Agenda 03/09/2021 Item #16E 2 (Accrued Interest earned by EMS Cares Act)03/09/2021 16.E.2 EXECUTIVE SUMMARY Recommendation to recognize accrued interest from the period April 17, 2020 through December 31, 2020 earned by EMS Cares Act Provider Relief Payment and appropriate funds for a total amount of $2,276.67. OBJECTIVE: To appropriate accrued interest earned from April 17, 2020 - December 31, 2020 for EMS Cares Act Provider Relief Payment awarded by The Department of Health and Human Services (HHS). CONSIDERATIONS: Former President Trump signed a bipartisan CARES Act that provided $100 billion in relief funds to Hospitals and Healthcare providers on the front lines of the coronavirus response. Immediately, $30 billion was distributed to the Healthcare systems and electronically deposited to eligible Providers. Collier County EMS received $458,750.17 on April 17, 2020. The Department of Health and Human Services (HHS) requires that all recipients of these funds recognize interest. The State allows for the rollover of any unexpended funds, including interest, to the next fiscal year for County expenditure. Interest in EMS Grant Fund 493 has accrued to a balance of $2,276.67 through December 31, 2020. Staff is seeking Board approval to recognize and appropriate this accrued interest in order to expend the funds. FISCAL IMPACT: A Budget Amendment is required to recognize a total of $2, 276.67 within EMS Grant Fund 493, Project 33684 for accrued interest. A transfer is also required for the portion of interest earned within EMS Fund 490 to move the interest into the grant fund (493). This is necessary due to the initial recording of the advanced revenue within the fund (490) before it was appropriated to an individual grant project. LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, raises no legal issues and requires majority vote for approval. -JAK GROWTH MANAGEMENT IMPACT: There is no Growth Management impact. RECOMMENDATION: That the Board of County Commissioners authorizes the necessary Budget Amendments in the amount of $2,276.67 to appropriate accrued interest through December 31, 2020.
