EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairperson to sign a subrecipient agreement
between Collier County and Habitat for Humanity of Collier County, Inc., and the associated
HOME-Assisted Project Commitment Letter providing for $886,345 in HOME Investment
Partnership Funding.
OBJECTIVE: To support housing for low- to moderate-income persons throughout Collier County.
CONSIDERATIONS: On June 28, 2016, the Board of County Commissioners (Board) approved the
County’s Five-Year Consolidated Plan for use of entitlement funds for the period of FY 2016-2021
(Agenda Item #16D23).
Each year, the County completes an annual Action Plan that is meant to further the Consolidated Plan’s
goals and objectives. Each Action Plan identifies a list of community-based projects that are acquired
through an application submittal process. Among other criteria, during the review process, grant
applications are evaluated specifically against the goals and objectives of the Consolidated Plan and the
Annual Action Plan.
The proposed project is incorporated in the FY 2019-2020 One Year Action Plan approved by the Board
on June 25, 2019 (Agenda Item #16D2). A Substantial Amendment to the 2019-2020 One Year Action
Plan approved by the Board on January 28, 2020 (Agenda Item #16D1) changed geographic locations for
the Habitat for Humanity housing activity from the Davis Boulevard area to the Pine Ridge Road area.
The agreement was delayed in development due to the federal HOME requirement for satisfactory
underwriting. This is a lengthy process and was completed in January 2021.
The housing activity includes the cost associated with the infrastructure development to support fifty-two
(52) housing units. These units will be sold to income-eligible households. All units will be occupied by
families at or below eighty percent (80%) of AMI. The property will be deed-restricted in accordance
with the federal HOME program requirement. The subrecipient has a match obligation of twenty -five
percent (25%) of the total funds expended but not to exceed $ 216,586.
A HOME-Assisted Project Commitment Letter is required prior to commencement of the project pursuant
to 24 CFR 92.250(b). The Commitment Letter is required to be signed by the Board and represents the
County’s financial commitment to Habitat for Humanity of Collier County, Inc. in the amount of
$866,345 and an acceptance from the subrecipient of the support and program conditions.
FISCAL IMPACT: This action has no new Fiscal impact. The funding source for the award is the
HOME grant and it is budgeted in Housing Grants Fund (705), Projects 33581 and 33632.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the
Growth Management Plan of Collier County.
