Agenda 04/27/2021 Item #16D 2 (FY20/21 grant application to the Federal Transit Award Management System)04/27/2021 16.D.2 EXECUTIVE SUMMARY Recommendation to approve the submittal of an FY20/21 grant application for the Federal Highway Administration Flexible Funding in the amount of $500,000 for the purchase of a 40 ft. fixed -route bus through the Federal Transit Award Management System. OBJECTIVE: To obtain grant funds to make day-to-day operations more efficient and provide enhanced customer experience. CONSIDERATIONS: During the November 13, 2020, Collier Metropolitan Planning Organization Board (MPO Board) meeting, the MPO Board approved projects to spend down the Fiscal Year 2021 Surface Transportation Urban Area Box funds. One of the projects approved was to purchase a forty -foot (40 ft.) fixed -route bus to expand the existing fleet. The new vehicle will allow for an existing vehicle to be used as a spare. The funding will not be used to expand any routes. Collier County was provided $500,000 in FY20/21 to purchase a forty -foot (40 ft.) fixed -route bus. In order to utilize these funds for a transit project, a grant application must be created in the Federal Transit Administration (FTA) Transit Award Management System (TrAMS). The application has been prepared and attached for the Board of County Commissioners (Board) approval. Approval of this Item will authorize its transmittal in TrAMS to FTA. The grant requires a twenty percent (20%) match for transit projects. Collier County has requested and received approval from the Florida Department of Transportation (FDOT) to use $125,000 in Transportation Development Credits as a soft match for the grant. After review and approval from FTA, the grant application will be electronically executed in TrAMS by the Public Services Department Head who was appointed by the Board to act as their designee. The Public Transit & Neighborhood Enhancement Division (PTNE) and the Office of Management and Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all required reports. FISCAL IMPACT: The total project cost is $625,000 and the grant apportionment is $500,000. Upon receipt of award, a Budget Amendment will be required to recognize grant funds when FTA awards the grant to PTNE. Collier County has requested and received approval from FDOT for the use of transportation development credits in the amount of $125,000 as a soft match to comply with the twenty percent (20%) match requirement. The purchase of the bus will increase the overall current Fleet size used for operations. Ongoing maintenance for the vehicle is provided by the Fleet Management Division and is paid for by existing FTA 5307 grant funding. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this Item. This grant will be used for purchasing a fixed route bus to expand existing fleet. W The Department concurs with Collier County BoCC's request by authorizing the $125,000.00, according to the enclosed Department memorandum of March 26, 2021 from Ms. Kenyatta Y, Lee, Chief of Modal Development. The following two actions are very important for Collier County BoCC's staff to carry out: The amount and the use of these TDCs, the Department's Financial Management Project Number and the page in the State Transportation Improvement Plan (STIP) where this project is listed should be included in Collier County BoCC's FTA Section 5307 grant application project budget sheets, and 2. In accordance with Title 23 United States Code Section 120(i)(1) and o the State of Florida's adopted policy regarding the use of toll revenue credits for public transit a capital and planning projects, we concur with your determination of eligibility and hereby a a authorize for Collier County BOCC to use $125,000.00 in State of Florida toll revenue credits as o soft match for this FTA project. 1�7 Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100% federal share. When providing a copy of this authorization to Collier County BOCC, please ask them to reference the use of this credit in their project budget sheets of their FTA application and send a copy of this authorization letter to their FTA Project Manager. Also include the item number reference where these projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the use of the toll revenue credits is properly accounted for and recorded.
