EXECUTIVE SUMMARY
Recommendation to appoint three members to the Health Facilities Authority.
OBJECTIVE: To reappoint two members and appoint one new member to the Health Facilities
Authority, to four-year terms expiring on May 15, 2025.
CONSIDERATIONS: The Health Facilities Authority is five member authority created on November
20, 1979, by Ordinance No. 79-95 in accordance with Chapter 154 of the Florida Statutes. The purpose
of the authority is to assist health facilities in the acquisition, construction, financing and refinancing of
projects in any incorporated or unincorporated area within the geographical limits of Collier County.
Terms are four years. A list of the current membership is included in the backup.
There are two seats on this authority which expire on May 15, 2021. In addition, Tim Reidy moved out of
county this past year, resulting in his seat becoming vacant. The vacancies were advertised and
applications were received from the following:

ATTENDANCE: Mr. Chalhoub and Mr. Weyer have had perfect attendance at meetings.
STAFF RECOMMENDATION: That Mr. Chalhoub and Mr. Weyer be reappointed to their seats on
this authority, and that Ms. Gatian be appointed to fill Mr. Reidy’s vacated seat, all to four -year terms
which shall expire on May 15, 2025. A recommendation memo is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Staff Recommendation,
and authorizes the Chair to execute the attached resolution confirming the appointments.

RESOLUTION NO. 2021 - ____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, REAPPOINTING ROBERT
CHALHOUB AND GEORGE RUSSELL WEYER AND APPOINTING
REBECCA ANN GATIAN TO THE COLLIER COUNTY HEALTH
FACILITIES AUTHORITY.
WHEREAS, in accordance with Chapter 154, Florida Statutes, Collier County Ordinance
No. 79-95 established the Collier County Health Facilities Authority to assist health facilities in
the acquisition, construction, financing and refinancing of projects within unincorporated Collier
County; and
WHEREAS, Ordinance No. 79-95 provides that the Health Facilities Authority shall
consist of five members who are residents of Collier County; and
WHEREAS, there is one vacant seat on the Health Facilities Authority, and two seats
which will expire on May 15, 2021; and
WHEREAS, the Board of County Commissioners previously provided public notice
seeking applications from interested parties; and
WHEREAS, staff has provided the Board of County Commissioners with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that ROBERT CHALHOUB and
GEORGE RUSSELL WEYER are hereby reappointed to the Health Facilities Authority, and
REBECCA ANN GATIAN is hereby appointed to the Health Facilities Authority, each to serve
four-year terms expiring on May 15, 2025.
THIS RESOLUTION ADOPTED upon majority vote this 23rd day of March, 2021.
