EXECUTIVE SUMMARY
Recommendation to appoint a member to the Emergency Medical Authority.
OBJECTIVE: To appoint one member to the Emergency Medical Authority, to fill the remainder of a
vacant term expiring on December 31, 2022.
CONSIDERATIONS: The Collier County Emergency Medical Authority was created by Ordinance No.
2016-44 on December 13, 2016, to assist the Board of County Commissioners (BCC) and other agencies
with issues affecting pre-hospital emergency medical services, to work to improve pre-hospital medical
care, to evaluate current and future EMS needs, to serve as a catalyst to effect cooperation among
agencies, to evaluate requests for all Certificates of Public Convenience and Necessity (COPCN) in
Collier County and make recommendations to the BCC. This is a five (5) member citizens committee,
with members having no affiliation with any hospital, fire district, EMS, municipality or the Collier
County Sheriff's Office. Terms are four years. A list of the current membership is included in the backup.
There is one vacancy on this committee. The vacancy was advertised and applications were received from

COMMITTEE RECOMMENDATION: The committee reviewed the above applications and voted to
recommend that Mr. Johnson be appointed to fill its current vacancy, which expires on December 31,
2022. A recommendation email is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointment.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING DANIEL JOHNSON TO
THE COLLIER COUNTY EMERGENCY MEDICAL AUTHORITY.
WHEREAS, on December 13, 2016, the Board of County Commissioners adopted Ordinance No.
2016-44, establishing the Collier County Emergency Medical Authority (“Authority”) from the formerly-
named Public Safety Authority, to address issues affecting pre-hospital emergency medical services in
Collier County; and
WHEREAS, Ordinance No. 2016-44 establishes the membership of the Authority as a five-
member citizens committee, with members having no affiliation with any hospital, fire district, EMS,
municipality, or the Collier County Sheriff’s Office; and
WHEREAS, there is one current vacancy on the Authority; and
WHEREAS, the Board of County Commissioners has provided public notice soliciting
applications from interested parties; and
WHEREAS, the Authority has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA, that DANIEL JOHNSON is hereby appointed to the Collier
County Emergency Medical Authority, to fill the remainder of a vacant term expiring on December 31,
2022.
THIS RESOLUTION ADOPTED upon majority vote on the 25th day of May, 2021.
