriminate against others, because of my exposure to diverse
people and cultures oreitfre years. I would liXe to share a little bit about my upbringing and
elaborate on what fuels my determination to use my life as a platform to make a positive
difference in this world.
Even as a young child, one develops a sense of shame for being poor, especially when you
have to Oig tfrrough the garbage landfill in search of food. Remaining in the lslands meant I
would have been doomed to live a life of misery. Thankfully, we immigrated to Naples when I
was I years old. lmmigrating to America aftordlO me opportunities, possibilities and hope br
my future. t grew up in-NaplEs and left for the Army upon graduation from Lely High School. I
need to coniey that although I have lived below the poverty line most of my life, I never
accepted the poverly ideodgy. Somehow, I often heard a voice inside of me telling me I could
and would achieve 6reat tnii6s, even though people were telling me I would never amount to
anything. Although ioing to c-hurch was a SunOay tradition, it was one of the few places where I
fef safe] loved anO iccepted. My relationship with Christ and faith are the very keys to my
survivaland success in life.
I have been the recipient of various social, economic and mental health services provided by the
community and I feel a duty to give back to the country that helped me to become the person I

volunteering is a part of my DNA and identity. Enlisting inlhe Army was my gateway out of

Affordable Housing Advisory Committee
This committee was created by Ordinance No. 91-65, as amended, which was repealed and
replaced by Ordinance No. 2013-27, which was further amended by Ordinance No. 2020-27. The
purpose of this 11 member committee as required and described by 420.9076 Fla. Stat. is to
review policies, procedures, ordinances, land development regulations, and the adopted local
government comprehensive plan, and to recommend specific actions or initiatives to encourage
or facilitate affordable housing. The committee is required to submit an annual report to the
Board of County Commissioners that includes recommendations on, and evaluates the
implementation of, affordable housing incentives as required by 420.9076(4) Fla. Stat. Terms are
three years.
Membership must consist of one elected official and ten citizens from at least six of the following
categories:
(a) One citizen who is actively engaged in the residential home building industry in connection
with affordable housing.
(b) One citizen who is actively engaged in the banking or mortgage banking industry in
connection with affordable housing.
(c) One citizen who is a representative of those areas of labor actively engaged in home
building in connection with affordable housing.
(d) One citizen who is actively engaged as an advocate for low-income persons in connection
with affordable housing.
(e) One citizen who is actively engaged as a for-profit provider of affordable housing.
(f) One citizen who is actively engaged as a not-for-profit provider of affordable housing.
(g) One citizen who is actively engaged as a real estate professional in connection with
affordable housing.
(h) One citizen who actively serves on the local planning agency pursuant to s. 163.3174.
(i) One citizen who resides within the jurisdiction of the local governing body making the
appointments.
(j) One citizen who represents employers within the jurisdiction.
(k) One citizen who represents essential services personnel, as defined in the local housing
assistance plan.

RESOLUTION NO. 2021 – ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING BERNARDO
BARNHART AND JOSEPH TRACHTENBERG TO THE AFFORDABLE
HOUSING ADVISORY COMMITTEE.
WHEREAS, on July 31, 1991, the Board of County Commissioners adopted Ordinance No. 91-
65 establishing the Affordable Housing Advisory Committee; and
WHEREAS, Ordinance No. 91-65, as subsequently amended, on April 9, 2013 was repealed and
replaced by Ordinance No. 13-27, and further amended by Ordinance No. 20-27, which recreated and
reestablished the Affordable Housing Advisory Committee in accordance with F.S. § 420.9076. This
Advisory Committee consists of one elected official and ten citizen members appointed by the Board of
County Commissioners based on the membership categories described in F.S. § 420.9076(2)a.-k.; and
WHEREAS, there are two vacancies on this Advisory Committee; and
WHEREAS, the Board of County Commissioners previously provided public notice soliciting
applications from interested parties; and
WHEREAS, the Advisory Committee has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that BERNARDO BARNHART (Resident in Jurisdiction, F.S.
420.9076(2)i.), and JOSEPH TRACHTENBERG (Employers in Jurisdiction, F.S. 420.9076(2)j.), are
each hereby appointed to the Affordable Housing Advisory Committee to fill the remainder of vacant
terms expiring on October 1, 2023.
THIS RESOLUTION ADOPTED upon majority vote this 25th day of May, 2021.
