EXECUTIVE SUMMARY
Recommendation to authorize expenditures through an exemption from the competitive process
with Florida International University for sampling, analysis and assessment of sediment and
water quality.

OBJECTIVE: To provide continued sediment monitoring and assessment for Collier County
waterways and provide additional analysis for sucralose source tracking of wastewater pollutants in
surface water.
CONSIDERATION: The Board previously approved an exemption from the competitive process for
this work at its February 25, 2020 regular meeting for FY2020. However, due to issues associated with
COVID-19, Florida International University (“FIU”) experienced unexpected shutdowns and staffing
issues that delayed the laboratory analysis and final reports from being submitted to the County. The
original exemption approval only encompassed FY2020, which now needs to be extended.
This exemption covers two projects. The first is the once every five year sediment study. Beginning
in 2002, FIU has collected, analyzed, and assessed sediment samples in Collier County waterways
every five years. This work will continue the County’s long-term monitoring efforts of the sediments
in Collier County. This monitoring is used to determine chronic pollutant loads to the waterways. It
includes data assessment with comparisons to established sediment standards/guidelines and
comparisons to previous sediment studies to measure the effect iveness of best management practices.
This study costs $40,000. FIU completed the sample collection and analyses but has not yet delivered
the final report, therefore requiring that the requested waiver be extended.
The second project is a sucralose baseline project. Starting in fiscal year 2020, staff added sucralose
testing to the ambient surface water quality monitoring program. Sucralose, an artificial sweetener,
does not naturally occur in the environment. Sucralose is not metabolized by the body or removed by
the wastewater treatment process. It is highly soluble and remains persistent in the environment for up
to three years. All of these make sucralose ideal for tracing wastewater impacts (nutrients) in surface
and groundwater. This will establish baseline data in surface water for wastewater impacts. These
sucralose laboratory analyses cost approximately $15,000 annually.
These services from FIU will go above $50,000 every five years.
Section 8, subparagraph 1 of Collier County Procurement Ordinance 2013-69, as amended, provides
that purchases from another government agency or from a nonprofit organization authorized to do
business in the State of Florida are eligible for exemption from the competitive process upon the
determination that approval of the exemption is in the best interest of the County. The approved
exemption form is attached. Staff requests that the Board approve this expenditure for Sediment
Studies and sucralose analyses from FIU as an exemption under the Procurement Ordinance.
FISCAL IMPACT: The total cost will be $55,000 and funding is available in the Water Pollution
Control Fund (114) budget.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires
majority vote for Board approval. -SRT.
GROWTH MANAGEMENT IMPACT: This project complies with and is consistent with the
requirements of the Conservation and Coastal Management Element Objective 2.3.

Capital Project Planning Sediment Study and Sucralose Analysis

1. A once every 5 years sediment study. This portion of the purchase is for vendor personnel costs, testing
supplies, and final report for the sediment study.
2. This portion of the purchase is for sucralose analysis for pollutant source tracking done on an annual basis by
the FIU laboratory.
First project-this sediment study will continue the County's effort to conduct long term monitoring of the sediments in Collier County. This monitoring occurs every 5 years and is
used to determine chronic pollutant loads to the waterways. This project will include sample collection, data assessment and a final report. These sites include historic sites that
have previously shown an exceedance of published sediment guidelines or criteria. Sentinel sites are also included to continue the long term monitoring. The requested funds
($40,000.00) include all aspects of sample collection, data reduction, data interpretation and report generation. This work was started in FY20 but due to COVID it was not
completed therefore an additional exemption waiver needs to be completed to cover FY21 and as a precaution FY22.
Second Project-Sucralose, artificial sweetener, does not naturally occur in the environment. Sucralose is not metabolized by the body or removed by the wastewater treatment
process. It is highly soluble and remains persistent in the environment with a half-life of over one year. This makes sucralose ideal for tracing wastewater impacts (nutrients) in
surface and groundwater. However, sucralose is known to be present in reuse irrigation water making it ubiquitous in surface and groundwater resources influenced by reuse
irrigation. Some preliminary monitoring done by FDEP and Collier County Pollution Control have shown the presence of sucralose in various water resources. In order to
establish a baseline of sucralose in surface water in Collier County, the County’s trend network will be sampled and analyzed for sucralose each quarter, even in areas with
known reuse irrigation. This baseline sucralose data will help establish evidence of existing and future wastewater impacts, while providing comparative data to track the
success of any remediation projects. FIU has previously analyzed sucralose in groundwater for Collier County Pollution Control.
