EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairperson to sign three (3) subrecipient
agreements between Collier County and Avow Hospice Inc., Community Foundation of Collier
County Inc., and Life Network of Southwest Florida, Inc., for COVID related activities under the
Collier County Assistance Program.
OBJECTIVE: To provide funding to continue to support Collier County in the ongoing response and
mitigation of the Coronavirus pandemic.
CONSIDERATIONS: The Coronavirus Aid, Relief, and Economic Security (CARES) Act was signed
into law on March 27, 2020. The CARES Act included a $150 billion CARES fund to provide
payments to State, Local, and Tribal governments navigating the impact of the COVID-19 outbreak. On
June 16, 2020, Governor Ron DeSantis announced Florida’s plan to distribute $1.275 billion in CARES
Act funds to counties with a population below 500,000, including $67,162,432 to Collier County.
On February 9, 2021, Agenda Item #11C, the Board of County Commissioners (Board) approved the
implementation of the Collier County Assistance Program (CCAP). As part of this action, the Board
approved allocations to a variety of programs to support ongoing community assistance, specifically
Social Services and Food Pantries/Banks.
Avow Hospice, Inc. ($420,861.07)
Provide funding to assist with the COVID-19 response and mitigation efforts and meet requirements
outlined by the Centers for Disease Control and Prevention, ensuring facilities across Florida are taking
all necessary precautions to ensure the health and safety of patients and healthcare staff. Funds from
CCAP will assist in keeping facilities healthy and safe by supporting telehealth, telework, medical
testing services, medical equipment, security, and salary costs for COVID dedicated employees.
Life Network of Southwest Florida, Inc ($164,028.47)
Provide funding to assist with transitioning the abstinence program, taught during health class at
numerous Collier County Schools, from the classroom setting to virtual learning. Funding provided
through CCAP will enable them to transition this program to distance learning through the production
of an online video series and supportive home resources.
Community Foundation of Collier County, Inc.($5,000,000)
Provide funding to Collier County Food Banks, Food Pantries, and Food Distribution, including but not
limited to, reimbursement of temporary personnel costs, food, food-related supplies, storage, delivery,
lease agreements, vehicle rental, cleaning, PPE, and equipment rental and distribution. The Community
Foundation will also provide application administration.
FISCAL IMPACT: The funding for these agreements will be part of the Collier County Assistance
Program (CCAP) and will be covered through funding received and made availabl e within the
Community & Human Service Grant Support Fund (123) Project 33699.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB
