EXECUTIVE SUMMARY
Recommendation to reappoint a member to the Public Transit Advisory Committee.
OBJECTIVE: To reappoint a member to the Public Transit Advisory Committee, to a three-year term
expiring on March 22, 2024.
CONSIDERATIONS: The Public Transit Advisory Committee was originally established as an ad hoc
committee on February 26, 2013, by Resolution No. 2013-50, to make recommendations to the Board of
County Commissioners in matters related to transit policies, issues, programs and plans to provide mass
transit services to the citizens of Collier County. On March 22, 2016, the BCC adopted Ordinance No.
2016-07, which converted the committee from an ad hoc to a regular advisory committee, and reduced the
membership from 9 to 7 members. Members of this committee shall include one representative designated
by the District School Board of Collier County and, if possible, include representatives from large
employers, health care related services, social services and transportation and planning professionals. At
least two representatives shall be passengers of the system. Terms are three years. A list of the current
membership is included in the backup.
Two terms on this committee expired on March 22, 2021. The vacancies were advertised and the
following application was received:

ATTENDANCE: Since his original appointment nine months ago, Mr. Browne has missed no meetings.
COMMITTEE RECOMMENDATION: At his original appointment on June 9, 2020, the category
requirements for appointment were waived for Mr. Browne. The committee unanimously recommends
that Devon Browne be reappointed to the Public Transit Advisory Committee to a three -year term
expiring on March 22, 2024, with category requirements continuing to be waived. A recommendation
memo is included in the backup to this item.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to sign the attached resolution confirming the reappointment.

SUBJECT: Public Transit Advisory Committee
Recommendation to the Board for filling one vacant position.

The Public Transit Advisory Committee received one application for the prescribed vacancy. The applicant
has been evaluated based on his potential contribution to the PTAC and is recommended on those criteria’s to
be eligible for the committee with a unanimous vote.
PTNE staff submits for the Public Transit Advisory Committee consideration, a renewal of Mr. Browne as a
member of the PTAC. Mr. Browne was previously selected based on his potential contribution to the PTAC
and has been an important contributor to the overall success of CAT over his time with the committee. Mr.
Brown has served in this committee for 9 months with 0 absences.
Mr. Browne has applied to serve as representatives consistent with the PTAC governing ordinance
established by the Collier County Board of County Commissioners (BCC).
Based on Mr. Browne experience in logistics, just as before this member will be an asset to this committee
by providing feedback and advice as it pertains to efficiency to transit operations and planning.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING DEVON BROWNE TO
THE COLLIER COUNTY PUBLIC TRANSIT ADVISORY COMMITTEE.
WHEREAS, on March 22, 2016, the Board of County Commissioners (Board) adopted
Ordinance No. 2016-07 establishing the Collier County Public Transit Advisory Committee
(Advisory Committee) to assume the duties and responsibilities of the former Collier County Ad
Hoc Public Transit Advisory Committee, which was established by Resolution No. 2013-50, as
amended, to make recommendations to the Board in matters related to transit policies, issues,
programs, and plans to provide mass transit services in Collier County; and
WHEREAS, Ordinance No. 2016-07 provides that the Advisory Committee shall be
composed of seven members to include one representative designated by The District School
Board, at least two representatives who are passengers of the system, and when possible,
representatives of other categories as set forth in the Ordinance; and
WHEREAS, there are two seats expiring on March 22, 2021 on this Advisory Committee;
and
WHEREAS, the Board of County Commissioners previously provided public notice
soliciting applications from interested parties; and
WHEREAS, the Committee has provided the Board with its recommendation for
reappointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that DEVON BROWNE is hereby
reappointed to the Collier County Public Transit Advisory Committee to a three-year term expiring
on March 22, 2024.
THIS RESOLUTION ADOPTED upon majority vote on this the 23rd day of March, 2021.
