EXECUTIVE SUMMARY
Recommendation to appoint two members to the Immokalee Beautification Advisory Committee.
OBJECTIVE: To appoint two new members to the Immokalee Beautification Advisory Committee, to
four-year terms expiring on February 23, 2025.
CONSIDERATIONS: This seven-member committee was established by Ordinance No. 11-39, as
amended by Ordinance No. 20-47, to assist the Board of County Commissioners in the business affairs of
the Immokalee Beautification Taxing District, and prepare and recomm end an itemized budget to carry
out the business of the district for each fiscal year. Members must be electors of Collier County and
qualify in one of the following categories: Four members shall be permanent residents within the MSTU,
and three members may be an owner of a business or commercial property within the MSTU or may be
an appointed representative of a non-profit entity operating within the MSTU. Terms are 4 years. A list
of the current membership is included in the backup.
Ordinance No. 20-47 added two additional seats to this committee. The vacancies were advertised and
applications were received from the following:

COMMITTEE RECOMMENDATION: At its meeting on January 27, 2021, the committee reviewed
the above applications and voted to recommend Christina Martinez-Guerrero and David Turrubiartez, Jr.
for appointment to fill the current vacancies, to four-year terms expiring on February 23, 2025. A
recommendation memo with more detail on the selection process is included in the backup.
FISCAL IMPACT: None.
GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointments.

RESOLUTION NO. 2021 – ___
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CHRISTINA MARTINEZ-
GUERRERO AND DAVID TURRUBIARTEZ, JR. TO THE IMMOKALEE
BEAUTIFICATION ADVISORY COMMITTEE.
WHEREAS, Collier County Ordinance No. 11-39, as amended by Ordinance No. 20-47,
established the Immokalee Beautification Advisory Committee to advise the Board of County
Commissioners (Board) on matters pertaining to the Immokalee Beautification Municipal
Service Taxing Unit (MSTU); and
WHEREAS, Ordinance No. 20-47 provides that the Advisory Committee shall be
composed of seven members, all electors in Collier County: four members shall be permanent
residents of the MSTU; three members may be an owner of a business or commercial property
within the MSTU or an appointed representative of a non-profit entity located within the MSTU;
and
WHEREAS, there are two vacant seats on this Advisory Committee; and
WHEREAS, the Board previously provided public notice soliciting applications from
interested parties; and
WHEREAS, the Immokalee Beautification Advisory Committee has provided the Board
with its recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CHRISTINA MARTINEZ-
GUERRERO and DAVID TURRUBIARTEZ, JR., both residents of the MSTU, are each hereby
appointed to the Immokalee Beautification Advisory Committee, to serve four-year terms
expiring on February 23, 2025.
THIS RESOLUTION ADOPTED upon majority vote on this 23rd day of February, 2021.
