AND ALSO ON AIRPORT-PULLING ROAD (C.R. 31) SOUTIl OF JUNCTION IMMOKALEE ROAD (C.R. 846) FROM FORTY.FIVE (45) 1\1ILES PER 1I0UR TO TIIIRTY- FIVE (35) MILES PER 1I0UR WITIIIN TilE CONSTRUCTION LIMITS FOR TilE AIRPORT- PULLING ROAD 8RIDGE PROJECT. AND WITIlIN WORK Z01>ES TIlE SPEED SIlALL 8E REDUCED TO TWENTY.FIVE (15) MILES PER 1I0UR FOR TilE DURATION OF C01>STRUCTlOIi. WHEREAS, Section 316.189. Florida Statutes and Collier County Ordinance No. 91-25 authorize the Board of County Commissioners to alter or to establish speed limits on roads under its jurisdiction; and WHEREAS. Immokalee Road (CR 846), Airport-Pulling Road (C R 3 I). and the proposed Airport.Pulling Road bridge structure across the Cocohalchee Canal are County transportation facilities under the jurisdiction of the Board of County Commissioners; and WHEREAS. in accordance with Section 316.189. Florida Statutes and Collier County Ordinance No. 91-25, a traffic analysi~ has been performed for Immokalee Road (CR. 846) and Airport-Pulling Road (CR. 3 I); and WHEREAS, the traffic analysis indicates that a temporary reduction in the posted speed limit for that ponion of Immokalee Road (C.R. 846) approximately one-quarler (114) mile east and west of junction Airport-Pulling Road (C.R. 31) and for Airport-Pulling Road (C R. 31) approximately one quarter (1/4) mile south of junction Immokalee Road (CoR 846) from forty-five (45) miles per hour 10 thirty.live (35) miles per hour is reasonable for public safety purposes within the overall project construction limits. and that such action is consistent with criteria promulgated by the Florida Department of Transportation and by the American Association of State Highway and Transportation Officials; and WIlEREAS, the scope of the Airport-Pulling Road bridge construction project and the Maintenance of Traffic Plan attendant thereto indicates that a 1 bB 2 speed reduction to twenty.five (25) miles per hour within localized work construction zones at and near the Immokalee Road (C.R. 846)/Airport-Pulling Road (C.R. J 1 )/Piper Boulevard intersections is reasonable for public and contractor safety purposes, and thai such action is consistent wilh criteria promulgated by the Florida Department of Transportation and by the American Association of State Highway and Transportation Officials; and WHEREAS. the .cope, character. and sequence or the Airport-Pulling Road bridge construction project and the Maintenance of Traffic Plan allendant thereto necessitates adequate space and staging areas for contractor's safe and efficient execution of the work and as such the temporary closure of Piper Boulevard at the bridge construction zone is deemed to be in the best interest of the County and the public. NOW, THEREFORE. 8E IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT Section I. The posted speed limit along Ihe Immokalee Road (C.R. 846) construclion limits shall be reduced to thirty-nve (3S) miles per hour approximately one-quarter (1/4) mile case and approximately one-quarter (1/4) mile west or junction Airport-Pulling Road (C.R. 3 I). Section 2. The posted speed limit along the Airport-Pulling Road (C.R. 31) construction limits shall be reduced 10 thirty-five (3S) miles per hour approximately one-quarter (1/4) mile so~th of junction Immokalee Road (C.R. 846). Section 3. The posted speed limit within localized worle construction zones at and near the Immokalee Road (C.R. 846)/Airport-Pulling Road (C.R. 3 I )/Piper Boulevard intersection are.. shall be reduced to twenty-five (25) miles per hour. Secrion 4. The Piper Boulevard roadway segment immediately east or Cypress Way East in the vicinity of the proposed Airport-Pulling Road Bridge construction project shall be closed to public through tramc, with appropriate signage to be installed to effectuate a temporary detour with provisions for necessary periodic usage by public emergenl:Y vehicles 15 may be warranted. 2 lbB 2 Section S. The subject temporary speed reductions combined with the temporary physical closure of Piper Boulevard and resultant traffic detouring shall become effective from the construction Notice to Proceed date County issues unto its contractor, and such actions shall remain in effect until the date upon which the CoUier County Public Works Division declares construction work substantially complete andlor roadway operational conditions are determined to be safe for re-establishment of original posted speed limits as may be amended or supplemented by the designs for the Airport.Pulling Road bridge project. BE IT FURTHER RESOL VED thaI the Transportation Services Department is hereby authorized and directed to proceed with the lemporary closure of Piper Boulevard and to erect speed limit signs in accordance with this Resolution. and a copy of this Resolution shall be tendered to the Collier County Sheriff for proper enforcement of speed limits estabh:hed hereby.
