EXECUTIVE SUMMARY
Recommendation to appoint three members to the Bayshore/Gateway Triangle Local
Redevelopment Advisory Board.
OBJECTIVE: To reappoint two current members and appoint one new member to the
Bayshore/Gateway Triangle Local Redevelopment Advisory Board to three-year terms expiring on May
22, 2024.
CONSIDERATIONS: On March 14, 2000 the Board of County Commissioners adopted Resolutions
2000-82 and 2000-83 establishing the Collier County Community Redevelopment Agency and
identifying two areas within unincorporated Collier County (Bayshore/Gateway Triangle and Immokalee)
as areas in need of redevelopment. In addition, Resolution 2000-83 authorized the creation of Local
Advisory Boards by separate resolution to assist in the implementation of the redevelopment plan. The
CRA adopted Resolution 2001-98 on March 27, 2001, which included a set of bylaws for the
Bayshore/Gateway Local Redevelopment Advisory Board.
The purpose of this nine -member committee is to review the Redevelopment Plan, to make
recommendations to the Community Redevelopment Agency, to receive input from members of the
public interested in their respective component areas and to report such information to the Community
Redevelopment Agency. Members are to be comprised of Bayshore residents, Gateway Triangle
residents, Bayshore business owners, Tamiami Trail (US41) business owners, Davis Boulevard (SR84)
business owners, Bayshore MSTU representatives, and at large representatives who reside or engage in
business or both in the Bayshore/Gateway Triangle Redevelopment Area. Terms are three years. A list of
the current membership is included in the backup.
Three seats on this committee will expire on May 22, 2020, in the categories of Bayshore business owner,
Bayshore MSTU representative, and at -large member. There is also one additional vacancy due to the
recent resignation of Steve Rigsbee, a Gateway Triangle resident. The vacancies were advertised, and the

COMMITTEE RECOMMENDATION: At its meeting on April 6, 2021, the Bayshore/Gateway
Triangle Local Redevelopment Advisory Board voted unanimously to recommend that Mr. Sherman and

Mr. Gutierrez be reappointed to this committee, and that Mr. Slobodien be appointed as a new At -Large
member, each to three-year terms expiring on May 22, 2024. A recommendation memo is included in the
backup. The remaining vacancy will continue to be advertised.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the appointment
and reappointments.

The Bayshore/Gateway Triangle Advisory Board (BGTCRA) met on Tuesday, April 6, 2021 to
review the applications at their publicly advertised meeting, the BGTCRA Advisory Committee,
voted unanimously to forward a recommendation to the CRA Board to appoint & reappoint as
follows:
Pursuant to Resolution 2009-148, Section 4:
(c) Mike Sherman is a Bayshore Business Owner
(f) Mr. Gutierrez is a Bayshore Municipal Service Taxing Unit (MSTU) Representative
(g) David Slobodien is at Large who resides within the Bayshore Redevelopment Area
Mr. Bindas did not qualify due to his residence being located out of the Bayshore Gateway
Triangle Redevelopment Boundary.

A RESOLUTION OF THE COLLIER COUNTY COMMUNITY
REDEVELOPMENT AGENCY APPOINTING DAVID SLOBODIEN, AND
REAPPOINTING MICHAEL SHERMAN AND MAURICE GUTIERREZ,
TO THE BAYSHORE/GATEWAY TRIANGLE LOCAL
REDEVELOPMENT ADVISORY BOARD.
WHEREAS, on March 27, 2001, the Collier County Community Redevelopment Agency (CRA)
adopted CRA Resolution No. 2001-98 creating the Bayshore/Gateway Triangle Local Redevelopment
Advisory Board to advise the CRA on matters relating to this redevelopment area; and
WHEREAS, CRA Resolution No. 2001-98, as subsequently amended, provides that this
Advisory Board shall consist of nine members to be appointed by the CRA and, when possible, the
appointees shall represent the categories set forth in its current Bylaws; and
WHEREAS, three seats shall expire on May 22, 2021 on this advisory board; and
WHEREAS, the CRA previously provided public notice soliciting applications from interested
parties; and
WHEREAS, the Bayshore/Gateway Triangle Local Redevelopment Advisory Board has provided
the CRA with its recommendation for appointment and reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE COLLIER COUNTY COMMUNITY
REDEVELOPMENT AGENCY, that DAVID SLOBODIEN, as an at -large member, is hereby appointed
to the Bayshore/Gateway Triangle Local Redevelopment Advisory Board, and that MICHAEL
SHERMAN, as a Bayshore business owner, and MAURICE GUTIERREZ, as a Bayshore MSTU
representative, are each hereby reappointed to their seats on the Bayshore/Gateway Triangle Local
Redevelopment Advisory Board, all to serve three-year terms which shall expire on May 22, 2024.
THIS RESOLUTION ADOPTED after majority vote on the 27t1i day of April, 2021.
