Agenda 04/13/2021 Item #16D9 (FDEM Hazard Mitigation Grant #HO371 Modification)04/13/2021 EXECUTIVE SUMMARY Recommendation to approve and authorize the Chairman to sign the Florida Department of Emergency Management Hazard Mitigation Grant #H0371 agreement modification in the amount of $778,500 for two (2) generators at the Immokalee Sports Complex, with a 25% match obligation requirement and approve all necessary budget amendments. OBJECTIVE: Provide ongoing services to Collier County residents in the event of an emergency or natural disaster. CONSIDERATIONS: On September 10, 2017, Hurricane Irma made landfall in Collier County and severely impacted the entire State of Florida. In the wake of the hurricane, Collier County experienced damage to multiple facilities and equipment. As a result of the widespread devastation, on February 2, 2018, the Hazard Mitigation Grant Program (HMGP) notice of funding availability was published to assist Counties in developing greater long-term resiliency. The Immokalee Sports Complex HMGP grant application was submitted to the Florida Department of Emergency Management (FDEM) on August 6, 2018. The Board of County Commissioners (Board) ratified the “After-the-Fact” grant application submission on September 11, 2018 Board Meeting (Agenda Item #16E3). The notice of award of $435,000 and grant contract was rec eived on October 3, 2019 from FDEM. A twenty-five percent (25%) match of $145,000 was required. On October 1, 2020, a modification request was submitted to FDEM to modify the scope of work and increase the project budget as a result of prices of generators and labor increasing from the time of application to the award of the contract. The generators were reduced in size to 350kW and 125kW to reduce the cost overrun while still meeting the County’s project goals. On January 11, 2021, a request was submitted to FDEM requesting an additional twelve (12) months extension from the original Period of Performance end of September 30, 2021, in order to accommodate the scope of work change and delays resulting from COVID-19. The modification and extension requests were approved, and an agreement modification was received on February 24, 2021. The increased Federal award is $778,500 and the extended Period of Performance end is September 30, 2022. The twenty-five percent (25%) match required is therefore increased to $259,500. Due to the limited time available to execute the agreement modification with FDEM, two alternatives to providing the grant match will be pursued. (1) Initially, authorization for matching funds of $114,500 from Parks Capital Fund (306) is requested. (2) Staff will pursue supplemental Infrastructure Surtax funding through the Infrastructure Surtax Committee. The next meeting of the Surtax Committee is scheduled in June, 2021, exact dates are not confirmed. If authorized, Surtax funding in the amount of $114,500 will be utilized in place of Parks Capital Fund (306) funding for the required grant match. FISCAL IMPACT: Budget Amendments will be required to appropriate the increase of the grant award in the amount of $343,500 as well as the local match of $114,500. As discussed above, providing the local match from Parks Capital Fund (306) is authorized but if approved by the Surtax Committee, Infrastructure Surtax proceeds (Fund 318) will instead provide the matching funds. The project budget is provided in Public Services Grant Fund (709), Project 33633. The local match budget will reside in Public Services Grant Match Fund (710), Project 33663. GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this item.
