EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairperson to sign an agreement between Collier
County and Housing Development Corporation of SW Florida, Inc., d/b/a HELP to provide
administration of a mortgage and utility assistance program through the Collier County Assistance
Funds to benefit individuals and households impacted by the Coronavirus pandemic.
OBJECTIVE: To provide financial assistance to households in need of mortgage, utility, and foreclosure
prevention assistance who have been negatively impacted by COVID-19.
CONSIDERATIONS: On February 9, 2021, Agenda Item #11C, the Board of County Commissioners
(Board) accepted and approved the Collier CARES Community Assistance Program. As part of this
agenda item, the Board authorized $7.5M in assistance for rent, mortgage, and utility assistance. The
Collier County Assistance Program will provide economic relief to those Collier residents who have
experienced COVID -19 impacts and are at or below one-hundred and forty percent (140%) AMI. This
program will serve the community through December 31, 2021, or until all funds are exhausted
whichever comes first.
The program will provide benefits to residents in need of mortgage, utility, and foreclosure prevention
counseling. The program will serve households who have lost employment or income during the
Coronavirus pandemic. The mortgage and utility program will mirror qualifications criteria established by
the January 5, 2021 U.S. Department of Treasury relief package but would expand the household income
qualifications to one-hundred and forty percent (140%) AMI which is $115,220 for a family of four (4) in
Collier County.
The Collier County Assistance Program would include the additional guidelines:
• Maximum assistance to homeowners in the amount of $10,000 (mortgage and utilizes) and
require participants to participate in housing counseling services
• Payments will be made directly to the mortgage company, and/or utility company
• Applicant must have had a loss of employment or reduced hours due to COVID-19
• Applicants must be Collier County residents
The proposed subrecipient agreement with Housing Development Corporation of SW Florida,
Inc.(HELP), a certified HUD housing counseling agency, will become effective immediately upon Board
approval. The proposed agreement provides $100,000 for administration only. The assistance to qualified
households will be disbursed on behalf of the applicant, following Community and Human Services
(CHS) approval. All payments will be made by the Clerk of Courts.
HELP will process applications and submit them through the Neighborly software online application
system provided by the Collier County CHS Division. HELP will facilitate document submission and
work directly with applicants to complete the application process. HELP will receive four hundred and
ninety-five dollars ($495) for each household that is approved, funded, and has completed foreclosure
prevention counseling for their administrative efforts.
FISCAL IMPACT: There is no new fiscal impact associated with this recommendation. The funding for
this agreement with the Collier County and Housing Development Corporation of SW Florida, Inc. d/b/a
HELP will be covered through funding received and made available within the Community & Human
Service Grant Support Fund (123), Project 33699.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote

item.
