K.5 04/27/2021 EXECUTIVE SUMMARY Recommendation to appoint two alternate members to the Collier County Code Enforcement Board. OBJECTIVE: To appoint two alternate members to fill vacant terms on the Collier County Code Enforcement Board. CONSIDERATIONS: This seven -member board, plus two alternates, was established pursuant to Chapter 162 of the Florida Statutes by Ordinance No. 07-44, as amended, and is composed of individuals representing the occupations of architect, businessperson, engineer, general contractor, subcontractor and realtor, and who are considered for appointment based on their experience or interest in the areas of the codes and ordinances to be enforced. Members are required to file a Form 1 Statement of Financial Interest each year with the Supervisor of Elections. Terms are 3 years. This is a quasi-judicial board. A list of the current membership is included in the backup. There are two vacant alternate seats on this board. Staff recommends that Mr. Rubenstein be appointed as an alternate member on the Code Enforcement Board, to fill the remainder of a vacant term expiring on February 14, 2022, and that Mr. Andreozzi be appointed as an alternate member to fill a vacant term expiring on February 14, 2024. A recommendation memo is included in the backup. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation, and authorizes the Chair to execute the attached resolution confirming the appointments. K.5.c RESOLUTION NO. 2021- A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, APPOINTING LEE RUBENSTEIN AND GEORGE ANDREOZZI TO THE COLLIER COUNTY CODE ENFORCEMENT BOARD. WHEREAS, May 8, 2007, the Board of County Commissioners adopted Ordinance No. 2007-44, the Consolidated Code Enforcement Ordinance, which established the Collier County Code Enforcement Board to hear and decide cases in which violations are alleged of any provision of Collier County codes or ordinances; and WHEREAS, Ordinance No. 2007-44, as amended, provides that the Code Enforcement Board shall be comprised of seven regular members and two alternate members and, when possible, shall include one or more members from specified classifications; and WHEREAS, there are two vacant alternate seats on the Code Enforcement Board; and WHEREAS, the Board of County Commissioners previously provided public notice soliciting applications from interested parties; and WHEREAS, staff has provided the Board with its recommendation for appointment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that LEE RUBENSTEIN, a Realtor, is hereby appointed to the Code Enforcement Board as an alternate member, to fill the remainder of a vacant term expiring on February 14, 2022, and further that GEORGE ANDREOZZI, a retired educator, is hereby appointed as an alternate member to a three-year term which shall expire on February 14, 2024.
