OBJECTIVE: To request that the Board approve the use of $500 to support the Florida Missing Children's Day Foundation. CONSIDERATION: The Florida Missing Children's Day Foundation by virtue of Section 932.7055 (5)(c) 1 Florida Statutes is seeking Board authorization for the appropriation of funds to support the Florida Missing Children's Day 2021. Florida Missing Children's Day Foundation has applied to the Sheriff for appropriation. The Collier County Sheriffs Office (CCSO) requests Board approval to appropriate $500 to support the Florida Missing Children's Day Foundation. Florida Missing Children's Day Foundation objective is to raise awareness of Florida's currently missing children, to educate the public on child safety and abduction prevention, and to recognize those individuals and law enforcement officers who have made outstanding contributions in the missing children issue. The CCSO requests $500 from the Confiscated Trust Funds to be used to support the Florida Missing Children's Day 2021. This support will benefit the Florida Missing Children's Day Foundation mission. FISCAL IMPACT: A budget amendment is needed in the amount of $500 from the Confiscated Trust Fund (602) reserves to support the Florida Missing Children's Day Foundation. The source of funding are proceeds from confiscated property. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to form and legality, and requires majority vote for approval. -JAK RECOMMENDATION: That the Board of County Commissioners authorize the budget amendment to appropriating $500 Confiscated Trust Funds to support the Florida Missing Children's Day Foundation. The effort to remember Florida's missing children and comfort their families can only happen through the generosity of donors to the Florida Missing Children's Day Foundation. The 501(c)(3) organization was created pursuant to Section 683.231, Florida Statutes, in direct support of Florida Department of Law Enforcement's (FDLE) Missing and Endangered Persons Information Clearinghouse Advisory Board and with the primary mission of providing the basis for the financial support needed to stage the annual ceremony in Tallahassee. Because the ceremony and its events support the promotion, education, and awareness of public safety (to include crime prevention), Florida county and municipal law enforcement agencies have the unique opportunity to assist Florida Missing Children's Day by donating asset forfeiture funds pursuant to Section 932.7055, Florida Statutes. As of November 30, 2020, the Foundation has received $14,750.00 in donations to support the 2020 Florida Missing Children's Day event. This year's event was held virtually (due to COVID- 19 restrictions) on September 14, 2020. Any funds that were received after the 2020 event date will be used for the 2021 event. Attached is the 2020 Summary of Receipts and Expenses. Each year the Foundation collects contributions from law enforcement agencies, businesses, and private donors to provide financial support for the event. The dollars are used for operational costs to put on the event including rentals of tents, chairs, sound equipment, stage etc. We also fund awards to local "citizen heroes" that have saved and protected lives, as well as a statewide essay contest, and victim families travel/hotel expenses to attend the event. The Foundation has supported Missing Children's Day since 2010 and has been a vital financial support for FDLE's ability to put on the event. The Foundation is committed to financially supporting FDLE to ensure that each year the State honors and recognizes victims and families as well as exemplary citizens, first responders, and the safety and protection of all children on Florida's Missing Children's Day. The Foundation relies greatly on our law enforcement partners to provide contributions for the Florida's Missing Children's Day event and we are very appreciative of your support.
