EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairperson to sign the First Amendment to the
grant-funded HVAC installation subrecipient agreement between Collier County and the Collier
County Housing Authority to extend the agreement, modify the Federal Award Identification
Number and clarify the match language. (Fiscal Impact $0)
OBJECTIVE: To continue to provide Rental Housing for low- to moderate-income persons in
Immokalee.
CONSIDERATIONS: Collier County is an entitlement community and receives funds from the U.S.
Department of Housing and Urban Development. Specifically, the County receives HOME funds to
address program-specific needs identified in the community.
The FY2018-2019 HUD Annual Action Plan allocated $500,000 to the Collier County Housing Authority
to implement a rental rehabilitation program. The Action Plan was approved at the July 10, 2018 Board of
County Commissioners (Board) meeting, Agenda Item #11F, and the agreement was subsequently
approved at the July 14, 2020 Board meeting (Agenda Item #16D7). This agreement provides for the
installation of HVAC systems into a minimum of fifty (50) units located in Phase 10 at Farm Worker
Village.
Community and Human Service (CHS) is modifying the subrecipient agreement as proposed to:
1. Extend the agreement ninety (90) days to allow for the project to be completed
2. Modify the Federal Award Identification Number (FAIN) to accurately reflect the federal grant
award number
3. Clarify the match language to allow for additional units to be used for match and modify the
submission schedule
The proposed modification is allowable under the grant, and will not increase the amount of grant funds
or impact the budget for this project.
FISCAL IMPACT: This action has no new Fiscal impact. The funding source for the award is the
HOME grant and it is budgeted in Housing Grants Fund (705), Projects 33480, 33535, and 33581
(HOME Entitlement Projects).
LEGAL CONSIDERATIONS: This item has been approved as to form and legality and requires a
majority vote for Board approval. -JAB
GROWTH MANAGEMENT IMPACT: This item has no impact on the Housing Element of the
Growth Management Plan of Collier County.
