EXECUTIVE SUMMARY
Recommendation to authorize a Budget Amendment to recognize interest earned on the
Coronavirus Aid Relief for the period July 2020 through November 2020 on advanced funding
received from the Florida Department of Emergency Management to support programmatic
expenses under the CARES program. (Net Fiscal Impact $22,346.94)
OBJECTIVE: To recognize interest earned on advanced funding received from the Florida Department
of Emergency Management.
CONSIDERATIONS: The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed
into law on March 27, 2020. The CARES Act included a $150 billion Coronavirus Relief Fund (Fund)
to provide payments to State, Local, and Tribal governments navigating the impact of the COVID-19
outbreak. Direct appropriations were made to counties and municipalities with populations over 500,000
people, with the remainder of funding being transferred to the State of Florida.
On June 23, 2020 (Agenda Item #11B), the Board of County Commissioners (Board) approved an
agreement with the Florida Division of Emergency Management (FDEM) to receive Collier County's
appropriation. The County received advance funding in the amount of $30,223,093, forty-five percent
(45%) of the $67,162,432 grant award. Accrued interest from the advance payment was earned for the
period of July 2020 through November 2020, in the amount of $22,346.94.
Staff is seeking Board approval to recognize and appropriate interest earned towards incurred eligible
expenditures under the CARES Act.
FISCAL IMPACT: A Budget Amendment is required to recognize carry forward in the amount of
$13,509.75 and $8,837.19 from FY21 accrued interest within Human Services Grant Fund (707), Project
33699.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: This item does not raise any legal issues. It is ready for Board
considerations and requires a majority vote for Board action. - JAB
