Agenda 03/09/2021 Item #16A 8 (Electronic submittal of an FDOT Small County Outreach Program)03/09/2021 16.A.8 EXECUTIVE SUMMARY Recommendation to seek approval for electronic submission of a Small County Outreach Program for Rural Areas of Opportunities application with the Florida Department of Transportation to fund a paved shoulder project to improve safety on a segment of Immokalee Road - in the amount of $998,719.31. OBJECTIVE: To provide improved and safer conditions to an existing segment of Immokalee Road. CONSIDERATIONS: Florida's Rural Roadway Assistance program's goal is to improve and upgrade existing facilities to meet the minimum or desired standards without increasing capacity. This project includes the widening of Immokalee Road from East Main St. (SR29) to approximately 0.9 miles east. Immokalee Road in this location is a two-lane two-way rural roadway with 10' wide traffic lanes and no shoulders. This project will widen the existing lanes from 10' to 12' and add 5' paved shoulders in each direction. The reconstruction of Immokalee Road with the construction of the paved shoulder meets the eligibility requirements of the program. On December 14, 2020, The Florida Department of Transportation (FDOT) announced a call for applications for the Small County Outreach Program (SCOP) for Florida. The Immokalee community of Collier County is eligible for SCOP - Rural Areas of Opportunity. All applications must be submitted by March 12, 2021. FDOT will select SCOP projects which meet the prioritization factors such as the project is on a county road system, the road is used as an evacuation route, has high levels of agricultural travel and impacts the state or local economy. Staff has identified this location because it coordinates with County projects in the area and is likely to rank high based on the prioritization factors. This project qualifies for a waiver of the required match under the Rural Economic Development Initiative (REDI) Program. The County's contribution is intended to demonstrate its commitment to the project. The local contribution of $180,096.93 will include the design and the construction engineering and inspection (CEI) portions of the project. FISCAL IMPACT: Total project cost is expected to be $998,719.31. Collier County has applied for FDOT funding in the amount of $818,622.38. The project qualifies for a waiver of the required local match; however, the County is making a contribution to demonstrate its commitment to the project. The local contribution of $180,096.93 or 22% ($81,862.24 for design and $98,234.69 for CEI) will be paid for with local funds. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. The funding source of the local contribution will be gas taxes. GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal and Multi -Modal Transportation Sub Section of the GMP. Detailed Project Description (Provide detailed scope of work including specific features, special considerations, and other key information): Immokalee Road Shoulders Project consists of widening of the existing lanes from 10, to 12' and adding 5' paved shoulders. It includes Pavement Markins for FDOT Design Manual, utilizaing Audible Vibratory Treatments to prevent road departures and reduce potential for head-on collisions. This project will provide much needed safety enhancement to an economically distressed rural community. Included in this application you will find a map of crashes along the corridor. It is noted that many crashes in this corridor involved animal strikes and lane departures. According to the the Collier MPO 2045 Long Range Transportation Plan (LRTP), Immokalee Road from US41 to SR29, which included this project, is a Freight Distribution Route, a Regional Freight Mobility Center and a Freight Activity Center.
