The meeting opened with the Pledge of Allegiance and introductions by Commissioner Coletta. II. Annexation Mr. Mudd stated there are three annexation items being considered at this time as follows: . Collier Park of Commerce . Hole-In-The-Wall Golf Club, Inc. . Keewaydin Island Discussion regarding annexation ensued as follows: . City of Naples is going through a visioning process and annexation is one of the topics . Concurrency has been an issue . Tax base is a concern . City of Naples has not favored aggressive annexation in the past . Annexation is not favored by most residents . There have been four annexations in the past few years . There is not significant annexation but there are a lot of them . Process of annexation has been working smoothly because of better communication . Policy the City of Naples passed last year was helpful, requires notifying Collier County when there is a request for annexation . Fire coverage is a concern . Keewaydin annexation objective is to prevent future development and assure fire protection . Annexation of Keewaydin may erode public's use of habitat . Interlocal agreements need to be addressed; after a certain period of time, annexed area should be the responsibility of whatever entity annexed it, to provide for utilities and other items that go along with annexation . Concurrency should not be circumvented . Residents of the City of Naples wish to make the final determination on annexations . Residents of Naples wish to go no further with annexation; visioning process is expected to make annexation more difficult in the future . Annexation should be the decision of all the voters of Collier County (Ms. Taylor arrived at 9:21 AM) . City of Naples has never been pro-active with regard to annexation; residents of Collier County have been asking to become part of the City of Naples . People ask to be annexed into the City of Naples because the City of Naples allows higher density 2 May I, 2007 . Higher density will cause more traffic but roads cannot be improved to accommodate more traffic III. Florida State Legislature/2007 Legislative Session 1. Property Tax Relief Plans (Senate and House) Mr. Mudd gave an overview of the proposed property tax relief plans as follows: . House version of700l which rolls back budgets to 2000-2001 point in time adjusted for cpr and growth would result in a 50% cut to Collier County . Senate version of 7001 proposed the same amount of funds in the budget for this FY for next FY, which would result in loss of revenue to Collier County . Governor's compromise rolls back to FY '03, Collier County would suffer a $116,000,000 cut; no exclusion for independent special districts 2. Growth Management Mr. Mudd stated the Growth Management Bill passed the House; Senate has a separate version; proportionate fair share was considered. Discussion ensued regarding the Growth Management Bill as follows: . City of Naples funds police and fire department services out of ad valorem tax revenue; reduced budget would affect services . School districts, water district, everybody needs to get together and figure out the best way to deal with the budget cuts to further the best interests of the public . Tallahassee has cut property taxes but increased the school budgets by $545,000,000; the State is not paying for the increased school budget but expects the counties to do so . Citizen's needs must be taken into consideration, as well as those of the developers and realtors . Collier County needs to raise the question with the legislature of reducing mandates to coincide with the reduction in funds . Florida League of Cities and Florida Association of Counties has taken a recurring position on un-funded mandates, but do not have funding for lobbying that other private entities have . Tax relief will benefit businesses and non-homesteaded property owners . Artificially high property assessments due to periods of speculation by investors could be addressed by taking a ten year moving average in assessments so that spikes in valuations could be leveled out . South Florida Water Management is an example of an un-elected taxing authority . Legislature should leave Home Rule alone . Legislature is geared toward making Florida the most desirable place in the Country to retire . State has removed local government's ability to require concurrency . Local government will have to pay for infrastructure 3 May I, 2007 . Excessive property taxation can lower property values IV. Naples Bay/Clam Bay 1. Vessel Speeds Discussion regarding vessel speeds in Naples Bay/Clam Bay ensued as follows: . All interested parties should be included before discussing a compromise . Public should be allowed to speak . This meeting is not a time for mediation . City of Naples has the right and the obligation to protect the property of residents around Naples Bay . City of Naples has jurisdiction; home rule should not be taken away . Naples Bay serves the boating public and so is in the County's purview . The issue cannot be resolved today . It would be to the advantage of both sides to reach a compromise . Collier County spends large amounts of time, money and effort giving the City of Naples the services it wants in Naples Bay . Need good, clear, consistent reasons for actions and legal backup . Matter will be put on the Agenda for May 8, 2007 meeting (Recess at 10:29 AM) (Reconvened at 10:42 AM) 2. Equal access and cost for boat launching facilities (See below) V. City of Naples funding requests 1. Fleishmann Park . City of Naples requested $2,000,000 . Collier County budget is unknown at this time, . Collier County may not be able to fund . Collier County should be involved in the design phase of the recreation center. 2. Sandpiper Street . City of Naples requested $750,000 in matching funds. 3. Gordon River Greenway . City of Naples requested $500,000; item will be put on future agenda for discussion. . Project could be funded by Conservation Collier. . Collier County should be involved in the design phase of the project. 4. Equal access and cost for boat launching facilities (continued from above) . All Collier County residents should be charged the same fees for use of facilities 4 May I, 2007 . Resolution has been passed by the City of Naples making fees for the use of boat launching facilities the same as those charged by Collier County . Pulling Property will be available Discussion ensued regarding City of Naples funding requests as follows: . City of Naples and Collier County should arrange a meeting to discuss creating a Master Plan for recreational facilities in the County VI. Charter Government 1. Consolidation of fire departments and other government services . There will be a workshop on May 15, 2007 on Charter Government . There is a desire to consolidate administrative functions in a way that makes sense and saves money for the public VII. Recycling Mr. Mudd gave a slide presentation showing a letter from the Mayor of the City of Naples. (See attached) . Commercial waste constitutes 64% of material that goes into the landfill . Landfill is projected to last another 23 years, which could be increased with better recycling efforts . Mr. DeLony invited Naples City Council to tour the recycling facility . Odor control is excellent at the landfill . City of Naples has a voluntary recycling program . Volunteer recycling program did not work well in Collier County and was changed to a mandatory program VIII. Public Speakers Frank Donohue, Collier County Parks and Recreation Advisory Committee and Marine rndustries Association of Collier County, spoke in favor of providing funding to the City of Naples for the recreation center at Fleishmann Park and stated all affected parties in the Naples Bay speed zone issue should be invited to any deliberations; boaters' rights in Collier County should be protected. Henry D. Kennedy urged making the parks the best in the country. Eric Alexander spoke in favor of lower speed limits in Naples Bay. Doug Finlay spoke in favor of funding for Clam Bay and Fleishmann Park. Gina Downs supports leaving property taxes alone in Collier County.
